Q: In the Information to Offerors table the identified period of performance is from 30 March 2025 to 29 March 2026. This same period of performance appears in multiple places in the solicitation. However, the CLIN breakdown identifies a Base Year, 4, Options and a 6 month extension. Can you please clarify the complete period of performance.
A: This will be a base plus four contract award. The “30 March 2025 to 29 March 2026” expresses the base year. Quotes must include the base years and all four options including the 6 month for the 52.217-8. Any quote that does not provide will be found non-responsive and will not be viewed further.

A: There was a typo made when entering the NAICS Code, the correct NAICS Code is: 541611.

| Q: This cell identifies the line for entry of relocation travel costs. While we understand the need to have this cost identified to obtain the TCV, we wish to submit that including this in the TCV for offerors other than an incumbent provides an advantage to the incumbent. |
A: As stated, a one-time transportation cost will be paid for contractor to bring personnel to Bahrain. The travel shall be IAW FAR 31.205-46. What is provided by any other contractor is what that contractor is responsible for. Each Contractor quoting for this award must complete all requirements or they will be deemed non-responsive and their quote will not be viewed further.

SECTION VI. Requirements Specific to Performance at NSA-III Bahrain Q: In reference to RFQ N4033925QS004, request for Airfield Manager and Assistant manager, two Airfield Specialist. I previously emailed, but I am yet to hear back. I had requested clarification on if housing was provided to the contractors or if it needed to be included in the cost estimate for the quote?
A: No permanent change of station (PCS) costs (i.e. household goods, vehicle shipment, etc.) shall be paid for relocation of any employees to or from NSA BAHRAIN. NOTE: Onetime transportation costs will be paid to bring new contractor personnel to Bahrain at the beginning of the contract. Transportation costs related to personnel substitution for any reason shall be at the contractor’s expense.
As there will be no on-base housing is available. Suitable off-base housing and all other living costs shall be the responsibility of the Contractor. Please assure that all things are considered in the fully burdened rate submitted with your quote.

| Q: The request mentions telecommunications being factored in. My question is, is this personal communication or for work related needs? If it is for work, then is the device and plan provided by the government or is it to be purchased and the plan paid for by the contractor? |
A: The RFQ mentions several FAR and DFAR clauses that deal with telecommunications and video surveillance equipment that are required for all Government contracts. It does not denote that the Government will provide any telecommunication device(s) to Contractor personnel.

The solicitation documents did not contain Attachment J-4, but did present a file titled “PPI”. Can the government confirm the provided form “PPI” is to be used, or will Attachment J-4 be provided.
