About this file

This is a pre-solicitation synopsis for a Design-Bid-Build (DBB) construction project. The U.S. Navy's NAVFAC Mid-Atlantic is soliciting construction services for the P-1550 SOF Marine Raider Battalion Company & Team Facilities at Marine Corps Base Camp Lejeune, North Carolina. The project scope includes 6,815 SM (73,400 SF) of SOF Marine Battalion Operations, Supply, Communications, and Intel facilities; 11,812 SM (127,200 SF) of Company Headquarters and Team Facilities; and 1,635 SM (17,600 SF) of Company Storage Buildings, plus supporting structures, utilities, parking, roadways, pedestrian ways, and site work. The structures will feature single-story steel frame construction with brick veneer over metal studs, standing seam metal roofs, metal soffits, and translucent wall panels, with special features including pile foundations, surcharged sites, wetlands mitigation, and stormwater best management practices. The project completion period is 1,246 calendar days from contract award. The estimated project magnitude is between $100,000,000 to $250,000,000.

This procurement is unrestricted for full and open competition and will employ a best value continuum source selection process utilizing both non-price (technical and past performance) and price evaluation factors. Large business concerns must submit subcontracting plans prior to award. A Dynamic Small Business Search and Sources Sought Notice were previously conducted on 31 March 2026 to determine set-aside eligibility; however, based on market research findings, the Contracting Officer determined insufficient small business capacity exists to meet the requirements, and NAVFAC Mid-Atlantic's Office of Small Business Programs concurred with the unrestricted procurement approach. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45,000,000. Contract award is anticipated by December 2026. The formal solicitation (N40085-26-R-0138) will be issued by NAVFAC Mid-Atlantic, CON21 on or about 15 May 2026 and will be posted on PIEE (https://piee.eb.mil) and SAM.gov. All prospective offerors must maintain active registration in the System for Award Management (SAM). Questions should be directed to Andy Bui at andy.h.bui.civ@us.navy.mil.

PROJECT DESCRIPTION:

The proposed Design-Bid-Build project includes the construction of a facilities complex for Battalion Headquarters for the 2nd Marine Raider Battalion and subordinate companies located at Stone Bay at the Marine Corps Base (MCB) in Camp Lejeune, North Carolina.

The project scope includes construction of 6,815 SM (73,400 SF) SOF Marine Battalion Operations, Supply, Communications, and Intel facility; 11,812 SM (127,200 SF) Company HQ and Team Facilities; 1,635 SM (17,600 SF) Company Storage Buildings and miscellaneous supporting structures, utilities, parking, roadways, pedestrian ways/sidewalks, and site work at Stone Bay at the Marine Corps Base (MCB) in Camp Lejeune, North Carolina. Special construction features include pile foundations, surcharged sites, wetlands mitigation, and storm water best management practices.

The completed time for this contract is 1,246 calendar days after award.

This solicitation is being advertised as "Unrestricted" for full and open competition. This source selection procurement requires both non-price (technical and past performance) and price proposals and will utilize the best value continuum process at FAR 15.101-1, Tradeoff. The basis for evaluation and evaluation factors for award will be included in the solicitation. Large business concerns are required to submit a subcontracting plan prior to award of the contract.

A Dynamic Small Business Search (DSBS) was conducted, and a Sources Sought Notice was posted on 31 March 2026, seeking eligible Small Businesses, HUBZone Small Business, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women- Owned Small Businesses to determine the opportunity for a set-aside. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size and scope/complexity within the last ten

(10) years. Based on the market research conducted for this procurement and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. NAVFAC Mid-Atlantic’s Office of Small Business Programs agrees with this decision and concurs with the determination to solicit as an unrestricted procurement.

In accordance with DFARS 236.204, the magnitude of construction for this project is between $100,000,000 to $250,000,000. The appropriate North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction and the Small Business Size Standard is $45,000,000.

This office anticipates award of a contract for these services by December 2026.
