About this file

This is a Standard Form 30 Amendment to solicitation N4215825QN009 that attaches a Statement of Work for radio and television advertising services to support Norfolk Naval Shipyard (NNSY) hiring fairs in 2025. The SOW requires the contractor to produce and air :30 generic hiring commercials across multiple media platforms (TV, radio, social media, streaming) to promote seven NNSY career fairs scheduled between February-December 2025.

The contractor must provide targeted advertising coverage in Hampton Roads, Central Virginia and Outer Banks NC areas, including cable TV/news ads focused on engineering/mechanical programming, radio spots across multiple stations, social media campaigns on Facebook/Instagram, and streaming ads on platforms like Spotify. Key requirements include: airing commercials up to 2 weeks before each fair with 3x daily frequency, using Cameo.com for celebrity endorsements, implementing geo-fencing for targeted digital ads, providing campaign metrics, and producing activity summaries within 10 days after each fair. The contractor must target audiences aged 25-40 in the nearest 20 counties, with emphasis on recruiting engineers, technicians and mechanics. A 30-day cancellation policy is included that exempts the government from vendor fees if cancelled within that window.
