PERFORMANCE WORK STATEMENT
ENVIRONMENTAL TECHNICAL SERVICES FOR Contract No. 00XX NAVAL FACILITIES ENGINEERING COMMAND MARIANAS 16 July 2013
TITLE: PROTECTION OF ECOLOGICAL RESERVE AREAS: HAPUTO PARTULID SNAIL
PREDATION STUDY
Ref: Haputo Ecological Reserve Area General Management Plan (HERAGMP)
1.0 INTENT
The intent of this contract is to research the history of the introductions of these Introduced Snail Predators (ISPs), assess their abundance in the Haputo Ecological Reserve Area (HERA), assess their impacts on native snails there and review control measures for these ISP’s. In addition the project will locate, map and calculate partulid populations in the HERA.
2.0 LOCATION
The project area is located on military-owned land on the northwestern coast of Guam, near the Naval Communications Station (NCTAMS) in Finegayan. HERA covers 252 acres of coral reef and limestone forest.
3.0 BACKGROUND
Naval Base Guam is responsible for the conservation of natural resources on Navy’s lands and waters. The HERA was designated an ecological reserve in 1984. The area was declared a
NAVAL FACILITIES ENGINEERING COMMAND MARIANAS 16 July 2013 preserve to protect it from the negative impacts of human activities and the introduction of invasive species. HERA is also listed in the Guam and National Registers of Historic Places.
4.0 SCOPE OF WORK
The duration of this project commences this calendar year 2013 and ends in January 2015. The contractor is expected to research and study these ISP’s impacts on native snails, review control measures for these ISPs and locate, map and calculate partulid populations in the HERA, as instructed in this Scope of Work. ISPs of concern are three species of predatory snails (Euglandina rosea, Gonaxis quadrilateralis, Gonaxis kibwenziensi) and one species of flatworm (Platydemus manokwari). These were introduced as bio-control agents. While quite effective at controlling the giant African snail (Achatina fulica), these introduced snail predators may be impacting native partulid snail populations in the HERA.
The work shall include the following:
Task 1 – Project Planning: The contractor shall participate in a kick-off meeting prior to the start of work to become acquainted with the various parties involved with the project; to discuss the scope of the proposed work including scheduling, and coordination; and to define channels of communication and points of contact.
A. The Contractor will be responsible for presenting their plan of action and milestones for timely completion of the work (POAM).
B. The Contractor shall ask any questions related to the successful completion of the work.
C. The Contractor shall be responsible for documenting the discussions (meeting minutes).
Meeting minutes shall be provided to the NTR within 5 days of the kick-off meeting.
It is assumed that the kick-off meeting will be held at NAVFAC Marianas. The contractor shall provide project status and schedule updates, and coordinate field work and deliverables throughout the duration of the contract.
During the Kickoff meeting NTR will review DWP with Contractor and offer comments received from the NTR.
Format Requirements for GIS mapping and delineations. The Contractor will develop and provide the Navy with geographic information system (GIS) geodatabase(s) containing relevant features (watershed boundaries, treatment boundaries, roads, soils, vegetation type, streams, slope, aspect, and elevation). The GIS geodatabase(s) will be compatible with ESRI ArcMap version 10 or latter, and will be consistent with Federal Geographic Data Committee standards. These standards are applicable to all mapping requirements listed below.
Task 2 – Evaluation of Introduced Snail Predators and Native Partulid Snails in the HERA Surveying the HERA, Contractor will:
A. Delineate the boundaries of all areas where ISPs and native snails are located within the HERA.
1. Include information pertaining to effectiveness of African snail control by these species on Guam.
B. Conduct surveys, calculate densities, and map locations of ISPs and native partulid snails in the HERA.
NAVAL FACILITIES ENGINEERING COMMAND MARIANAS 16 July 2013
C. Document ISP predation on native partulid snails and calculate/asses impacts to partulid populations in the HERA.
D. Assess/document other predation on partulid snails by either native animals or invasive animals in the HERA.
E. Review and prepare summary of control measures and their effectiveness to control Guam’s ISPs.
F. Create maps showing delineated ISP and native partulid snails locations. Data will include spread sheets with UTM coordinates. Maps will be presented with both topographic and satellite imagery.
Task 3 – Reporting As instructed in this PWS, Contractor will:
A. Submit monthly summaries of all activities to the NTR 7 days after the final day of each month when project activities occur.
B. A Draft of the Final Report will be submitted to NTR by December 1, 2014. Draft Final
Report will include detailed analysis of above contract research requirements.
C. NTR will provide comments on Draft Final report to Contractor by December 14, 2014.
D. Contractor will incorporate comments, fix any errors, provide additional analysis (if necessary) and provide Final Report to NTR by January 1, 2015.
