Question 1: The proposal states FM Requirements (Two (2) live sound (PA+FM Transmission) podium microphones.). Can you confirm the requirements of the FM transmission? Coverage for the warehouse, the shipyard, etc.

A: The answer to this question will be provided at a later date (if it is required). We need coverage for building 164. The contractor will transmit the live feed to an FM radio frequency.

Question 2: Will PEDs, Laptops, and other devices be inspected immediately, or will we need to leave them with the inspector? If we need to leave them, approximately how long will the inspection take?

A: From the Statement of Work

14. Portable Electronic Devices (PEDS)

a. In accordance with COMSUBLANT/COMSUBPACINST 2075.1C, the use of Portable Electronic Devices (PEDs) while in or on Department of Navy Submarine spaces are prohibited. A portable electronic device (PED) is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches).

b. All PEDs including but not limited to tablets, laptops, iPads, and cell phones that will be used for this job must be turned into Norfolk Naval Shipyard’s Code 109 Information Technology and Cybersecurity Department for inspection of the equipment no later than COB, Friday, 9 June 2023. An appointment will have to be made ahead of time. The equipment will need to be left behind and the process could take up to ten business days.

c. A green NAVSEA security badge must be acquired first before turning in the PEDs for inspection.

d. NNSY Asset Authorization Request Guidelines are attached to this statement of work.

Question 3: Is the intention to place the four monitors inside the warehouse or will they be positioned near the rolling door, where visibility could be impacted by sunlight?

A: Two monitors will be inside and two monitors will be outside on each side of the large garage door. Sunlight could impact the monitors at this time of day.

Question 4: Camera Location: The venue diagram indicates a VIDEO location in the center of the room. Is this the intended location of the two cameras? If so, approximately how far will that video location be from the front of the stage?

A: On the attached layout plan, the monitors and video locations are notated. Two monitors will be indoors and two outdoors. One video camera will be straight on while the other one is off to the side near the sideboys. The sideboys camera could possibly change to the other side of the high bay once the final decision has been made on if the second podium will be on the floor or on the stage. The center camera is approximately 40-50 feet away from the stage. The Sideboys camera is approximately 40-50 from the podium on the stage and 50-60 feet from the podium on the ground.

Question 5: Regarding Personal Electronic Devices (PEDs) to be submitted to the Information Technology and Cybersecurity Department. Does this pertain to any additional electronic devices being used for the event, including video switchers, cameras, and 5G internet streaming device

A: Information Technology and Cybersecurity Department (Code 109) deal with PEDS when they are associated computer equipment, not normally cellular 5G or camera video equipment. Personnel from the Norfolk Naval Shipyard Security Officer (Code 1120) will be onsite to check any footage before, during and after the ceremony to ensure nothing was recorded that shouldn’t be. Because security will be onsite to direct the cameramen, there shouldn’t be any issues.
