About this file

This is Amendment #0001 to a Naval Facilities Engineering Command (NAVFAC) solicitation for replacement of an elevator at the Defense Logistics Agency (DLA) Distribution facility in Building 159 at Marine Corps Air Station Cherry Point, North Carolina. The amendment, effective March 17, 2026, provides responses to 35 Pre-Proposal Inquiries (PPIs) submitted on March 9, 2026, and revises Contract Drawing 12908519-Sheet 3 of 29. The proposal due date remains March 31, 2026. Offerors must acknowledge receipt of this amendment prior to proposal submission or risk rejection.

Key clarifications from PPI responses include: no advance payments are permitted; invoicing is restricted to when materials, equipment, and work have been performed onsite; an arc flash study is required per specifications; there is no existing sump pump in the elevator pit; the bid bond requirement is 20 percent of total bid; and electronic bond submission via email is acceptable with visible seals. Regarding site conditions and logistics, the ATS (Automatic Transfer Switch) is located directly adjacent to the Main Distribution Panel per sheet E-101; sump pump discharge piping should extend indirectly to the second floor existing service sink; and respondents should submit proposals in accordance with the RFP, specifications, drawings, and amendments for clarifications on superintendent/SSHO/QCM requirements, scheduling tools, material lay-down areas, dumpster placement, restroom facilities, QEI inspection responsibility, fire alarm and protection vendor contacts, and existing BAS system details. The revised drawing clarifies firestop requirements for two existing elevator equipment piping penetrations into the elevator shaft and eight existing sprinkler piping and conduit penetrations into the elevator machine room.

The contractor is responsible for providing a completely new design new DDC direct drive digital control system, but the drawings are lacking any detail to do so.

Can the VA please clarify prime contractors are not to design build a new Direct Drive Digital Controls System, and that an existing system is in place we can connect to.

Spec(s) provided to cover DDC equipment/controls associated with requirements as shown in contract documents.

DOR believes the existing building system utilizes N2 protocol as existing equipment serving other portions of the building utilize

N2 protocol. However, DOR is not aware if building backbone has been modernized to the

BACnet protocol and existing N2 controls are communicating through a gateway.

Keynote 5 mentions trying the new sump pump drainage line to an existing sanitary line, will this work need to be performed on off-hours?

It is preferred to extend the discharge piping indirect to the second floor existing service sink. Therefore, no interruption in the sanitary sewer system will occur.

Transfer Switch)? The new controllers will require a pre-transfer signal from the

ATS.

Unknown. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

28 3/9/2026

If no pre-transfer signal currently exists, does the ATS have the capability to time delay and send a pretransfer signal to the elevators it serves? Additionally, where is the ATS located within the building for each elevator identified in the solicitation? Conductors will need to be run in conduit and programmed to function. Contractor needs to know the length of run, quantity or runs, and potential routing.

Drawing P-101

New Work

Keynote 3 states to turn 2" sump pump discharge pipe up in wall above ceiling at this location. Is it the intent for this piping to go up to the second floor and discharge into the service sink that is located in the second-floor janitors' closet?

Extend the discharge piping indirect to the second floor existing service sink.

30 3/9/2026

If the intent for the sump pump waste is to be discharged in Area F on the first floor, there will need to be a service sink installed in this location. During the site visit it was noticed that on the first floor in Area F the existing service sink (Janitor sink) was not installed as it has been previously removed and the waste and water piping has been capped. If the intent is for the discharge to be routed to the second-floor janitor's closet, please disregard as there is a service sink in this location. If the intent is to discharge the pumped waste on the first floor, we will need to install a new service sink and reconnect the water & waste for the service sink. Which location is preferred?

Extend the discharge piping indirect to the second floor existing service sink.

31 3/9/2026 Does the mini split need to be BACNET compatible? Provide per plans and specs.

32 3/9/2026 Does the sump pump need to be integrated in the control system?

There was no intent to connect to the existing

BAS system.

33 3/9/2026 Sheet FP001 specifically states under general note # 6 that if pipe sizes are duplicated there will not be a need for any hydraulic calculations to be performed. Why is there a requirement on page 2 of the 21 13 13 specifications, paragraph 1.2.2 defining the requirement for a QFPE ?

See spec section 21 13 13 1.2.2.a-e. Submit proposals in accordance with RFP, Specifications, Drawings, and all amendments.

34 3/9/2026 Can you please specify what is the percentage of the total bid bond for this project? 20%

35 3/9/2023 Is the electronic submission of the bond via email?

Yes, the electronic submission of the bid bond is via email, please ensure any seals on the bonds are visible electronically
