About this file

This document contains questions and responses related to federal solicitation number N4215823Q0005 for air compressors, vacuum equipment, and a blast pot. The solicitation is issued by the Department of the Navy Naval Sea Systems Command for equipment to be used from November 1, 2022 through October 31, 2023 at the Norfolk Naval Shipyard. The responses indicate that alternate equipment cannot be substituted, including a trailer-mounted blast pot in place of a fork lift-compatible unit, three 800 CFM air compressors instead of the specified 1050 CFM units, or air compressors requiring 502 amps when the solicitation specifies a 400 amp circuit.

Industry Questions/ Government Response

Question:

Do you know for CLIN 0003 the 8 Ton Blast Pot, the spec calls for Fork lift pockets and 4 point certified frame. Could we use a trailer mounted blast pot with the lift frame? The trailer mount will still allow the unit to be moved around the shipyard with a forklift.

Response:

NO

For CLIN 0001 the 1050 CFM Air Compressors, would it be possible to use 3 800CFM Air Compressor, this is assuming that the equipment, requested for these two solicitations (N4215823Q0005 and N4215823Q0006), would be used in fairly close proximity to each other.

The scope calls for one 400 Amp Circuit. These compressors are actually 1500CFM instead of 1050CFM, but they will require 502 Amps. We will need to know if this is acceptable or if we need to look for another option.
