About this file
This is a Sources Sought Notice issued by Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT) for market research purposes to determine the availability of Facility Related Control Systems (FRCS) building heating, ventilating, and air conditioning (HVAC) system Direct Digital Controllers from responsible sources. The Navy is seeking controllers with four primary capabilities: control of HVAC systems; operation using Honeywell WEBs licensed software for configuration and programming of control systems, databases, graphics, and controller configuration files installed by manufacturer-authorized/trained/certified companies and individuals; connection to the Building Automation Network (BAN) at Naval Weapons Station Earle, Colts Neck, New Jersey; and ability to obtain and maintain Authority to Operate (ATO) certification in accordance with Department of Defense Instruction (DODI) 8500.01 and DODI 8510.01.
NAVFAC MIDLANT is conducting this market research to support a Class Justification and Approval (J&A) that would authorize brand-name specifications under 10 U.S.C. 3204(a)(1) for Direct Digital Controllers utilizing Honeywell software and connecting to the BAN at Naval Weapons Station Earle. The anticipated Class J&A is intended to cover various construction projects spanning Fiscal Years 2026 through 2031. The Honeywell Niagara-based Building Management System is identified as the type of Direct Digital Controller system that will monitor and control HVAC systems for buildings at the facility. This is a pre-solicitation notice for market research only and does not constitute a formal request for proposal, quote, or invitation for bid.
