QUESTION:
Please provide referenced tech manual – can’t be found in the 7ea reference attachments that came with the solicitation. Shipcheck information indicated heads for these coolers aboard USNS Bridge (T-AOE 10) are cast, precluding cutting and welding hand holes, etc. for the T-ALT. The manual will be needed to estimate materials needed to fabricate new heads from copper-nickel plate.

QUESTION:
Tech manual provided shows water box heads for coolers and OEM part numbers, but no dimensional information is provided allowing bidders to estimate cost of fabricating new heads from sheet and pipe with required access openings. If existing heads are cast 70-30 copper nickel, cutting/welding is not possible, and new heads will have to be fabricated from sheet.
ANSWER:
Bidder to price the item as written. Modifications to the cooler heads is outside of the original scope of work

Paragraph 7.3 states paragraph 6 of reference 2.1 (MSC Standard Item) does not apply. This reference paragraph calls for measuring rudder post and pintle bushing clearances. Paragraph 7.5 of the work item directs removal of access plates & covers. Does MSC intend any rudder inspections beyond a visual examination and air testing?

SPECIFICATION ITEM NO.: 902
PARA NO: 2.0 REFERENCES
TITLE: SEA VALVE & WASTER PIECE OVERHAUL
QUESTION:
Similar item for the 2007 availability amended the reference for the sea valves to NAVSEA 500-6931752 Rev A. If this is still a valid drawing, please provide it to bidders in addition to the list of shell penetrations provided.
ANSWER:
Bidder is to proceed with their review of the Work Item as written (revised amendment 3) and with the provided references.
SPECIFICATION ITEM NO.: 1002
PARA NO: 7.1.2
TITLE: ELEVATOR SOT III TEST WEIGHTS
QUESTION:
Paragraph requires contractor to provide testing equipment to conduct SOT level 3 weight testing iaw references not provided with the specification package. During shipcheck port engineer stated only test weights, crane & rigging assistance were required. NSWCCD-SSES tech rep being provided by the Government.
If bidder required to provide any test equipment beyond certified test weights please provide missing SOT references.
If bidder required to provide any other support beyond crane & rigging (e.g. machinists, electricians, shipfitters) please specify level of effort required to perform testing under tech rep supervision.
ANSWER:
Bidder to provide items as required in paragraph 7.0. This includes test weights and rigging support. Requirements outside the original scope of work are not to be included in the Bidders proposal.

PARA NO: 7.1.1.4 & 7.1.11.1
TITLE: GENERAL SERVICES FOR THE SHIP
QUESTION:
1. BAE SFSR electric power costs from local utility are seasonal, and adjust November 1st. What is the ship’s estimated daily kWhr usage?
2. Please confirm heating strips in lieu heat lamps are acceptable motor protection.
ANSWER:
1. Paragraph 7.1.1.4 provides estimated electrical usage. Bidder to develop their proposal using the information provided in the statement of work.
2. Heating strips meeting the requirements of paragraph 7.1.11 are acceptable.
SPECIFICATION ITEM NO.: 017
PARA NO: 7.1
TITLE: HANDLING SHIPS STORES
QUESTION:
Specification requires bidders to price labor to move stores, spares, etc. from storage aboard the vessel, without defining number of locations. Previous availability specifications included a bidders allowance for pricing same item.
Will MSC establish a bidder’s man-hour allowance for this item?
ANSWER:
Bidder shall base their proposal on removing the Listed Stores from various locations including but not limited to Domestic Stores, Cargo Stores and the 01 Level Port and Stbd Conex Boxes.
SPECIFICATION ITEM NO.: 903
PARA NO: 7.4.2, 7.4.3 & ENCLOSURE PHOTOS
TITLE: CLEAN, POLISH AND REPAIR PROPELLERS
QUESTION:
Paragraphs lists repairs bidders are to estimate. Local propeller repair shop (former LIPS facility) has reviewed specs and photos provided, advises both propellers will have to be unshipped and laid flat on the dock floor in order to make repairs – fracture repairs may require turning propellers over to make repairs depending on location, starboard propeller repairs (based on photos provided) have to performed horizontally to control blade edge profiles and allow final refinishing.
Please confirm:
1. Bidders are to include propeller unshipping and reinstallation in bid pricing.
2. Any additional defects found during inspection beyond what is called out in para. 7.4.2 & 7.4.3, or not shown in the enclosure photos requiring additional repairs will be covered by change order based on joint inspection by the propeller shop technician, ABS surveyor, and MSC rep.
ANSWER:
Bidder to include all costs associated with accomplishing the repairs required by this SOW. Per Paragraph 7.4.3 all costs associated with the damage repair on the STBD Propeller shall be included in the Bidders proposal including but not limited to unshipping and reinstallation.
SPECIFICATION ITEM NO.: 505
PARA NO: 7.9
TITLE: CARGO REEFER DEFROST TANK REPAIR
QUESTION:
Paragraphs requires hydrostatic test after steel insert repairs completed. Is a vacuum box/soap and air test of new insert weld seams an acceptable alternative? If not, bidders need to know stand pipe hydrostatic head requirements.
ANSWER:
Bidder to meet the testing requirement shown on the referenced drawing.
SPECIFICATION ITEM NO.: 021
PARA NO: 7.3 & 7.4
TITLE: CLEAN & GAS FREE TANKS, ETC.
QUESTION:
Para. 7.3 calls for clean storage off-ship, but para. 7.4 says ships force will pump to tanks onboard or shore storage. Will the ship have enough slack tank capacity on arrival to store the quantities listed in paragraph 7.3?
ANSWER:
Bidder to base their proposal on providing clean off-ship storage of the quantities listed in paragraph 7.3.
SPECIFICATION ITEM NO.: 515
PARA NO: 7.7.4
TITLE: RHIB DAVIT HOSE REPLACEMENT
QUESTION:
Paragraph requires bidders to accomplish static and dynamic davit weight tests ‘as required by ABS Surveyor’. What are the specific static and dynamic test weights? Is any disassembly of sheaves, un-reeving of hoist cables to inspect for flat spots, etc. required as part of the testing? The tech manual makes no mention of weight testing, the NSTM chapter on boats and falls is not referenced, and no ABS inspection protocol is specified. “As required by Surveyor” is too vague to provide a fixed firm price estimate for this requirement.
ANSWER:
Table 1.1 of the referenced Tech Manual lists the test weights required to accomplish the dynamic and static testing. Manufacturers Representative provided in paragraph 7.10 shall oversee the ABS testing requirements.

TITLE: TANK TESTING
QUESTION:
Specification states all tanks requiring ABS survey be gas-freed with 5 days after arrival (requiring entry and cleaning). Cleaning subcontractors advise this deadline is unfeasible given number of tanks to be cleaned and manpower available.
Can tank cleaning timetable be adjusted as part of the plan required under para. 7.1? Tank cleaning, fuel/JP5 shifting to other tanks aboard the vessel have significant impact on vessel draft & trim, stability on drydock.
ANSWER:
Bidder shall base their proposal on the SOW as written. Scheduling and manning needed to meet these requirements are the responsibility of the Bidder. Bidder to reference Work Item 021 paragraph 7.11.
SPECIFICATION ITEM NO.: 404

The specification directs the contractor to use MSC Drawing 434-8389785; As Found Block Wiring Diagram as a reference in paragraphs 7.5.6 and 7.6. The drawing was not supplied with the work package.
Could you please provide MSC Drawing 434-8389785; As Found Block Wiring Diagram?
ANSWER:
The Referenced Drawing is included with the latest amendment. The Bidder shall note that this referenced drawing may not be representative of the TV-DTS system installed on the USNS BRIDGE. The drawings purpose, as stated in paragraphs 7.5.6 and 7.6 is to serve as a base point for the generation of an as-installed block wiring drawing for the USNS BRIDGE TV-DTS system.

TITLE: 400HZ & IC SWITCHBOARD CLEANING
QUESTION:
The specification requires removal and cleaning of AQB-A100, AQB-250, and AQB-400 series breakers. Electrical sub-contractors request number of each size to be quoted for this item.
ANSWER:
Per Table 7.4 from reference 2.2 of this Work Item, the 400Hz Switchboard (1SF) has the following breakers installed:
AQB-A100 series: four (4) each (called out as AQB-A101)
AQB-250 series: four (4) each (called out as AQB-A250)
NQB-250 series: one (1) each (called out as NQB-A250)
NQB-400 series: one (1) each (called out as NQB-A400)
Per reference 2.3 of this Work Item, the IC Switchboard does not contain any Breakers.

Work Item 602 has been revised to include NAVSEA DWG 672-6931389 which better describes the decking system in the referenced locations. Paragraph 3.0 has also been modified to point to the new reference.
Mastic meeting MIL-D-3134, Type II shall be used for this repair.

SPECIFICATION ITEM NO.: 101

TITLE: TANK TESTING
QUESTION:
Paragraph requires staging support to allow through (sic) structural surveys for (4) cargo JP5 tanks and forepeak by ABS surveyor. How many staging towers of what height will be required in each tank? This information required to provide a fixed firm price for this item.
ANSWER:
1. A revised Work Item 101 has been included in this amendment. Work item revisions include the addition of two enclosures (wing tank staging example and centerline tank staging example) and the modification of the ABS structural Survey list to remove 7-430-0 and add 7-330-0.
2. Bidder to develop a staging plan using the referenced attachments for guidance.
3. Attachment 1 and 2 has been added to the reference list of Work item 101.
4. The following tanks shall be staged in accordance with Attachment 1 to facilitate the required ABS close –up internal Structural Inspection: 7-205-1-JJ, 7-265-1-JJ, 7-297-1-JJ, 7-297-2-JJ
5. Tank 7-030-0-FF/JJ shall be staged with a minimum of one staging platform extending fore/aft and port/stbd allowing access to the entire tank overhead. The inspection platform shall not be lower than 8-foot from the highest point of the overhead. The staging shall meet the requirements of Attachment 2.
6. The Forepeak tank (7-16-0-W) shall be staged completely to facilitate the requirements of Work item 101, 906 and 912. Staging in the Forepeak tank shall be arranged so that every internal surface can be blasted, painted, and UT-ed. Block assembly drawings for the Forepeak tank were included as part of work item 912.

TITLE: ULTRASONIC TESTING
QUESTION:
Paragraph requires staging support to allow tank inspections by ABS & MSC, locations and amount of staging to the satisfaction of MSCREP & ABS Surveyor. How many staging towers of what height(s), and how many tank locations are bidders to estimate in support of this item?
ANSWER:
1. See Attachments 1 and 2 (included with this IFN)
2. Work Item 906 was written to provide UT readings and reports for the following ABS Requirements:
· All main deck plating within the amidships 0.5 L. (Staging Required)
· Two (2) transverse sections within the amidships 0.5L. (Staging Required)
· All plating in two (2) wind-and-water strakes, outside midship 05L. (Manlift or Movable Staging Required)
The staging for this Work Item (WI906) is a stand alone requirement and the bid price for staging used to reach all of the areas described above shall be included in the Offer’s Proposal for WI 906.
