Summary of ECI Industry Day Presentation for P271 E-130J Project
This document is an Early Contractor Involvement (ECI) Industry Day presentation held on August 28, 2026, for the P-271 E-130J Main Operating and Training Base project at Marine Corps Air Station Cherry Point, North Carolina. The project objective is to provide operating and training infrastructure to support the TACAMO mission transition from E-6B to E-130J airframes for approximately 1,000 personnel across five tenants operating 11 aircraft. The scope encompasses over 600,000 square feet of new construction and renovation, including a 220,000 SF three-bay aircraft maintenance hangar with overhead bridge cranes and administrative offices; a 77,000 SF training facility featuring a 200-seat auditorium, operational flight trainers, and weapon systems trainers; a 100,000 SF Mobile Support Unit (MSU) warehouse with vehicle storage and maintenance capabilities; a 48,000 SF logistics warehouse; renovation of Building 244 (25,000 SF) for maintenance training; airfield improvements including a five-spot parking apron and complete upgrade to Taxiway Foxtrot (4,400 linear feet); and significant utility and roadway improvements spanning 2.5 miles (water, electrical, communications, sanitary sewer, stormwater, and natural gas).
The procurement strategy employs Design-Bid-Build with Early Contractor Involvement across three separate DBB packages (Taxiway Improvements, Roads & Utilities, and Site & Facilities), with government preference for one combined procurement exceeding $1 billion. The acquisition will use a two-segment approach: Segment 1 (ECI Preconstruction Services) with RFP in October 2026, proposals due November 2026, and award in January 2027, where up to three contractors will be selected through best-value tradeoff with non-price factors significantly more important than price; Segment 2 (Construction) with RFP in Early Spring 2028, proposals due Late Spring 2028, award Summer 2028, and construction completion by Summer 2032. Only contractors selected for Segment 1 will be prequalified for Segment 2 construction proposals. Funding is through Military Construction appropriations. Selection factors for Segment 1 emphasize corporate experience in preconstruction services, preconstruction services approach, safety, and past performance. The government solicits industry input on combining versus separating packages, implementing technical-qualifications-only evaluation for Segment 1, schedule compression strategies, and labor capacity solutions for the influx of work at Cherry Point.

PROCUREMENT STRATEGY
• Magnitude of Construction: Over $1B
• Three (3) DBB packages
• Package #1: Taxiway Improvements
• Package #2: Roads & Utilities
• Package #3: Site & Facilities
• Each package has a separate DOR.
• Design-Bid-Build with Early Contractor Involvement
• Full and Open Competition
• Two segments to the procurement process
• Segment 1 – ECI Preconstruction Services
• Best value tradeoff process
• Up to 3 contractors will be selected for preconstruction service efforts.
• Segment 2: Construction Services
• Best value tradeoff process
• Only the contractors selected for Segment 1 will be prequalified to proposed on the construction. Note: Government may elect to not include all awardees of the ECI in Segment 2 based on performance and involvement during Segment 1.
EARLY CONTRACTOR INVOLVEMENT
• Design work already under contract. Expect to be at 35% when ECI contracts are awarded.
• Contractors will work collaboratively with DORs and the Government team to improve overall project delivery.
• Preconstruction services will generally include:
• Reviewing and evaluating the design documents at specified stages to identify potential constructability challenges and risks.
• Provide value-engineering style recommendations and alternative ideas to improve the final product considering cost and schedule.
• Advising on efficient construction means and methods.
• Providing construction cost information.
• Identifying construction cost and schedule risks and mitigation recommendations.
• DORs maintains responsibility for the quality and engineering compliance for design
• Ensure design does not inhibit use of efficient construction means and methods and to develop design solutions that avoid constructability challenges and minimize cost and schedule risks.
• Careful consideration to avoid revealing and confidential business and proprietary information.
PROCUREMENT TIMELINE
• Segment 1 – ECI Preconstruction Services
• RFP: October 2026
• Proposals Due: November 2026
• Award: January 2027
• Segment 2 – Construction
• RFP: Early Spring 2028
• Proposals Due: Late Spring 2028
• Award: Summer 2028
• Construction Complete: Summer 2032
• Funding: Military Construction
Note: Dates and acquisition strategy are still in refinement, and subject to change. Source selection evaluation factors will be specifically defined in each solicitation.
SELECTION FACTORS
• Segment 1 – ECI Preconstruction Services
• Best value tradeoff process
• Non-price significantly more important than price
• Non-price
• Corporate Experience (preconstruction services and construction), Preconstruction Services Approach, Safety, Past Performance
• Price for Preconstruction Services
• Segment 2 – Construction
• Best value tradeoff process with prequalified offerors from Segment 1
• Non-price approximately equal to price
• Non-Price
• Evaluation ratings from Segment 1 carry over to Segment 2
• Technical Approach, Schedule, and Small Business Utilization and
Particpation
• Price for Construction
QUESTIONS TO INDUSTRY
• Should all 3 packages be combined into 1 ECI procurement or should the 3 packages each be their own separate ECI procurement?
• With one procurement, all construction work will be awarded to a single prime contractor responsible for delivering the program in its entirety.
• With three separate packages, construction work could be awarded to 3 separate contractors. However, there is nothing that prevents the same prime contractor receiving all or a combination of the awards.
• Government preference is 1 single procurement.
• What are your opinions on Segment 1 being based on technical qualifications only and offerors are all given the same price?
• What are ways to compress the schedule?
• With the influx of work at Cherry Point, how would you address labor capacity?
