SERVICE CONTRACT FOR NAVAL BASE GUAM CHAPEL DIRECTOR OF MUSIC
Period of Performance: 22 October 2018 – 21 October 2019
Quantity: 40 hours per week, for a total of 2080 hours
Location: Naval Base Chapel, Bldg. 1984
1.0 BACKGROUND
1.1 Naval Base Guam Chapel provides religious support for all Navy personnel and family members attending services and programs. The organization provides NBG, as well as all tenant commands around the Island of Guam guidance in matters concerning the free exercise of religious beliefs and religious services relating to the spiritual needs of service members and family while stationed at NBG. Additionally, the Chapel provides programs to strengthen and support the moral, spiritual and interpersonal relationships of the patrons it serves.
2.0 OBJECTIVE/SCOPE
2.1 NBG Chapel seeks a qualified Contractor to provide musical directorial support to NBG personnel.
Historically, the services of one music coordinator (minimum 3 services a week) is required.
3.0 QUALIFICATIONS
3.1 Service provider must be experienced in leading service music within the church community.
3.2 Service provider must have a degree, or comparable formal music training, in music performance and choral arts.
3.3 Service provider must have experience in recruiting/training/leading a musical team consisting of vocalists and instrumentalists, including the recruitment and training singers. Instrumentalist will include keyboard(s) and may include electric/acoustic guitars, bass guitar, and percussion.
3.4 Service provider must be at least 18 years of age.
3.5 Service provider must be able to provide music from the established and approved hymnals and other resources as needed.
3.6 Service provider will be interviewed either in person or by teleconference by Chapel Service personnel panel to include the Command Chaplain and Roman Catholic Priest prior to determine qualifications.
4.0 PROVISIONS
4.1 Contractor must provide personal transportation to and from the work center to meet the requirements of the agreement.
4.2 Contractor must provide musical services a minimum of three times a Sunday: (at least 2 services plus an additional service or practice). Rehearsal times may change only in coordination with the Chaplain in charge of the service. Worship Service hours are not negotiable unless the Command Chaplain adjusts the worship service schedule. Service unit to be paid under the contact will based upon actual work performed by the contractor and accepted by the government. Service units under this contract shall no exceed 170 sessions per year. Invoices shall be submitted electronically via the government wide area workflow system. Payments shall be made by EFT.
4.3 The Director will be provided with appropriate music supplies and equipment.
5.0 PERFORMANCE REQUIREMENTS
5.1 (Contractor) Director must provide leadership for the musical portions of the worship services.
5.2 (Contractor) Director will direct the vocalists, musicians, accompanists, and/or the congregation in musical selections during worship service.
5.3 (Contractor) Director must work in conjunction with the Command Chaplain or Roman Catholic Priest (or his designate) in the selection, preparation and performance of music, which relates to the theme established by scripture reading, chaplains topic/theme, and/or religious season. Special music information will be turned in to the chaplain in charge of the service no later than Tuesday, 10 AM prior to the following weekend services.
5.4 At the end of a rehearsal or worship service, the (Contractor) Director will ensure that all equipment is deactivated and all equipment/furnishings are returned to their proper place.
5.5 (Contractor) Director will wear clothing appropriate to a positive family worship environment when performing services and rehearsals.
5.6 (Contractor) Director must be present for the entire time period involved in any rehearsal, performance, or worship service agreed upon unless previously negotiated..
5.7 (Contractor) Director must be punctual for services and rehearsals unless previously negotiated.
5.8 (Contractor) Director shall provide services (subcontractor) of someone who is of equal or greater qualification when Director will be absent from a required rehearsal or performance. Prior approval for absences and substitutes is required from the COR at least forty-eight (48) hours prior to the service.
5.9 (Contractor) Director must adhere to computer security requirements and usage.
5.10 (Contractor) Director must maintain professional, courteous relationship with Chaplain Service staff, other chapel community non-personal service vendors, contractors and chapel community participants.
5.11 (Contractor) Director must comply with copyright license reporting and copyright license identification procedures.
5.12 In accordance with Department of Defense Instruction 1402.5 Criminal History Background Checks on
Individuals in Child Care Services, (Contractor) Director agrees to perform required actions to complete background checks. Background checks are required for the Director, her/his assistants and volunteers who provide the service. (Contractor) Director shall not employ any person to perform any work or services required by this agreement on the military installation if objection to any such person is made by the Command Chaplain.
5.12.1 (Contractor) Director must ensure her/his assistants and volunteers have proper criminal history background checks as outlined in Chapel Operating Instruction 1402.5 Criminal History Background Check Program.
5.12.2 Actual checks are performed by the Government.
5.12.3 When completing and processing background checks, (Contractor) Director will follow procedures in Chapel Operating Instruction 1402.5 Criminal History Background Check Program.
When completing background checks, the (Contractor) Director will obtain needed forms and coordinate any required actions with the COR and the Criminal History Check and Background Investigation Monitors. The Chapel Cost Center Manager is the point of contact for billing purposes, and identifies the Criminal History Check and Background Investigation Monitors and Region Chaplain as the authorized recipients of background checks results.
5.12.4 (Contractor) Director, her/his assistants and volunteers, may be permitted to work before completion of background checks, provided the vendor/contractor is within sight of an individual who has successfully completed a background check.
5.12.5 (Contractor) Director has the right to obtain a copy of the background check report, whom they should contact for the copy and whom to contact for procedures to challenge the accuracy and completeness of the information in the report.
5.12.6 (Contractor) Director, her/his assistants and volunteers who have previously received a background check must provide proof of the check or obtain a new one.
8.0 CONTRACTOR PERSONNEL
8.1 The Contractor shall furnish sufficient personnel to perform all work specified within this contract.
8.1.1 The Contractor is required to comply with Public law 105-270, Section 5 (2)(A). This law states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of rams requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.
8.1.2 When performing work associated with this PWS, the Contractor shall make clear to all concerned that contract employees are not DOD employees. Contractor personnel shall clearly identify themselves as a contractor (i.e. company shirt, pin, visible company identification, etc.)
in a visible location to identify their employer.
8.1.3 Contractor personnel shall not manage, supervise, direct, or task US military, DOD civilians or other personnel not associated with the Contractor while performing the tasks within this PWS.
8.1.4 Contractor personnel shall not make any commitment which commits the expenditure of US Government resources.
8.1.5 The Contractor performing services shall be required to comply with all NBG rules, regulations, and training applicable to conduct, safety, security, and procedures governing site entry and exit.
8.1.6 Contractor personnel shall not establish an employee-employer relationship with JBPHH under this PWS.
8.1.7 The Contractor shall not provide personal services to NBG. If Contractor employees are directed by any government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the TPOC.
8.1.8 Any Contractor personnel who procures or attempts to procure commercial sex acts or contributes in any way to trafficking in persons, per the Federal Acquisition Regulations (FAR) 22.17, shall be immediately removed from the existing task on this contract.
8.1.9 Any Contractor personnel may be terminated for non-performance or convenience of the Government, in accordance with current requirements. Contractor personnel may be removed for any performance or behavior which is not consistent with the principles and/or the policies promulgated by the Air Force Chaplain Corps. The Contractor may request termination of a contract with 30 days written advance notice.

9.1 Place of NBG Chapel Office: Building 1984 A,B and C, Naval Base Guam.
