SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

1. The purpose of this amendment is to respond to contractor request for specification clarification.

SPECIFICATION ITEM NO.: 304

PARA. NO.N/A

TITLE: NO.2 DFM PUMP CABLE REPAIRS

QUESTION:

Specification calls for replacement of 450’ of LSTSGU-300 power cable from the engine room main switchboard to the lower pump room motor controller. During ship-check, ship’s crew indicated that the cable to be replaced was the motor control cable running from the Cargo Control Center (06-60-2) to the lower pump room motor controller.

Please confirm which cable requires replacement, length and size/type cable required, and provide correct power/signal cable routing drawing.

ANSWER:

The cable run is from the motor room to the main switchboard in the engine room not the cargo control console. The length and size is per the spec.

The correct dwg for this system is: Power System, One Line Diagram: 320-6580862.

SPECIFICATION ITEM NO.: 301 & 302

PARA. NO. 2.1.1

TM No. T9324-BA-MMC-010 TITLE: MAIN AND EMERGENCY SWITCHBOARD CLEANING: MAIN, AUXILIARY & EMERGENCY SWITCHBAORD CIRCUIT BREAKERS

QUESTION:

Specification reference provided with the solicitation package only describes the electronic monitoring and data communication systems for the switchboards, but provides no information on the switchboards, circuit breakers, buss ties, interlocks, or other switchboard electrical instrumentation.

Please provide the volume(s) of the technical manual which provide the electrical schematics, component information, and information on the ship’s switchboards.

ANSWER:

1. WI 301: Main Switchboard Cleaning: In the past the info provided in the tech manual was sufficient to accomplish the scope of work identified in the spec. If we run into a problem that falls outside of the tech manual MSFSC will provide required drawings to the contractor at that time.

2. WI 302: Main, Aux & Emergency Switchboard Circuit Breakers: MSFSC has provided a recommended source for this WI and does not have any additional info on the breakers.

SPECIFICATION ITEM NO.: 302

PARA. NO. 7.2.14

TITLE: MAIN, AUXILIARY & EMERGENCY SWITCHBOARD CIRCUIT BREAKERS

QUESTION: Specification calls for testing electrically operated breakers on bench, but doesn’t explicitly state bidders are to remove & reinstall. Also, item 302 calls for bidder to provide qualified electrical engineer to perform circuit breaker maintenance, while item 301 states the Government shall provide tech rep services to overhaul the main and emergency circuit breakers as part of switchboard cleaning.

Please confirm whether bidders are responsible for removing and reinstalling electrically operated circuit breakers for bench testing; also please clarify whether circuit breaker technical representative services are bidder or Government provided.

ANSWER:

1. WI 301: Please delete para 4.3.1.

2. WI 302: States the contractor is responsible for providing a qualified tech rep to do this work and provides the contractor with a recommended source. The recommended tech rep will do all work onboard the ship. If recommended tech rep is unavailable to do this work please inform the gov’t as soon as possible.

2. Also revise paragraph 7.4.1 of work item 010 (Administrative Assistant/Secretarial, Services) to read: Provide a full-time administrative assistant/secretary, eight (8) hours per day, (6) days per week including Monday – Saturday. The administrative assistant shall be supplied with a full outfit of office furniture and supplies including a computer configured in accordance with this work item.

EACH OFFEROR MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT ON PAGE 1 (SF33) OF ITS OFFER, AND MUST INDICATE THAT OFFER IS BASED ON RFP NO. N40442-10-R-1005 AND AMENDMENT NO. 0001, 0002, 0003, AND 0004.
