PERFORMANCE WORK STATEMENT

SEA TURTLE NEST MONITORING AND NEST PROTECTION

AT JOINT REGION MARIANAS

06/05/2024

SECTION 1. GENERAL

A. This Performance work statement (PWS) solicits services to conduct sea turtle nest monitoring, nest protection, predator control, and invasive vegetation removal at beaches with suitable habitat at Joint Region Marianas (JRM). This project will be performed in accordance with all appropriate regulations, statues, and laws, including the Endangered Species Act (ESA; 16 USC

1531 et seq.), Sikes Act (16 U.S. Code 670a et seq.), 5 Guam Code Annotated CH.63 Fish, Game, Forestry & Conservation, and Executive Order 13751 Safeguarding the Nation From the Impacts of Invasive Species. Naval Facilities Engineering Command, Marianas (NAVFAC) will administer this single award basic contract. All work must be performed following applicable and appropriate Department of Defense (DOD) guidance and policy for Sea Turtle Population

Protection and Enhancement under the Terrestrial Protected Species management program

(2023 JRM INRMP Update) and consider all site documentation and reports to date.

B. Under this PWS, services will be required at three locations, Naval Base Guam (NBG), Marine

Corps Base Camp Blas (MCBCB), and Tinian Military Lease Area (MLA). Services at a given installation will include some or all of the following:

Locate, protect, and evaluate 100% of sea turtle nests

Collect and maintain data on nest success, emergence success, and depredation

Monitor long-term spatial and temporal distribution of sea turtle nesting activity and threats

Manually remove invasive vegetation

Prepare final report

Submit geospatial information

C. Primary Objective

(1) The primary objective of this project is to monitor and manage sea turtle nesting activity and habitat to improve nesting success at NBG (Figure 1), MCBCB (Figure 2), and Tinian

MLA (Figure 3).

(2) The Contractor (KTR) shall furnish all labor, materials, tools, supplies, services, equipment, project management, permits, and contract/procurement administration necessary to perform all work in accordance with the PWS.

(3) The contract completion date is 31 JAN 2026.

(4) The KTR shall obtain final approval of the work required by NAVFAC upon completion of each performance objective specified in SECTION 8: PERFORMANCE MEASUREMENT, PAYMENT SUMMARY, and OFFER SCHEDULE.

SECTION 2. BACKGROUND

A. Four species of sea turtles have been historically observed in waters around Guam: (1) Green sea turtle (Chelonia mydas), (2) Hawksbill sea turtle (Eretmochelys imbricata), (3) Leatherback sea turtle (Dermochelys coriacea), and (4) Olive Ridley sea turtle (Lepidochelys olivacea).

Recently, only the Green and Hawksbill sea turtles have been documented nesting and foraging in nearshore neritic waters of Guam and Tinian MLA.

B. Both species are federally protected under the U.S. Endangered Species Act and locally protected under the Fish, Game, and Endangered Species Act of the Commonwealth of the

Northern Mariana Islands.

C. Green turtles occur throughout Micronesia and are the most abundant sea turtle found in the waters around Guam and throughout the Marianas archipelago. Population abundances for sea turtles on Guam are estimated using data from aerial surveys, dive depth studies, and species composition. The proportion of green turtles in the population was found to be 85%, while that of hawksbills was 15%.

D. In order to assure compliance with laws, regulations, policies, and executive orders governing sea turtles, beaches on NBG and Tinian MLA continue to be monitored for nesting activity. The monitoring program and collection of data are utilized to assure compliance for all training activities and construction projects, evaluate effectiveness of programs to protect and recover sea turtles, and develop strategies for managing natural resources on the installations.

iv Field methods and data collection will follow the Tinian Sea Turtle SOP and data form

(2015).

v Surveys should take advantage of low tides when possible.
