About this file
This document is a Questions and Answers file for a Fire Watch/Tank Watch Labor Support contract solicitation by the Norfolk Naval Shipyard (NNSY). The solicitation is a Firm Fixed Price (FFP) contract set aside for HUBZone small businesses, with a performance period from September 2, 2025 through March 31, 2026 and potential 6-month extension option. Key details include minimum secret security clearance requirements, shift work expectations (25% of employees on 2nd and 3rd shifts), and specific labor requirements such as fire watch/tank watch personnel.
The Q&A document clarifies several critical contract elements, including: personnel documentation (resumes required), equipment provisions (government will provide fire extinguishers and a Connex box), wage determination rates, and deliverable requirements. The contract involves commercial items under NAICS code 336611, with a small business size standard of 1,300 employees. Monthly payments will be issued, and the solicitation involves two separate procurements - one HUBZone and one small business set-aside. Contractors must submit a cost narrative with their price quote and adhere to specific performance work statement requirements.
