REQUESTS FOR INFORMATION AND RESPONSES

N40192-21-R-0001

INDEFINITE QUANTITY CONTRACT FOR MECHANICAL/ELECTRICAL/FIRE PROTECTION

A-E SERVICES FOR VARIOUS FACILITIES AND ACTIVITIES UNDER THE COGNIZANCE OF

THE NAVAL FACILITIES ENGINEERING COMMAND, MARIANAS

QUESTION (Q) 1: In regards to the requirement above, is there a contract associated to the requirement? If yes, can you kindly provide the incumbent contractor and incumbent contract number?

Answer (A) 1: The previous contract numbers are N40192-15-D-0003 (Electrical A-E IDIQ with EMC2 Electrical Inc.) and N40192-15-D-0004 (Mechanical A-E IDIQ with WM Engineering Services, LLC).

Fire protection was included in the Mechanical A-E IDIQ (there was no separate contract for fire protection).

Q2: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

A2: Refer to response for Question 1.

Q3: In response to the above mentioned solicitation, may we request further information regarding joint venture requirements. Do we have to include upon submission of our bid package a business license for a joint venture?

A3: In accordance with the solicitation, joint ventures should include with their submission a copy of the joint venture agreement. Failure to include the joint venture agreement will result in the firm’s elimination from further evaluation. For projects performed as a joint venture, specifically indicate the value of the work performed by those firms proposed for this contract, and identify the specific roles and responsibilities performed by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
