About this file

This is a Rolling Admissions Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract for General Ship Repair (GSR) services on the West Coast. The solicitation is issued by Military Sealift Command BATS (Naval Sea Systems Command) under contract number N4044326R6001, with solicitation number N4044326R0001, issued on January 26, 2026, with a proposal due date of March 5, 2026 at 1:00 PM local time. The contract is a Firm Fixed Price IDIQ covering four geographic lots: Lot A (San Diego, CA), Lot B (Bremerton, WA), Lot C (Seward, AK), and Lot D (Oahu, HI). The base contract period extends from March 2, 2026 through January 14, 2030, with a six-month extension option through July 14, 2030. The contract minimum guarantee is $3,500 per contract, and the overall MAC capacity ceiling is $49,000,000 across all holders and geographic areas. Offerors may propose to support one or any combination of geographic locations.

Award will be made to all responsible offerors whose proposals conform to requirements, receive acceptable technical ratings, and receive acceptable past performance ratings. The technical evaluation focuses on six subfactors: ABS Red-Stamped Weld Procedures, Understanding of ABS/USCG Regulations, Ship Repair Facility capabilities, Emergency Response Capabilities, Hazardous Waste Management Plan, and OSHA Training procedures. Past performance will assess quality, timeliness, management, and regulatory compliance based on relevant contracts completed within the past three years. The solicitation requires submission of three volumes (General, Technical, and Past Performance) with page limits of 20 pages for Technical and Past Performance volumes. Proposals must address ship access requirements including DBIDS credentials, vehicle access authorization, and submission of accurate personnel lists to ship masters. Pricing submissions are not required; instead, delivery order pricing will be established at the time of each Request for Order (RFO) issuance, with labor rates, markup ceilings, and material costs to be provided by contractors. Growth work and changes will be negotiated using the Fully Burdened Labor Rates (FBLR) and material/ODC markup rates established at delivery order issuance.

N32205.52.232-9Z01 MSC Specific Wide Area Workflow (WAWF) Instructions (Jun 2025)

The information contained in the table in DFARS 252.232-7006 is for WAWF purposes only. Contradictory information elsewhere in this contract, e.g. Ship to DoDAAC, shall be followed per the terms and conditions of the contract.

When entering the invoice into WAWF, the Contractor shall fill in the DoDAAC fields or DoDAAC extensions exactly as shown in the table in DFARS 252.232-7006. Fields that should not be filled in when entering the invoice into WAWF will be indicated with the direction, "Leave Blank."

In some situations, the WAWF system will pre-populate the "Pay DoDAAC," "Admin By DoDAAC" and "Issue By DoDAAC." The Contractor shall verify that those DoDAACs automatically entered by the WAWF system match the information in the table in DFARS 252.232-7006. If these DoDAACs do not match, then the Contractor shall correct the field(s).

If submitting a COMBO invoice and receiving report, ensure that the "Inspection" and "Acceptance" defaults of "destination" for both fields are not changed in the WAWF online interface.

The CLINs on the WAWF invoice shall be entered exactly as set forth in the contract document including CLIN number (e.g. 0001), Quantity (may be adjusted for actual quantity or dollar value delivered and invoiced), and Unit Price (e.g. $1.00). The dollar amounts on each CLIN or SubCLIN on the WAWF invoice shall reflect final performance values, but in no instance can the dollar amount for each CLIN or SubCLIN (plus any previously submitted amounts submitted against the same CLIN or SubCLIN) exceed what is specified in the contract document. The Contractor shall bill to the lowest level, e.g., the SubCLIN level. The Quantity and Unit of Measure fields must be filled out exactly as indicated in the CLINs and SubCLINs to reduce the possibility of the invoice being delayed or rejected during processing.

Before closing out of an invoice session in WAWF, but after submitting the document or documents, the Contractor will be given the option to send additional email notifications by clicking on the "Send More Email Notifications" link that appears on the page. The Contractor shall click on this link and add the email address(es) listed below. This additional notification to the Government is important to ensure the acceptor/receiver is aware that the invoice documents have been submitted into the WAWF system.

(End of instructions)

Section H - Special Contract Requirements

SPECIAL CONTRACT REQUIREMENTS

(a) ORDERS IN EXCESS OF THE MICRO PURCHASE THRESHOLD (MPT). The following procedures and criteria will be utilized:

(1) GSR IDIQ MAC holders will be notified of ship repair requirements in writing through the issuance of a Request for Order (RFO). The RFO will provide the following information:

(i) Submission timelines including:

a. Ship check information (if offered)

b. Question submission due date

c. Due date and time that RFO submission must be received in the email account of the designated contracting POC(s).

(ii) SOW for each WI;

(iii) Applicable references, manuals, drawings, etc.

(iv) Required POP

(v) Lowest Price Technically Acceptable (LPTA) Proposal evaluation factors (technical, past performance, and price)

(vi) Confirmation of DO contract type (FFP)

(vii) RFO submission instructions; and

(viii) RFO submission content instructions

(2) RFO submissions will establish labor rates and markup ceilings rates at the DO level and for growth and new work. The FBLR and markup ceiling rates will include all indirect costs and profit.

(3) Government provided pricing spreadsheet will be utilized for RFO pricing submissions.

(i) Other Direct Costs (ODC)

Subcontracting. Subcontracting proposals will breakout materials (Part number, Order

Quantity, Unit Price, and Total Price), equipment (Part Number, Order Quantity, Unit

Price, and Total Price), labor (FBLR), Proposed Labor Mix/Categories, and Proposed

Man hours), and travel costs.

H-2 DELIVERY ORDER GROWTH

(a) The Government may utilize growth in terms of Additional Growth Requirements (AGR) for, and not limited to, man-hours, material, and subcontractor costs generated from a discrepancy found between WI and the current conditions, or a needed repair found during the open and inspect phase of the WI and any material associated with the labor hours. This work may consist of supplemental, emergent, or new work.

Growth does not include work performed pursuant to DFARS Clause 252.217-7005, "Inspection and

Manner of Doing Work," 252.217-7013, "Guarantees," or other contract clauses relating to the correction of defects. The contractor agrees that growth, if ordered, shall be performed concurrently with the original

WIs, during the contract's performance period, without impacting, accelerating, or causing delay or disruption to the work required by the aforementioned WIs, to any other Government contract, or to any other work in progress for the Government.

(b) As a result of a discrepancy found between the WI and the current conditions or a needed repair found during the open and inspect phase of the WI, the contractor may submit a Condition Found Report (CFR) to the Contracting Officer and Port Engineer. As a result of this report submission, the Contracting Officer may request a proposal from the contractor. Whenever the Government orders growth pursuant to this clause, the contractor shall submit a price proposal for such work. This proposal shall be submitted within three days of the receipt of the Government's request for a proposal, or within such additional time provided in writing by the Contracting Officer. The contractor's failure to submit its proposal within the three-day period, or such extended period of time, may be considered a failure of the parties to negotiate a fair and reasonable price for the growth and will permit the Contracting Officer to take any of the four (4) options set forth in paragraph (d) below. Growth proposals shall be priced using the FBLR and material/ODC markup rates set forth at the time of DO issuance. These rates will be used in evaluating the contractor's proposal and will also be used for negotiating changes as required by this clause. These rates represent ceiling rates and shall not be exceeded for DO growth. As part of the contractor's proposal submission for growth, the following shall be included:

(1) Labor

(i) Fully Burdened Labor Rate

(ii) Proposed Labor Type

(iii) Proposed Labor Mix/Categories

(iv) Proposed Man Hours

(v) Total Proposed Labor

(2) Material & Equipment

(i) Part Number

(ii) Order Quantity

(iii) Unit Price

(iv) Total Price

(v) Markup Rate

(3) ODCs not captured above

(i) Travel

(ii) Per Diem (lodging, M&IE daily rates)

(iii) Subcontractor Proposal Breakdown shall include, but is not limited to, Material (part number, order quantity, unit price, and total price), Equipment (part number, order quantity, unit price, and total price), Labor (FBLR, proposed labor mix/categories, and proposed man hours), and ODC (travel and per diem)

(iv) Etc.

(c) Considering rates have been set at the time of DO issuance, proposal evaluation may be limited to: (1) evaluating whether the mix of labor categories and associated man hours, mix of material, and mix of other direct costs proposed are fair and reasonable to meet the Government's minimum requirements in addressing these discrepancies or repairs found; and (2) the labor, material, and other direct costs are fair and reasonable in accordance with FAR 15.404-1(b) - Price analysis for commercial and non-commercial items. In the event a fair and reasonable price cannot be negotiated, the Contracting Officer reserves the right to procure growth utilizing alternative means described in paragraph (d), below.

(d) Upon receipt of the contractor's price proposal for the growth, the contractor and the Administrative

Contracting Officer (ACO) shall negotiate the scope of the effort. If a fair and reasonable price cannot be negotiated between the contractor and the ACO, the ACO reserves the right to:

(1) Have the work performed by the Government; or

(2) Have the work performed by another contractor; or

(3) Issue a unilateral modification; or

(4) Cancel the requirement.

(e) The contractor knowingly and voluntarily waives all claims against the Government and/or other third party contractors for delay, disruption, loss of efficiency, or other impact arising out of or based upon the Furthermore, in cases described in paragraphs (d)(1) and (2) above, the contractor waives any right to claims of interference under the DFARS Clause 252.217-7011 - Access to Vessels.

(f) The contractor is to perform and invoice against the GROWTH CLIN ONLY for work that has been

AUTHORIZED through a settled Contract Change Order (CCO) and incorporated into the DO through a

DO modification. The Government reserves the right not to include the GROWTH CLIN in the RFO.

However, the Government reserves the right to add this funded CLIN to the DO if growth is identified. All funding remaining on the growth CLIN at DO completion will be de-obligated.

H-4 UTILIZATION OF TRAVEL AND PER DIEM IN CONDUCTING CHANGE ORDERS

The contractor shall demonstrate due diligence in the assessment, evaluation, and determination resulting in the proposed utilization of other than local specialized labor resources.

Only with Contracting Officer authorization to proceed (ATP) will a contractor, technical representative, or subcontractor be reimbursed for reasonable per diem costs (transportation, travel expenses, lodging, meals, and incidental expenses) required in connection with the associated change order. Per diem costs are considered reasonable, allowable, and reimbursable only to the extent that they do not exceed the allowed per diem rate in effect at the time of travel as set forth in the Federal Travel Regulations, Joint Travel Regulations, or Standardized

Regulations as set forth in FAR 31.205-46.

H-5 ACCESS TO GOVERNMENT FACILITIES/SITES

The contractor is responsible for all base access requests for its suppliers, its subcontractors, and its employees. The contractor will receive no additional compensation should the access to the site become further restricted due to increased security levels or other events resulting in restricted access to the site.

H-6 INDEMNIFICATION

The contractor agrees, in accordance with federal law, to save, indemnify, and hold harmless the United States from any damages, costs, expenses, fees, liabilities, fines, or penalties assessed by local, state, or federal agencies for the contractor's failure to properly follow applicable regulations in regards to releases, discharges, emissions, spills, storage, or disposal of materials or waste resulting from the contractor's occupancy, use, or operations of

Government-owned facilities or equipment. The contractor's obligations herein shall apply whenever the United

States incurs costs or liabilities for contractor's activities as provided hereunder. This provision shall survive the expiration of this contract.

H-7 RESERVED

H-8 DROPPING AND ADDING MAC HOLDERS

(a) Withdrawal and Removal. The Government will initially establish the awardee pool by competitively screening multiple-award eligibility holders. As future delivery order (DO) requirements within the program ceiling totals materialize over the life cycle of this program, any multiple-award contract (MAC) holder may inform the Government that it no longer wishes to be a MAC holder and such may upon notice to the Government withdraw from the IDIQ. Further, the Government will periodically re-assess MAC holder responsiveness to requests for orders (RFO) and performance and reserves the right to remove selected MAC holders who have not participated in the RFOs and/or have not performed adequately under the IDIQ.

(b) Recompetition. The Government reserves the right to reopen the competition under this solicitation if it is in the Government's best interest to add new contractors to the original pool of IDIQ MAC holders. When/if the Government decides to reopen the solicitation, an announcement will be posted via

SAM.GOV allowing new offerors the opportunity to compete in a full and open competition after exclusion of sources for an IDIQ contract and delivery orders to meet the new requirements. Any existing IDIQ contract holder will not re-compete for an IDIQ contract. The competitions will use the same evaluation methodology and documentation (updated to reflect changes in regulatory provisions, requirements and certifications) as the original competition
