About this file

This is a pre-solicitation synopsis for a Navy construction contract. The solicitation (N40085-26-R-0262) is for pre-construction and construction services supporting the E-130J Main Operating Base and Fleet Replacement Squadron training campus at Marine Corps Air Station Cherry Point, North Carolina. The project scope includes new construction of an aircraft parking apron, aircraft access apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile Support Unit operational compound, and aircraft maintenance and ground support equipment warehouse, plus renovation of Building 244 for the Center for Naval Aviation Technical Training. The hangar will be a two-story building constructed as four separate buildings with expansion joints on driven precast, prestressed concrete piles. Additional work includes road widening along Roosevelt Avenue, utility upgrades including electric substation replacement, water and sewer lines, communications infrastructure, and a pump station. The total project value exceeds $1,000,000,000.

The procurement will be conducted in two segments using an Early Contractor Involvement approach: Segment I for preconstruction services (approximately 700 calendar days) and Segment II for construction services (approximately 1,825 calendar days). Segment I is unrestricted full and open competition with three contracts to be awarded to three separate contractors, evaluated on technical merit, past performance, and price using best value tradeoff methodology. Only the three Segment I awardees will be eligible to compete in Segment II, which will result in a single construction contract award. The appropriate NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45,000,000. The Government anticipates pre-construction award by January 2027 and construction award by September 2028. The solicitation will be issued by NAVFAC Mid-Atlantic on or about November 12, 2026, and will be available on PIEE and Sam.gov. All prospective offerors must maintain active registration in the System for Award Management (SAM). Questions should be directed to Brittany Cristelli at Brittany.n.cristelli.civ@us.navy.mil.

SOLICITATION NUMBER: N40085-26-R-0262

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.

The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for performing pre-construction services and construction services for P-271, E-130J Main

Operating & Training Base, Marine Corps Air Station (MCAS) Cherry Point, North Carolina.

PROJECT DESCRIPTION:

This project constructs all operational and support facilities for E-130J Main Operating Base

(MOB) and Fleet Replacement Squadron (FRS) training campus at the Marine Corps Air Station

(MCAS) in Cherry Point, NC. New construction facilities include an aircraft parking apron, aircraft access apron, taxiway, three-bay aircraft maintenance hangar, training building, Mobile

Support Unit operational compound, and an aircraft maintenance and ground support equipment warehouse. Renovation of existing facilities includes Building 244 for Center for Naval Aviation

Technical Training (CNATT) academic and applied training functions associated with the E-

130J.

The Aircraft Maintenance Hangar will be a two-story building with high-bay, overhead maintenance space to support three E-130J aircraft. The hangar will be constructed as four separate buildings with expansion joints, built on deep foundations using driven precast, prestressed concrete piles.

The Hangar Security Building is a single-story security guard house, outside of the PL2 security fenceline, that provides controlled access to the hangar enclave for vehicles and pedestrians.

The Training Building is a predominantly single-story building, divided into four massing areas with varying roof heights. Much of the facility is low-rise, with roof heights of 16-20 feet.

The Mobile Support Unit Operational Compound is a low-rise, pre-engineered long-span metal building.

The Aircraft Maintenance and Ground Support Equipment (GSE) Warehouse is a low-rise, pre-engineered metal building with structural columns located along the middle of each space.

The project will renovate and alter portions of Building 244 which has a total floor area of 4,356 m2 and currently supports existing CNATT functions.

The project also includes significant road widening along Roosevelt Avenue and Access Roads, utility upgrades including the replacement of an electric substation, water, sewer and communications lines and a pump station.

The completion time for this project is approximately 700 calendar days after award for pre-constructions services and 1,825 calendar days for construction services.

P-271 is a design-bid-build project. This procurement will utilize the Early Contractor

Involvement (ECI) approach and be procured in two segments: Segment I – Early Contractor

Involvement Preconstruction Services and Segment II – Construction Services.

Segment I – This solicitation is being advertised as "Unrestricted" for full and open competition and require both non-price (technical and past performance) and price proposals for the preconstruction efforts and utilizes the best value continuum process at FAR 15.103-1 (DPCAP

CD 2026-O0048), Tradeoff. The basis for evaluation and evaluation factors for award will be included in the solicitation for Segment I and will those evaluation factors will carry over to

Segment II. The Government intends to award three (3) contracts to three (3) contractors for the

Segment I – ECI preconstruction services.

Segment II – Only contractors from Segment I will be prequalified to propose on the construction services. The Segment II source selection procurement requires both non-price and price proposals for the construction and will utilize the best value continuum process at FAR

15.103-1 (DPCAP CD 2026-O0048), Tradeoff. The basis for evaluation and evaluation factors for award included in Segment I will carry over to Segment II in addition to the remaining technical factors. Segment II will award the construction services to only one (1) of the three (3) prequalified offerors who received an award for ECI preconstruction services in Segment I.

P271 will be at the 35% design stage upon award of the ECI Preconstruction Services. The selected contractors for the ECI will work collaboratively with Designer of Record (DOR) and the Government team to improve the overall project delivery. The preconstruction services will generally include: reviewing and evaluating the design documents at specified stages of development to identify potential constructability challenges and risks; providing value engineering-style recommendations and alternative ideas to improve the final product considering cost and schedule; advising on efficient construction means and methods; providing regularly updated construction cost information with substantiating documentation; identifying construction cost and schedule risks and mitigation recommendations; and identifying opportunities to increase small business subcontractor participation. The DOR will collaborate with the Construction Contractor to ensure the design does not inhibit use of efficient construction means and methods, and to develop design solutions that avoid constructability challenges and minimize cost and schedule risks. The DOR will maintain responsibility for the quality and engineering compliance for the design, and the Construction Contractor’s involvement during the design phase does not absolve the DOR of this contractual responsibility or Architect-Engineer (AE) liability.

The magnitude of construction for this project is over $1,000,000,000. The appropriate North

American Industry Classification System (NAICS) code for this procurement is 236220 –

Commercial and Institutional Building Construction and the Small Business Size Standard is

$45,000,000.

This office anticipates award of a contract for these pre-construction services by January 2027 and award of the construction by September 2028.

A Sources Sought Notice (N4008526R0262) was issued on 14 August 2026 on SAM and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size and scope/complexity within the last ten (10) years. Based on the market research conducted for this procurement and in accordance with FAR 19.104-1(b)

(DPCAP CD 2026-O0037, the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. NAVFAC Mid-Atlantic’s Office of Small Business Programs agrees with this decision and concurs with the determination to solicit as an unrestricted procurement.

No drawings or specifications will be posted with the solicitation during Segment I and are not available at this time. The solicitation will be issued by NAVFAC Mid-Atlantic on or about 12

November 2026. The solicitation number will be N40085-26-R-0262. All documents will be in

Adobe PDF file format and downloadable from the PIEE and Sam.gov website. The official address to the solicitation is https://piee.eb.mil and https://www.sam.gov under “contract opportunities” when it becomes available. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
