The document authorizes single-source procurement of Electronic Security System (ESS) components required for relocating an interior laboratory to a new location within Building 1000 at PNYA. The specific brand-name items required are: two ID Factors 2-Factor card readers (Model 74-01-2003) at $1,623 total; one Lenel power supply enclosure (Model LNL-AL600ULX-4CB6) at $752; one Lenel dual controller (Model LNL-X2220) at $2,535; one Lenel dual reader interface module (Model LNL-1100-S3) at $1,015; two Bosch request to exit devices (Model DS-160) at $150 total; two HES electric strikes (Model HES-1006) at $1,850 total; three Magnasphere balanced magnetic switches (Model HSS-L2S-000) at $1,167 total; and one Lenel access control power supply (Model AL600UL-PD8CB) at $462. All items are justified as necessary for compatibility with existing security systems, with a combined project cost of approximately $11,000. The statutory authority cited is 10 U.S.C. 3204(a)(1), implemented via FAR 6.103-1 deviation. A Sources Sought announcement was posted on SAM.gov on April 16, 2026, closing May 1, 2026, with nine interested parties responding; however, no responses offered equal or compatible alternatives to the specified brand-name items. Fair and reasonable pricing will be determined using FAR Part 15 analysis methods prior to contract award, with the J&A to be made publicly available as required.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

The contracting activity is Naval Facilities Engineering Systems Command, Mid-Atlantic

(NAVFAC MIDLANT)

2. Description of the Action Being Approved.

This Justification and Approval (J&A) authorizes the use of brand name specifications for two

(2) ID Factors 2-Factor card readers, two (2) Lenel power supply enclosure, two (2) Bosch Request to Exit Devices, two (2) Lenel controllers, three (3) Magnasphere magnetic switches, and two (2) HES electric strikes required for the Electronic Security System (ESS) in

3. Description of Supplies/Services.

The proposed action will relocate an existing interior lab to a new location within Building 1000 at PNYA due to construction of another project. The proposed action is required as the current lab has been removed and replacement of this lab is necessary for NSWC function. The new lab will be directly north of the existing lab space. The new lab will require architectural, mechanical, electrical, and fire protection systems (existing fire alarm and mass notification system modifications). Mechanical modifications include the replacement of Variable Air Volumes (VAVs) above the current lab and installation of a new Heating, Ventilation, and Air Conditioning (HVAC) cooling system within the new lab. The project will install new mechanical piping in the exterior corrugated metal walls of Building 1000. The new mechanical piping will connect D50 Laboratory cooling HVAC equipment to the roof to ensure adequate cooling of the laboratory necessary to conduct required testing. The cooling equipment must be placed on the roof because space on grade is unavailable, and it must be located outside. In total, this project will remove less than 19 square feet of original corrugated metal wall from Building 1000.

Additionally, the proposed new mechanical piping installation location is adjacent to existing corrugated metal wall penetrations and not easily visible from the North or South sides of

J&A No. ML-26-65

CON/451

Building 1000 due to the placement of the piping behind the stair and elevator shaft. The new mechanical piping will be secured to the exterior according to all applicable safety and electric codes. This installation will also be done in accordance with the Secretary of the Interior’s Guidelines for Treatment of Historic Properties. The Pennsylvania State Historic Preservation Officer was consulted on this project and concurred with the Navy’s determination of “no adverse effect”. The proposed action will generate hazardous waste by products including RCRA 8 metals and PCBs. All hazardous waste and lead-based paint must be removed and disposed in accordance with applicable federal, state, and local regulations. All lead-based paint must be abated by a certified lead abatement contractor. The proposed action will require utilization of mobile emissions generating equipment during construction, but will not permanently install any emissions generating equipment on site. Mobile emissions generating equipment is considered mobile equipment per 25 PA Code Chapter 121.1 and therefore exempt from state and local air permitting requirements.

The products listed below are required to meet the readiness requirements for the Customer by meeting their Approved Products List (APL) for ESS.

4. Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority for this acquisition permitting other than full and open competition is 10 U.S.C. 3204(a)(1) which permits the use of limited suppliers when it is essential to the Government’s requirements, as implemented by Federal Acquisition Regulation (FAR) 6.103-1 (DEVIATION 2026-O0017), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The hardware/software listed above supports the existing Access Control, Intrusion Detection, and Camera systems in Building 1000. The parts listed above are required because they are the only brand that is compatible with the existing systems. The use of other brand material would not work correctly in the existing security systems; therefore, the above brand name items are required.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Sources Sought announcement was posted on the SAM.gov website on 16 April 2026 seeking qualified vendors for the above specified work with brand name materials. The Sources Sought announcement closed on 01 May 2026, there were nine (9) interested parties with responses to the Sources Sought notice. All nine parties replied to the sources sought with interest to submit proposal documentation. Parties provided their companies information, qualifications, and explanations of completing similar projects related to the requirements outlined in the sources sought with experience of work sought with letters of interest and capability statements. No responses were received offering equal or compatible projects for the specified brand name items that were being considered. The approved J&A will also be made publicly available as required by FAR 6.301 (DEVIATION 2026-O0017).

7. Determination of Fair and Reasonable Cost.

The Contracting Officer will determine that the price for this acquisition is fair and reasonable in accordance with FAR Part 15 (DEVIATION 2026-O0017) prior to contract award. Analysis will be performed by one or more of the following techniques: (1) Comparison of proposed prices received in response to the RFP; (2) Comparison of proposed prices with the Independent Government Cost Estimate (IGCE); (3) Comparison of proposed prices with available historical information; and/or (4) Comparison of market survey results. The fair and reasonable determination will be made based on the total price of the project. This proprietary items are not individual line-item prices in the solicitation.

8. Actions to Remove Barriers to Future Competition

For the reasons set forth in Paragraph 5, NAVFAC Mid-Atlantic has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVFAC Mid- Atlantic will assess whether competition for future requirements is feasible.
