About this file

This is a Question and Answer (Q&A) amendment clarifying technical requirements and logistics for a Request for Quote (RFQ) solicitation for the rental of one Combi-CBE 6000 forklift. The Norfolk Naval Shipyard (NNSY) in Portsmouth, VA issued solicitation N42158-26-NNSY-900-0028 on July 21, 2026, with an original closing date that was extended to August 14, 2026 at 12:00 PM EST. The base period of performance is September 18, 2026 through September 17, 2027, with three optional 12-month renewal periods. The forklift must have a minimum 6,000-pound capacity, 48V battery compatibility with an Ecotec Access high-frequency charger (already available at NNSY), and a minimum 10% grade-ability rating. Prospective bidders must provide firm-fixed pricing for the base year and all three option years on a pricing schedule with four CLINs (0001 for base year, 1001-3001 for options), with payment terms of Net 30 Days.

Key operational requirements include estimated usage of approximately 73 hours per month (875 hours annually) for material movement between warehouse shelving by Nuclear Refuelers. The contractor must deliver the forklift by September 18, 2026 via ground delivery using a tilt bed truck with ramps for unloading. If the forklift becomes inoperable, the contractor must provide a replacement or repair within 1-2 weeks to maintain operational continuity. The NAICS code is 532490 (All Other Miscellaneous General Purpose Machinery Manufacturing) with a size standard of $40,000,000, and the PSC code is W039 (Lease or Rental of Equipment-Materials Handling Equipment). This is a full and open competition solicitation with the Naval Sea Systems Command (NAVSEA) as the sponsoring federal agency.

SOLICITATION N42158-26-NNSY-900-0028: BIDDER Q&A

Project: Combi-CBE 6000 Forklift Rental for Norfolk Naval Shipyard (NNSY) Posting Date: August 7, 2026 Revised Proposal Closing Date: August 14, 2026, at 12:00 PM EST

TECHNICAL QUESTIONS & TPOC RESPONSES

The following clarification questions have been submitted by prospective bidders. The official Technical Point of Contact (TPOC) responses are provided below:

Question 1: The technical requirements state that the forklift battery must be compatible with an Ecotec Access high-frequency opportunity charger rated for 480V AC, three-phase power, with a maximum 17-amp input. Does NNSY have the applicable charger available for use, or must the contractor furnish the charger with the forklift?

· TPOC Response: NNSY has this applicable charger installed for use currently. It was installed by NAVFAC. The contractor does not need to furnish the charger.

Question 2: The RFQ identifies a one-year base period plus three 12-month option periods, while the attached Statement of Work lists a period of performance of June 18, 2025 through June 17, 2026. Please confirm that the dates appearing in the SOW are obsolete and that the applicable base period will commence upon contract award or another date established by the Government.

· TPOC Response: The period of performance is September 18, 2026 to September 17, 2027 (with three 12-month option periods).

Question 3: If the forklift becomes inoperable during the performance period and cannot be promptly repaired, will the contractor be required to furnish a temporary or replacement forklift? If so, does the Government have a required response or replacement timeframe?

· TPOC Response: Yes, the replacement timeframe should be 1-2 weeks to continue work.

Question 4: Does NNSY have an estimated number of operating hours anticipated per month or per year for the forklift?

· TPOC Response: Approximately 73 hours per month with a total of 875 annually.

Question 5: Can Portsmouth Naval Shipyard unload the forklift that is on a step deck trailer or would the forklift need to be delivered by ground delivery?

· TPOC Response: The delivery location is Norfolk Naval Shipyard (NNSY) in Portsmouth, VA. The previous forklift was delivered by a tilt bed truck and was driven off via ramps by contractors.

Question 6: What is the target date that NNSY will need the forklift delivered? The company who houses the forklift needs that estimated date in order to provide a quote.

· TPOC Response: Needs to be delivered by September 18, 2026.
