About this file
This Pre-Proposal Inquiry (PPI) Submission Form documents questions and responses for a Navy contract (N4008525R2685) to replace guardrails at Building 1807. The document contains 34 detailed inquiries from potential contractors, addressing key project specifications including concrete removal, deck coating, railing installation, safety requirements, and site conditions. Significant clarifications include confirming the project is design-bid-build with a portion of delegated design, specifying that full concrete replacement is not expected, and requiring the entire walkway between railing repairs and building to be re-coated.
Key technical details reveal the project involves balcony repairs where contractors must remove existing slab, metal deck, and adjacent structures as necessary to complete handrail replacement. The government expects contractors to address superficial concrete cracks according to topcoat manufacturer recommendations, seal joint conditions to prevent water intrusion, and repair EFIS/stucco areas damaged during construction. The building will remain occupied during construction, and contractors must follow EM-385-1 safety specifications, protect mechanical equipment, and coordinate work around existing residents.

Spec section 01 35 26, paragraph
1.8.3 states the level 2 SSHO may not serve as QC manager or superintendent. However, spec section 01 45 00, paragraph 1.6.1.1 states the QC manager is also to serve as the SSHO. Is the government allowing those 2 roles to be performed by the same person?
Yes
05/07/25 Will the government also allow the superintendent to perform the roles of SSHO and QC manager?
No
05/07/25 How thick is the concrete slab over metal deck that contractors will be removing?
See detail C3 Sheet A- 501.
05/07/25
Is the expectation for the contractors to remove the concrete slab down to the metal deck, or just deep enough to remove the current hand rails and install new?
Remove existing slab, metal deck, adjacent structure, etc. as necessary in order to complete the work.
05/07/25
How far out from the hand rails are contractors to provide saw cutting to remove the concrete and hand rails?
It would help if there was an approximate quantity for removal of concrete for all contractors to base our bids on so everyone is bidding on the same amount.
The Government expects the contractor to remove existing slab, metal deck, adjacent structure, etc. as necessary in order to complete the work.Only repair/replace what is damaged or removed to facilities per the SOW.
05/07/25
SOW asks contractors to repair all cracks along topside of balcony decks to eliminate water infiltration.
Can the government provide an approximate amount of cracks to be repaired so all contractors are basing their bids on the same amount?
We believe the cracks are superficial and need to be addressed IAW concrete top coat manufactures recommendations.
05/07/25 Is there an approximate amount of stucco repair that is anticipated being required on this project?
No. Only repair/replace what is damaged or removed to facilities per the SOW.
05/07/25
SOW asks contractors to apply gray waterproof deck coating to both balconies. Are contractors to remove the waterproof coating completely from each balcony and replace, or just in areas where the waterproof coating is damaged? If it is the latter, will the government provide approximate square footages of the coating that needs to be repaired?
The Government expects the entire balcony to be coated IAW with manufacture's instructions.
05/15/25
It was mentioned during the site visit that the contractors are responsible for determining the best means to install the new railings into the deck.
If this is the case, would that make this project a design/build, as we would need an engineer to provide stamped drawings as well as performing calculations on if the structure can bear the required weight?
This is a design bid build project. A portion of the project is delegated design as shown on drawing A- 501 and specification 05 12 00 Paragraph 1.3.3
05/15/25
Are there any more current record drawings showing how the existing rails are installed? There appeared to be multiple areas of differing means of installation of the railings.
See Record Drawings
05/15/25
Will the building be occupied during construction or will this project need to be phased to accomodate moving residents during periods of construction?
See specifications 01.14.00
05/20/25
There is no specification or notes on the drawings regarding replacement concrete for the deck. Can either pre-bagged repair mortars or ready mix be used.
Either pre-bagged or ready mix is acceptable as long as it is compatible with the top coat.
05/20/25
During the prebid walkthrough there were noticable cracks in the concrete walkways. It was indicated that these cracks are to be repaired however there are no notes or locations indiacted on the drawings.
Please provide a quantity of cracks to be included in the repairs. Also there is no specification section for crack repair. Do these cracks need to be repaired with epoxy injection / gravity feed or shall they merely be sealed with urethane sealants.
We believe the cracks are superficial and need to be addressed IAW concrete top coat manufactures recommendations.
05/20/25
Demolition note #3 indicates that only areas exhibiting scalling are to be stripped or grinded away down to bare concrete. It was indicated during the walkthrough that all existing coating is to be removed down to the concrete substrate for new coating work. Please confirm whether all existing coating is to be removed or just localized areas. If just localized areas indicate how much spot removal is to be included.
All coating is to be removed.
05/20/25
Specifications include section 09 67
23.13 referencing Standard
Resinous Flooring. Is it the intent to use this specifcatin for the new coating applied on the walkways or a more movement capable urethane
If other alternative is available. Please submit for review and approval.
system typically used in similar installtions but not currently specified or called out in the contract documents? Please confirm.
05/20/25
Detail A3 on A-501 shows the edge condition. There is no sealant indicated between the metal edge strip and the concrete. Please confirm whether this joint condition is to be left open as currently shown or should be sealed with some type of urethane sealant to mitigate water intrusion / rusting at the interface.
Joint to be sealed to prevent water intrusion.
05/20/25
It was discussed at the prebid walkthrough that the joint sealant at the interface between the horizontal concrete walkway slabs and the units vertical EIFS / Stucco walls was to be replaced. Please clarify whether any sealant is to be replaced and where.
EFIS/Stucco to be repaired as needed in areas that have been repaired/replaced or damaged to facilitate
SOW.
