Amendment 0001 7386810 Phase 2 Provide New Altitude Valves Elevated Water Tanks 2063, 114, 3455

RFI Responses:

1. Note 15 on the CU drawing indicates the system needs to be chlorinated prior to being returned to service. Does this include the tank? If so, please provide the storage capacities for all three tanks.

Response: Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

NOTE: See Specification Section 00 15 00 PROJECT DRAWINGS and Section 33 11 00 WATER UTILITY DISTRIBUTION PIPING, Paragraph 3.2.2.

2. Referencing detail 3 on sheet CU102, calls for (2) new 16" double disc gate valves. Although double disc valves are available, they have extremely long lead times and are not as readily available as resilient seated gate valves. Our vendor also states that resilient seated gate valves are the valve the surrounding municipalities specify for elevated storage tanks. Also, parts for double discs are not as readily available for maintenance.

Response:

See revised NAVFAC Drawings Nos. 12908266 through 12908270 with a revision date of July 15, 2024.

See revised Specification Section 33 11 00 WATER UTILITY DISTRIBUTION PIPING.

3. Referencing detail 3 on sheet CU102 and CU103, calls for a "weld on" flange. Due to the space constraints it will be very difficult to install a "weld on" flange, can a 150psi restrained flange adapter be utilized instead?

Response:

See revised NAVFAC Drawings Nos. 12908266 through 12908270 with a revision date of July 15, 2024.

See revised Specification Section 33 11 00 WATER UTILITY DISTRIBUTION PIPING.

Avoid injury to coatings and linings on pipe and fittings; make repairs if coatings or linings are damaged. Do not place other material, hooks, or pipe inside a pipe or fitting after the coating has been applied. Inspect the pipe for defects before installation. Carry, do not drag pipe. Use of pinch bars and tongs for aligning or turning pipe will be permitted only on the bare ends of the pipe. Clean the interior of pipe and accessories of foreign matter before being installed . Replace defective material without additional expense to the Government. Store rubber gaskets, not immediately installed, under cover or out of direct sunlight.

Size and configuration shall be as indicated on the project plans.

2.1.4.2.1 Double Acting Level Control Valve

The double acting level control valve shall automatically close to prevent tank overflow when the high water level is reached, and open to permit flow from the tank to distribution when the distribution pressure becomes less than full tank head (or when tank level drops through some other means). Non-throttling action is required for operation (valve will assume either a fully open or fully closed position).

2.1.4.2.2 Single Acting Level Control Valve

The level control valve for elevated tank shall be single acting, automatically closing to prevent tank overflow when the high water level is reached, and opening for refilling when the tank water level lowers.

It shall contain a single full-ported seat, with seat bore equal to size of valve. The minimum travel of the piston shall be equal to 25% of the diameter of the seat.

For true alignment (to correct lateral thrust and stem binding), the piston shall be cushioned and so designed as to insure positive closure.

The main valve shall be packed with leather (or other soft material) to insure tight closure and prevent metal-to-metal friction and seating. The valve shall be furnished with an indicator rod to show position of piston opening, and pet-cocks for attachment to valve body for receiving gauges for testing purposes. The design shall be such that repairs and dismantling internally of main valve may be made without its removal from the line.

The pilot valve, controlling operation of the main valve, shall have a range of adjustment, be easily accessible, and arranged to allow for easy removal from the main valve while the main valve is under pressure. The pilot valve, external strainer with blow-off, isolation valves, and all associated rigid brass piping and fittings shall be factory assembled and furnished with the valve.

2.1.4.2.4 Physical and Chemical Properties

Valve body and cap(s) shall be constructed of gray iron castings that conform to ASTM A126, Class B. Internal bronze components shall conform to ASTM B584. Internal Stainless Steel components shall conform to ASTM A743/A743M , Grade CF-8 or CF-8M. The control piping shall be rigid red brass, no less than 0.5 inch in diameter.
