III. PROPOSAL CONTENT

1. Volume I Non-Price Proposal

The Non-Price Proposal evaluation factors are listed below:

Factor I – Technical Capability

The offeror should present information that clearly describes their management controls, techniques and procedures to ensure that required work is performed in a timely, responsive, professional and efficient manner.

The offeror shall provide the following documentation:

One (1) copy of the offeror's current Nuclear Regulatory Commission (NRC) license o Documentation shall include the NRC license number, NRC Agreement State license number.

o Documentation that the contractor’s facilities for processing of the Naval Nuclear Propulsion

Program (NNPP) material used by the offeror in the performance of the required effort are licensed to handle the quantity and type of waste materials identified under the terms of the resulting contract.

Environmental Protection Agency(EPA)/State permit numbers

One (1) copy of an NRC approved Quality Assurance Program

A detailed description of the waste control and accountability systems used at the processing facility.

Sufficient information necessary to accurately support capabilities in a clear and concise manner while addressing all aspects of the performance work statement (PWS).

A complete listing of carriers to be used by the offeror. Supplemental information on the carrier should include the carrier’s experience in transporting radioactive solid and liquid waste, evidence of a satisfactory

U.S. Department of Transportation safety rating and experience with the intended routes to be used for transporting NNPP waste to the processing facility and residual processing waste to the disposal facilities in accordance with the PWS. It is recognized that Low-Level Radioactive Waste Compacts may prohibit disposal facilities from receiving radioactive waste from some of the Naval Nuclear Propulsion Program

(NNPP) sites (as listed in the PWS) or that radioactive waste may only be received from some NNPP sites with specific Compact authorization.

The offeror shall identify/provide a detailed phase-in/phase-out plan for the implementation of the required services under the PWS. An adequate timeline is required to ascertain transition from the incumbent to the successor for these services. The Contractor shall identify all actions necessary for a smooth transition of operational responsibility. The Contractor shall also identify a phase-out plan to put into effect a smooth and orderly transfer of contract responsibility to a successor. A contingency plan shall be provided detailing management initiatives to address any issues/obstacles during phase-in/phase-out.

NOTE: It is a Naval Nuclear Propulsion Program requirement to minimize the risk associated with handling, transporting, and processing of radioactive material under this contract. It is advantageous to the government to award a contract to an offeror who proposes to fully process the material under their permit, while minimizing the handling and transportation of the received material at their facility. An offeror that proposes to process the material under the resulting contract at a single facility will be rated higher under the Technical Capability than an offeror that proposes to process at one facility and then transport to an additional processing facility owned and operated by another offeror/subcontractor.

Factor II- Past Performance

The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years that is the same as, or similar to, the scope, magnitude, and complexity of the work described by this solicitation.

To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts or efforts within the past five (5) years, and provide any other information the offeror considers relevant to the requirements of the solicitation. Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation.

Offerors may provide contracts describing their own experience as a subcontractor. Offerors shall describe the major or critical aspects of the work performed, as well as the dollar value of work performed, under the submitted contract. Offerors may also submit contracts of subcontractors it proposes to use under this contract. Offerors shall describe the major or critical aspects of the work subcontractors are proposed to perform under the contract.

Offerors shall also describe the major or critical aspects of the work performed by the subcontractor, as well as the dollar value of work performed, under the submitted contract.

Subcontractor performance (either the offeror's own subcontractor experience or proposed subcontractors experience) of major or critical aspects of this requirement will be considered as highly as prime contractor past performance information for the offeror. Failure of offerors to describe the required information will result in the contract reference not being evaluated.

The references will be evaluated in the aggregate in order to allow offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered acceptable if past performance with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above.

The offeror shall complete a Past Performance Information Form (Attachment I) for each reference submitted. The forms will count toward the Volume I page limit described above. For additional information regarding a particular reference beyond that which will fit on the form, the offeror may continue onto an another sheet of paper. Such continuation sheet(s) for submitted references will count toward the Volume I page limit.

In addition to the information requested above, offerors shall contact their past performance references and request that each reference complete the attached Past Performance Questionnaire (Attachment II) and e-mail the completed survey form directly to Jewel Anderson at jewel.anderson@navy.mil by the DUE DATE OF THIS

SOLICITATION. The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information.
