REFERENCE COMMENT/QUESTION
Section 7 – Personnel Qualification Package
Solicitation Requirement:
The Contractor shall submit a personnel qualification package for all proposed personnel to include, background checks, reference checks, and a Health Certification to include an HIV test.
Question:
The submittal timeline does not provide contractors adequate time to identify, screen, vet, confirm the reference checks, schedule a health appointment and receive required test results to compile the package as required for the submittal requirements.
Will the USG consider granting a submission deadline extension to allow contractors time to perform due diligence requirements as specified to submit full personnel packages?
Response:
In accordance with the Performance Work Statement, the Contractor shall provide a list of proposed personnel to the COR no less than seven (7) days prior to performance of services under this contract and as required to maintain currency of the information. As the submittal is not due with the proposal, a submission deadline is not necessary to provide this documentation.
2 Section 12 – Definitions
Solicitation Requirement:
MEDICAL DIRECTOR: Contracted Medical Director shall hold a license to practice medicine or osteopathy and be board certified in emergency medicine or board eligible. The Medical Director is resident in the medical treatment facility that the ambulance brings the patient to and is not required to be posted on base.
Question:
Non-local Bahraini Contractors will likely not have locally based Medical professionals. However, we have adequately qualified resources that are based in other areas. Will the USG consider allowing medical direction to be non-local as long as they meet the requirements of the location they practice in, i.e.
they are residents in a recognized medical treatment facility and are available on-call 24 hours a day to EMT-P and EMT-B contract personnel?
Response:
In accordance with Performance Work Statement, the Medical Director is defined as a resident in the medical treatment facility that the ambulance brings the patient to. This requirement will not be waived.
