About this file
This is an Amendment of Solicitation/Modification of Contract (Amendment 0003) issued by NAVPAC Mid-Atlantic for a building roof repair project. The solicitation number is N40085-26-R-9068, effective August 12, 2026, with a project number of 26-0438. The amendment modifies the contract as set forth in the original solicitation and is administered by the Resident Officer in Charge of Construction located at 1107A Birch Street, Camp Lejeune, NC 28547-2521.
The amendment consists of Answers to Requests for Information addressing nine technical questions raised by prospective contractors regarding the BB6 roofing repairs project. Key clarifications include: (1) no recent roof inspection is available from the government; (2) after-hours work requires prior written approval; (3) contractors must comply with contaminated materials specifications including asbestos procedures; (4) all three supervisory duties (superintendent, QCM, and QC) may be performed by one qualified person; (5) separate QC Specialist oversight from the manufacturer is required; (6) dumpster painting is not required; (7) cold-applied roofing processes are not permitted on low-slope areas; (8) metal flashing at rake wall-to-valley transitions must follow roof manufacturer standard details; and (9) contractors must remove the existing gutter, downspout, and fascia and replace them to match the existing size and style rather than transitioning with a drip edge. All other terms and conditions remain unchanged.
