The following answer is in response to a contractor’s request for clarification:
QUESTION:
Interport Differentials (“IPD”) have dramatically increased compared to that of recent availabilities for similar ships. Please provide the calculation and methodology for computing the IPD in this solicitation.
ANSWER:
Listed below are the factors used to calculate the interport differentials:
Daily costs to maintain ships crew and fuel costs from port of reference (San Diego, CA) to expected port of arrival travel. Costs also include travel and per diem costs to be incurred to place and maintain the On-site Management team at the yard througout the availability.
Total IDP costs = [Daily costs to maintain ship’s crew * number of days to reach expected arrival port from port of reference (San Diego, CA) + Fuel Costs (BBLS/Mile * Cost/BBL * number of miles to and from expected arrival port) + (Per diem rate for 4 MSFSC on-site management team personnel * number of days of availability) + (travel costs, air fare, for on-site management team)
Listed below are the rates used for the is availability and type of ship:
Daily crew costs = $23,0009
For fuel: BBLS/Mile = 2.81
Cost/BBL = 118.02
Days of availability = 61 (55 days + 3 days of services prior to ship’s arrival and 3 days after ship’s departure)
Per Diem Rates for each offeror’s area can be found at www.gsa.gov Air fare costs vary for each area.
