QUESTION RESPONSE

1 Attachment D, par. 2.3.1- Conduct Transect Surveys (Pg. 4 of 25)

Will the surveyors be required to obtain a CNMI Division of Fish and Wildlife Research Permit for the Rota work? Note: The government is already aware of this project.

Permitting may be required, however it will be the contractor’s responsibility to obtain the permit from CNMI government if required.

2 Attachment D, par. 2.3.1- Conduct Transect Surveys (Pg. 4 of 25)

How many meters apart (from centerline) are the survey transects to be spaced?

Transects in Guam should be spaced 10m apart.

Transects in Rota can be wider if necessary. In Rota, transect spacing that results in the greatest number of T. guamense plants and populations is best.

3 Attachment D, par. 2.3.1- Conduct Transect Surveys (Pg. 4 of 25)

Can the survey protocol for all targeted T&E species be released for proposal development?

This is a fixed price, performance based requirement. As such, Offerors are responsible to propose an approach that meets the requirements as prescribed in the Performance Work Statement. 10m fixed width transect spacing is required.

4 Attachment D, par. 2.3.1- Conduct Transect Surveys (Pg. 4 of 25)

PWS states surveys on Rota are to be done on a “minimum” of 100 acres on Rota. Should that be a maximum instead?

No, minimum is correct.

5 Attachment D, par. 2.3.1- Conduct Transect Surveys (Pg. 4 of 25)

Please delineate the Rota target survey area on a USGS topographic map in order for us to look at the terrain in planning field effort.

The target area on Rota will be decided after award through discussions with CNMI natural resource personnel. Rota surveys will focus on areas where T. guamense was found previously and suitable habitat where it may be found. T.

guamense is known to occur within the Sabana Conservation Area. Terrain will vary from flat and along roadsides to steep and rocky in the forest.

6 Attachment D, par. 2.3.1- Conduct Transect

Will Contractor be responsible for obtaining permission from land owners in Rota? Or, will NAVFAC obtain permission to survey properties?

Contractor will be responsible for obtaining permission from land owners in Rota.

RFQ N40192-21-Q-5005; RFI NOTICE 01

RFQ Amendment 0001

Surveys (Pg. 4 of 25)

7 RFQ Is it possible for this project to be separated into two projects: a Guam project and a Rota project?

No.

8 Will every single target plant or invert inside of the 10 meter wide transect require entry into the Trimble? We often see large clusters of tree snails, butterfly hosts and orchids etc. in the field. How are these to be treated -data wise?

For large clusters of snails and orchids, a single GPS point at the base of the host plant and a count of immature and mature individuals on each plant is sufficient. Habitat data (host plant species, forest type, etc) to be collected for each point will still be required. Number of butterfly host plants can be estimated with a GPS point in the approximate center of the cluster. Any ESA-listed butterfly (at all life stages) should be counted and recorded (i.e. 3 eggs, 1 chrysallis, 0 adults).

9 Will there be a requirement on how many biologists will conduct surveys on each transect?

This is a fixed price, performance based requirement. As such, Offerors are responsible to propose an approach that meets the requirements as prescribed in the Performance Work Statement.

10 What is the required survey protocol for each of the target species?

This is a fixed price, performance based requirement. As such, Offerors are responsible to propose an approach that meets the requirements as prescribed in the Performance Work Statement. 10m fixed width transect spacing is required. See response to RFI #2 as well.

11 Attachment D, Page 12 of 25, Section 7.22, Work Element 3, field work

PWS states that the performance standard is completed field work as specified in project plans and other requirements of the PWS with no health and safety incidents. While safety is a top priority, it is not possible to completely eliminate the potential for safety incidents due to the nature of the work. If a there is a health and safety incident, does that mean that the performance standard will not be met and payment and or a positive review will be withheld?

Safety is a top priority. Offerors shall develop and submit an Accident Prevention Plan (APP), including an Activity Hazardous Analysis (AHA) as an appendix. These reports are intended to reduce/prevent safety incidents.

Contractors that follow the standards of their approved APP, AHA and HACCP and follow general safety precautions would not necessarily result in non-payment of the final work element and/or a negative evaluation.

12 Attachment D, Page 6 of 25, Section 3.2, Experience requirement

PWS requests a list of personnel who will work on this project and their CVs. In order to meet the proposed schedule, we may hire additional staff or subcontract some of the work after the project has been awarded. Can additional qualified staff be added to the project after award with Government approval? CVs would be provided for approval.

This is a fixed price, performance based requirement. As such, Offerors are responsible to propose an approach that meets the requirements as prescribed in the Performance Work Statement.

13 Attachment D, page 4 of 25, Section 2.3.1 and 2.3.2, #2

The Contractor will conduct surveys on parallel fixed width (10m) transects for listed plants and invertebrates… Do these surveys require 100%

Yes with the exception of Rota surveys. Rota surveys can deviate from fixed width transects when no T. guamense is expected to be found.

RFQ N40192-21-Q-5005; RFI NOTICE 01

RFQ Amendment 0001 coverage of the surveyed terrain, or just what is encountered/observed along each transect?

The intent of the Rota survey is to find as many T. guamense populations as possible.

14 Attachment D, page 4 of 25, Section 2.3.1 and 2.3.2, #1 and #2

These sections specify surveys for ESA-listed plants, butterfly host plants, and invertebrates, while #3 indicates that data will be collected on all ESA-listed species. Is data required for all ESA-listed species, or just plants and invertebrates? Will host plants for the wandering butterfly also need to be recorded? Will ESA-listed birds and other vertebrates also need to be recorded?

Data is required for ESA-listed plants and invertebrates only. On Rota, Tuberolabium guamense is the target species of interest. Hosts plants for the wandering butterfly do not need to be recorded on Guam. Rota was the last known location the wandering butterfly was seen, if the butterfly is seen host plants should be examined for other life stages and recorded.

If the wandering butterfly is not seen, the host plant does not need to be recorded as it is very common.

15 Attachment D, page 4of 25, Section 2.3.1, #2

This section states that surveys will be conducted for listed plants and invertebrates, specifically Tuberolabium guamense on a minimum of 100 acres of forested area in Rota. Since all listed plants will be recorded anyway, how should Tuberolabium guamense be specifically addressed other than collecting the data specified in #5?

100 acres minimum is specified- is there a target survey area larger than 100 acres? Is the survey area contiguous, or located in different areas? Where on Rota are the surveys to be conducted?

Tuberolabium guamense is the main target species for Rota. The target area on Rota will be decided after award through discussions with CNMI natural resource personnel. Surveys will focus on areas where T. guamense was found previously and suitable habitat where it may be found. T. guamense is known to occur within the Sabana Conservation Area. Terrain will vary from flat and along roadsides to steep and rocky in the forest. The survey area may be contiguous or in different areas, the goal is to identify as many populations of T. guamense as possible.

16 Attachment D, page 5of 25, Section 2.3.3

Is there an expected number of calls or meetings of the T. guamense working group that the contractor is expected to attend? Will call/meeting be held on a monthly basis? Bi-weekly? Is the monitoring plan specific to T. guamense on Rota?

Other than the three elements described in this section (population, habitat, and threats), is there additional guidance available on what the format and level of detail is required in the monitoring plan? Is there an example available?

Calls are currently held on a monthly basis.

The monitoring plan is for T. guamense in its known range.

17 RFQ We would like to request an additional week to work with our partners to prepare a bid. Can the submittal date be moved to 9 August 2021 for RFQ N4019221Q5005?
