About this file
This is a Project Labor Agreement (PLA) Request for Information (RFI) and market survey issued by Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic regarding construction project P271, E-130J Main Operating & Training Base at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. The RFI solicits public comments on the potential use of a PLA for Early Contractor Involvement (ECI) services on this large-scale construction project. The project involves constructing operational and support facilities including an aircraft parking apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile Support Unit operational compound, aircraft maintenance and ground support equipment warehouse, and renovation of Building 244 for Center for Naval Aviation Technical Training (CNATT) functions. The project also includes significant road widening, utility upgrades, electric substation replacement, and water, sewer, and communications line replacements. The total estimated construction cost exceeds $500 million with completion anticipated in the third quarter of 2033, utilizing a Design-Bid-Build (DBB) acquisition method.
Executive Order 14063 requires federal agencies to use PLAs on large-scale construction projects exceeding $35 million to promote economy and efficiency. The RFI questionnaire requests responses from government entities, unions, contractors (union and non-union), and qualified small businesses addressing labor availability, contractor interest and capability, specialized construction requirements, PLA experience on similar projects, comparisons between union and prevailing wage rates, and potential cost impacts of PLA requirements. NAVFAC emphasizes this is a planning survey only, not a solicitation or obligation to contract, and will not generate a plan holders list or result in contract awards based on responses. All responses must be submitted via email to Brittany Cristelli at brittany.n.cristelli.civ@us.navy.mil no later than 2:00 P.M. EST on August 28, 2026. The associated NAICS codes are 541990 (All Other Professional, Scientific, and Technical Services) and 236220 (Commercial & Institutional Building Construction).

PROJECT LABOR AGREEMENT (PLA) REQUEST FOR INFORMATION (RFI)
FOR CONSTRUCTION PROJECT P271, E-130J MAIN OPERATING & TRAINING BASE, MARINE CORPS AIR STATION CHERRY POINT IN THE STATE OF NORTH CAROLINA
This is a request for information/market survey. This is not a request for proposal, request for quote, or an invitation for bid. There will be no solicitation, specification, or drawings available at this time.
Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for Early Contractor Involvement (ECI) services for the construction project P271, E-130J Main Operating & Training Base, Marine Corps Air Station (MCAS) Cherry Point, North Carolina.
This project Constructs all operational and support facilities for E-130J Main Operating Base (MOB) and Fleet Replacement Squadron (FRS) training campus at the Marine Corps Air Station (MCAS) in Cherry Point, NC. New construction facilities include an aircraft parking apron, aircraft access apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile Support Unit operational compound, and an aircraft maintenance and ground support equipment warehouse. Renovation of existing facilities includes Building 244 for Center for Naval Aviation Technical Training (CNATT) academic and applied training functions associated with the E-130J.
The Aircraft Maintenance Hangar will be a two-story building with high-bay, overhead maintenance space to support three E-130J aircraft. The hangar will be constructed as four separate buildings with expansion joints, built on deep foundations using driven precast, prestressed concrete piles.
The Hangar Security Building is a single-story security guard house, outside of the PL2 security fenceline, that provides controlled access to the hangar enclave for vehicles and pedestrians.
The Training Building is a predominantly single-story building, divided into four massing areas with varying roof heights. Much of the facility is low-rise, with roof heights of 16-20 feet.
The Mobile Support Unit Operational Compound is a low-rise, pre-engineered long-span metal building.
The Aircraft Maintenance and Ground Support Equipment (GSE) Warehouse is a low-rise, pre-engineered metal building with structural columns located along the middle of each space.
The project will renovate and alter portions of Building 244 which has a total floor area of 4,356 m2 and currently supports existing CNATT functions.
The project also includes significant road widening along Roosevelt Avenue and Access Roads, utility upgrades including the replacement of an electric substation, water, sewer and communications lines and a pump station.
Project will be Design-Bid-Build (DBB). NAICS Codes Associated with this procurement:
541990 – All Other Professional, Scientific, and Technical Services 236220 – Commercial & Institutional Building Construction
The magnitude of construction is anticipated to be over $500,000,000. General period of performance is still in development. Construction completion estimated for the 3rd quarter of 2033.
A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction project with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at FAR 22.502-2(d) applies. Reference is made to: FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement; and to clause, FAR 52.222-34 Project Labor Agreement.
In consideration of the above factors, and any others which may be deemed appropriate, the public is invited to provide responses on the use of a PLA for this construction project utilizing the attached questionnaire.
This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holder’s list. This survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
Responses shall be submitted on the attached questionnaire via email to Brittany Cristelli at brittany.n.cristelli.civ@us.navy.mil no later than 2:00 P.M. EST on 28 August 2026.
