JOINT AIRFIELD PAVING INDEFINITE DELIVERY / INDEFINITE QUANTITY (IDIQ)
CONTRACT, VARIOUS U.S. MILITARY LOCATIONS, GUAM
QUESTION (Q)1: Reference RFP Part V, Page 16 of Section 32 12 15.13 Hot-Mix Asphalt Airfield Paving, Para. 2.3, and Page 13 of Section 32 12 16 Hot-Mix Asphalt (HMA) for Roads, Para. 2.3. These specification sections refer to asphalt cement binder conforming to AASHTO M 320, Performance Grade (PG) 64-16. Note that this type of asphalt cement binder is not available in this region. We request that these specification sections also include or allow the use of asphalt cement binder that meet the requirements of AASHTO M226 (ASTM D3381) - Viscosity-Graded Asphalt Cement, AR8000. This asphalt cement binder is being used on most military projects on island with good result and service record.
Answer (A)1: Viscosity Grade AR 8000 shall be used. Refer to RFP Amendment 0001 for revised specifications.
Q2: Reference Price Proposal Schedule, Exhibit A pages 2-3. Please provide details for the following proposal items:
A00803 – Install UMHW Polyethylene Panels with Anchor Studs and Cable Tie Down Anchors
A00916 - Remove and Replace existing Curbs/Gutters with Cast-in-Place Concrete Curbs/Gutters, Passive Barrier Type
A01001 – Aircraft Tie Downs A01002 – Grounding Rods A01003 – Combination Aircraft Tie Down / Grounding Rod
A2: Refer to UFC 3-260-01 Airfield and Heliport Planning and Design and UFC 3-260-02 Pavement Design for Airfields for guidance on these items.
Q3: Reference RFP Part II, Section 01 11 00 Summary of Work, Para. 1.3.1.3, Proposal Item A00303. The description for Hydro seeding (A00303) includes clearing and grubbing but there is a separate item for clearing and grubbing. Is the intent that hydro seeding will always require clearing and grubbing? Clearing and Grubbing includes very large 80-100 acre per year quantities – can insight be provided into the density of these areas? We would anticipate airfields having limited jungle growth.
A3: Yes, clearing and grubbing is required for proposal line item A00303. For clearing and grubbing, refer to proposal line item A00206 and Section 31 11 00 Clearing and Grubbing. Note that this Joint Airfield IDIQ will be used for various U.S. military locations in Guam, including Northwest Field (NWF) airfield.
RFP N40192-18-R-2000

Q4: Reference RFP Part II, Section 01 11 00 Summary of Work, Para. 1.3.1.11 and 1.3.1.12, Proposal Items A01101 and A01201. The unit for Item A01101 (Explosive Safety Submittal) and Item A01201 (Archeological Monitoring), including options years, is listed as “LS” (lump sum) in the price proposal schedule. Section 01 11 00 Summary of Work (page 15) of the General Requirements says these items will be negotiated on a task order basis. Please confirm that bidders should leave the unit prices blank for these items.
A4: Yes, the unit prices for these items should remain blank.
Q5: Reference Airfield Typical. Providing airfield typical for asphalt and concrete sections would help improve our volume based pricing. Can these be made available?
A5: No. Typical taxilane, taxiway, and aprons/hardstand asphalt sections are 5” thick with 18” thick (min.) base course and subbase. Concrete pavements range from 12” to 18” thick with base course and subbase (runway, taxiway, and apron/hardstand).
Q6: Reference RFP Part II, Section 32 12 16 Hot-Mix Asphalt (HMA) for Roads, Para. 1.1.1.
The bid schedule lists Hot Mix Asphalt units as CY, but Section 32 12 16 (page 1) and other Hot Mix Asphalt sections specify payment by “short tons”. Please clarify.
A6: Contractor shall use Cubic Yard (CY) in the bid schedule for delivery and payment. Short tons unit shall be used for lab and in-place sample testing (pay factor and material acceptance).
