Amendment 0001 7333917 Replace Vehicle Arrest System Main Gate Cunningham and Slocum
RFI Responses:
1. How many SSHO's are required for this project?
Response:
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
Note: One SSHO is required.
2. Div01 states mobilization to site must take place within 60 calendar days of award. Per the manufacturer, there is a (at least a 70-calendar day) lead time, after submittal approval.
There is a 75d from NTP to present a site condition report. Considering there are some design and submittal windows, the 60d requirement is unrealistic. Is there a site reason for this requirement, or can it be pushed back to normal similar project milestone timing?
Response:
See revised specification 01 30 00 Administrative Requirements, dated 08/06/24 in the footer.
3. Other than the local guard booth, is there a central control location that requires a re-use or new user panel, and re-use or new wiring/fiber between?
Response:
See revised drawings 12908504, 12908505 and 12908506, dated 08/06/24.
Note: A new master control panel station would be provided at the guard house per gate and overwatch panels located adjacent to static side as shown. New wiring/fiber is required.
4. Does the demo of existing bollard equipment require full removal of all metal/concrete from the bollard foundation, or can the pipes be removed and demo downed to 2ft and filled with dirt, then place the new trough on top?
Response:
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
Demo of the existing bollard equipment requires full removal of all metal/ concrete within the limits shown on the demo drawings.
5. Are loops to go in as depicted in the electrical drawing or per the Safety Scheme in the spec?
Response:
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
Note: Loops to go in as depicted in the electrical drawings, E100, E101 and E102.
6. Are touch screens or pushbutton panes required for barrier control locations?
Response:
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
Note: Pushbutton panes are required for barrier control locations.
7. What is the make and model of the existing bollards?
Note the existing bollards are from Delta Scientific. The make and model are unknown.
8. 34 75 13.13 1.7 states cybersecurity info, but the barriers systems are standalone systems and not on the base’s system. Can this spec line item be waived?
See revised Specification 34 75 13.13 dated 08/06/24 in the footer.
Note: Specification 34 75 13.13 Section 1.7 Cybersecurity Certification has been deleted as this is a standalone system.
9. 34 75 13.13 1.4.3 c, f, g, h, l, p are not shown on the drawings so qty and location cannot be determined. Can these spec line items be waived?
Note: Reference item c, traffic signs can be reused. Item f is deleted from the specification.
Items g, h, l, p shall be provided at the vehicle barrier active side.
10. 34 75 13.13 1.4.3 d – Can the existing pole/masts be re-used, or do new pole/masts or posts need to be installed?

Note: These are the Government target response times.
13. 34 75 13.13 2.2 – SDDCTEA issued docs in multiple years and there is a variance in systems from 2001 to 2020. Can the base please provide the 2014 document this is pulled from?
Note: Reference revised Appendix A of Specification Section 34 75 13.13 for the required features and operational sequences of this safety scheme
14. 34 75 13.13 2.2 – Given the existing equipment of traffic pole/mast and warning signals, can that equipment be excluded from being required by the scheme layouts?
15. 34 75 13.13 2.3.11 – The specified layout is for 1 and 2 lane systems. Can this spec line item be waived?

Response:
Submit proposals in accordance with RFP, Specifications, Drawings, and all amendments.
Note: Yes, the overspeed detection system would be located at the active end of the vehicle barrier.
82. The drawings show a guardrail perimeter around the active vehicle barrier housings. Is this crash rated and what is that rating? Should this be considered passive barrier and listed on the DoD list?
Note: The guard rail goes to the edge of the vehicle barrier as shown on the drawings. It’s part of the road guardrail system. It’s a passive barrier.
83. Are the bollards shown on CU04 to be crash rated and what is that raring? Should they be considered passive bollards and listed on the DoD list?
Note: The bollards shown are considered a passive barrier.
84. Spec section 34.75.13.13 page 18 paragraph 2.2 states “2014 Conventional Signs & Signals safety scheme” and spec section 34.75.13.13 page 17 paragraph 2.13 states “TRAFFIC SIGNALS/HYBRID BEACON TRAFFIC SIGNALS”. Is Hybrid Beacon Safety Scheme requested?
Will mast arms be required?

85. Is a DoD Letter of Certification required to be submitted with the proposal if the proposed solution is already on the DoD Anti-Ram Vehicle Barrier List and the crash-test report matching is supplied?
Note: Yes, the DOD Letter of Certification is required.
86. Does the Government accept any Active Net Barrier on the DoD Anti-Ram Vehicle Barrier to be considered an approved equal to the basis of design referenced on CU04 and CU05?
See drawings 12908492, with revision date 08/06/24.
87. Will the Government accept an Active Net Barrier that does not have springs but is on the
DoD Anti-Ram Vehicle Barrier List which utilizes Energy Absorbing Pistons to reduce the overall G-force of an impact?
See drawing 12908492, with revision date 08/06/24.
88. The Active Net Barrier in the basis of design utilizes an in-ground vault to house its active net, which may be susceptible to the collection of dirt, debris, and significant moisture. Therefore, will the government accept an Active Net Barrier already on the DoD Anti-Ram Vehicle Barrier list that does not utilize an in-ground vault, as an approved equal.
89. Would the Government accept a fully electric Active Net Barrier on the DoD Anti-Ram
Vehicle Barrier list?
90. In the notes, “provide lights/signs per barrier mfr”, “local control panel IAW mfr”, and assumed programming. Given specs typically override drawings, are the manufacturer’s signs, signals, control panels required rather the specification’s and related RFI’s? If so, please state and issue the mfr drawings for reference.
Note: The Specification govern the location of signals and control panels. Existing signal poles and foundations may be reused.
91. Spec 34 75 13.13 1.15 – Does this require mfr’s recommend monthly maintenance for the 1 year period? If so, is this in conjunction with or in addition to the major/minor inspections?
See revised specification 34 75 13.13, dated 08/06/24 in the footer, paragraph 1.14 regarding minor and major inspections.
92. Spec 34 75 13.13 2.3.9 – this requirement is not practical for this net system as a 60# will be able to lift the whole net at one time. A UPS system is being provided that will power the system, along with an electric backup winch. Is this acceptable?
Note: This is a project requirement.
93. Spec 34 75 13.13 2.3.10 – the specified net barrier’s side stanchions are 4ft deep, though the trough seems to be 1.5ft deep. The net is not surface mounted. Is this acceptable?
Note: Yes, the net is mounted into the trench.
94. Spec 34 75 13.13 2.4.1 – the specified net barrier’s side stanchions are 8ft long (foundation).
Is this acceptable?
Note: Yes, that dimension is on the drawings.
95. Spec 34 75 13.13 2.5.1 – “provide a containment area around”. Mfr’s stanchion pad is part of the crash system, and you can’t have containment on only 3.5 sides, due to the trench on the middle of the 4th side. Is the oil containment submitted to the govt from the mfr, Note: One way a manufacturer could meet this specification is to provide internal containment with an enclosed pan.
96. Spec 34 75 13.13 2.8.7.2 – Is an EFO panel required inside each of the guard shelters near the barrier locations? If so, do current conduit/wiring exist from the existing barrier systems?
Note: Yes, existing conduits can be reused but new wiring is required.
