STATEMENT OF WORK
N40192-25-Q-4000, PROVIDE RSMEANS PLANNING/ DESIGN/ CONSTRUCTION AND
ESTIMATING IN-PERSON/ CLASS ROOM TRAINING SERVICES, SANTA RITA, GUAM
1.0. STATEMENT OF SERVICES REQUIRED
1.1 SCOPE DESCRIPTION
The scope of work is to provide RSMeans instructor led in person training course and all required course materials Online and/or hardcopy material resources in order to conduct training in support of scope of work for facilities estimating identification, square foot, and assemblies estimating. Government/trainee will provide classroom/conference training room, internet network connection, and other requirements to allow students to access the RS Means software in their government issued computer equipment. The training shall duplicate real-life scoping and estimating events.
The class is expected to be broken down as follows:
1. (Delivered over a 2-day period) RS Means Online session delivered virtually and prior to the tentative in-person course dates to the PDC Directorate and PW2, PW4, PW5, PW6 lines in the PW
Directorate.
2. (5-day period) Five-day in-person face to face instructor training Marianas trainees in the PDC
Directorate and PW2, PW4, PW5, PW6 lines in the PW Directorate. Tentative training date is 1st week in March (3-Mar-2025 – 7-Mar-2025). Date subject to change dependent on Government, Contractor, and training facility availability. There is no requirement for a security clearance or U.S.
Citizenship.
The training vendor must include instructor travel, lodging and expenses in line with the Joint Travel regulations and should be included in the “per student price.”
The training vendor must include the cost of all printed and/or online training material, shipping, printing, and other cost in the “per student price”
1.2 LOCATION INFORMATION
Naval Base Guam is a United States Navy base, in Santa Rita, Guam. Its mission is to maintain and operate base facilities for the logistic, recreational, administrative support and service of the U.S. Naval Forces. The island of Guam is located approximately 3,300 miles West of Hawaii, and 1,500 miles east of the Philippines and south of Japan. Guam is a territory of the United States and its residents are US citizens. The island is about
36 miles long and 6-12 miles wide.
Training is tentatively scheduled for the Apra Heights Complex, Bldg. 4178 Naval Base Guam (located outside of base).
Access into the facility will be coordinated with the Technical Point of Contact (POC or their designee. Parking is available on site and will not require the use of a Government issued CAC card or DBIDS card.
1.3 TRAINING OBJECTIVES
Prior to in person led training vendor shall provide RS Means ONLINE Session at a reasonable Government agreed time to accommodate Guam Chamorro Standard Time. Training objectives and topics covered should include:
How to set up and manage your account, including your user profile and password.
Best practices for how to search the cost data within the various RSMeans cost datasets.
Become proficient with customization tools to integrate your cost data, create custom costlines, modify labor and equipment rates and set custom mark-ups.
Preview of the powerful Life Cycle Cost Estimator tool.
How to make the most of the number of reference materials and online tools within the program, including RSMeans City Cost Index, RSMeans Construction Dictionary, RSMeans Crews,and more.
How to select from different cost data preferences to fully tailor your estimates.
The following 5-day in person instructor led session shall include course topics: Maintenance & Repair
Estimating, Facilities Estimating, Advanced Cost Estimating, and Mechanical & Electrical Estimating. Training objectives shall include “How-To” relating to the following:
Types of scope – AE scope, context scope, and process scope.
A deep dive into the estimating process and how to capture accurate scope of work.
How to conduct quantity takeoff and project pricing.
The proper use of RSMeans Data for pricing and building estimates.
Consequences of poor scope: review real-life examples.
Site-specific considerations to construction projects.
How RSMeans Data is built and where to find information in the book and RSMeans Online.
The value of the Reference section.
Unit price renovation estimates – job orientation, sources of cost information, and pricing the estimate.
The proper use of RSMeans Data for pricing and building estimates.
Overhead costs for a construction company and development of contractor's billing rates.
How to use and modify assemblies for renovation estimating.
Comparative analyses of different mechanical and electrical equipment.
Order of magnitude, square foot, assemblies and unit price estimating.
Overview of the various components of an estimate, such as materials, labor, equipment, overhead and profit.
How building codes and relation to building requirements help supply data for budget preparations.
How to be more efficient in preparing estimates and what techniques can be adopted to save time.
How to price construction projects and localize cost estimates using RSMeans Data.
Proven methods for auditing facilities, preventive planning and facilities upgrading.
How to develop preventive planning that helps avoid costly breakdown and remediation.
How to navigate RSMeans Data publications to prepare budgets and estimates.
How to specify and cost out general maintenance programs, from floor cleaning to window washing to landscape maintenance.
Potential sources of errors in quantity takeoffs
How to price construction projects and localize cost estimates.
1.3 TASKS
Task 1 – Partnering Session
A partnering session with the Vendor will be held via teleconference call and shall be executed within 10 working days of the contract award at time between 0800 hours to 1700 hours, Chamorro Standard Time (ChST).
This meeting will last no more than 2 hours.
The objective of the partnering session is to form the complete team to include the NAVFAC
Marianas Technical POC and Training Instructor. During this session, the following will also be accomplished:
Introductions
Review the project scope
Confirm class time schedule
Coordinate logistics
Task 2 – Training Material Preparation and delivery
The Vendor shall prepare the required training materials consistent with the outlined objectives and submit the proposed training agenda and materials to the project Manager for review prior to conducting the training. Vendor shall ensure that student course feedback is taken from each student at the end of the course and that comments are compiled and provided to the Government
Technical POC to provide to the Command training coordinator.
If required, any training materials/tools not provided Online (RS MEANS books and cost estimating books, handouts, etc.) should be mailed to contract Technical POC no less than 2 weeks before the training scheduled dates to avoid delays or issues with distribution of material for students.
Task 3 – Conduct Training
The Vendor shall conduct five days of training for approximately fifty-three (53) students over the course of one week (week days Monday through Friday) from approximately 08:00 to 04:30 daily within Government provided training space at Naval Base Guam, Santa Rita, Guam. The content shall not deviate from the agreed upon prepared training materials consistent with the objectives outlined.
2. TRAVEL AND SUBSISTENCE
As required to attend the partnering session and conduct training as stated above.
3. SCHEDULE OF FEES
Specific dates will be coordinated following award of this contract.
Fees for each line item below shall be provided in an inclusive “cost per student” fee in dollars (USD):

MARIANAS) for approximately 53 students:

4. SUBMITTAL DUE DATES
Work shall begin upon receipt of contract document and pursued diligently in accordance with the date schedule established therein (tentatively set 3-Mar-2025 – 7-Mar-2025). Assessment of the schedule shall be provided to the NAVFAC Marianas Technical POC.
