About this file

This is a Sources Sought Notice and market survey from the Naval Facilities Engineering Systems Command, Mid-Atlantic seeking eligible small business firms to perform design-bid-build (DBB) construction services for the repair of the Ammo Wharf, Dogleg, and Piers 56-59 at Joint Expeditionary Base (JEB) Little Creek-Fort Story in Virginia Beach, Virginia. The government is conducting market research to determine availability of capable sources prior to issuing a formal solicitation. The project scope includes repairs, alterations, and renovations to substructure, superstructure, decking, mooring and berthing systems, with particular emphasis on experience with composite fender pile installation for pier/wharf construction, controlled demolition of timber fender pile waterfront structures, and open-water construction methods using barge-mounted equipment. The estimated construction cost is $45 million or greater.

The notice specifically targets service-disabled veteran-owned small businesses (SDVOSB), HUB-Zone certified firms, 8(a) program participants, women-owned small businesses (WOSB), and other small businesses. Large business submittals will not be considered. The government has not yet released detailed specifications or drawings and is not obligated to compensate sources for information provided in response to this market research notice. Upon review of industry responses, the government will determine whether to proceed with small business set-aside procurement or full and open competition. No formal solicitation, request for proposal, request for quote, or invitation for bid has been issued at this time.
