About this file

This document contains questions and answers regarding a solicitation for the rental of five 70-ton air conditioning units with heaters from the Department of the Navy Naval Sea Systems Command. The solicitation requires five independent air-cooled units that can each handle 100% outdoor air and be placed up to 400 feet apart to service various air conditioning needs on ships undergoing maintenance. A chilled water system is deemed unsuitable due to the docking configuration and production requirements of the waterfront. The rental period is for 12 months.

QUESTION 1: “Provide at least 12,000 Cubic Feet per Minute (CFM) at 5” Static Pressure.”

On the static requirements. Is that External or Total Static?

Total Static Pressure QUESTION 2: Can we use an alternate HVAC option?

If so, there are other options. We do have units in that tonnage range, however they are designed for 100% outside air applications. The other option would be to have five air handling units with electric reheat and chilled water coils hooked up to a 400 ton air cooled chiller. If we could get more information regarding the application of the equipment, we might be able to come up with some better options. Please let me know if we could visit the site to get a better understanding of the scope.

No, per the Statement of Work, a chill water system will not be satisfactory. The SOW calls for QTY=5/EA A/C units that are air cooled.

QUESTION 3: Can the application handle 100% outdoor air?

Yes, these units will be placed outdoors next to and in the drydock to service various air conditioning needs within the ship during a drydock availability. They will be supplying conditioned air to the ship with no return ducting back to the A/C units.

QUESTION 4: What is the distance between air handlers and could temporary chilled water piping be practically run from a central location?

No more than 400 Ft between the handlers. The Air conditioning units will be placed initially and will need to be independent from each other to support various production needs on the waterfront. Moreover, the docking configuration does not provide a central location to run chill water from. Therefore a chill water solution would not be satisfactory for use. Hence the reasoning why the Statement of Work requires separate air-cooled air conditioning units.

QUESTION 5: Could a fifth power supply be provided to service the chiller and pumps?

See question 4’s response above. A chill water solution is not a viable solution due to the waterfront needs.

QUESTION 6: I just wanted to clarify that this is for (5) 70 ton AC units with heaters each for 12 months?

Yes, we require a QTY=5/EA 70 Ton AC units with heaters for a timeframe of 12 months.
