About this file

This is an Industry Day presentation for two major construction projects at Marine Corps Air Station Cherry Point, North Carolina, to be advertised by NAVFAC Mid-Atlantic in January 2025. The projects consist of P-993, a $250-$500 million F-35 Sustainment Center, and P-995, a Composite Repair Facility.

P-993 is a 255,461 sq ft depot-level hangar designed to support 20 F-35 aircraft, featuring four paint booths, administrative space, aircraft modification shops, tool shops, and an ICD705-compliant secure area. The facility will be constructed using precast structural concrete panels, pile-supported foundation, and cross-laminated timber roof deck, with site development including utility improvements and a taxiway with bridge. P-995 is a 105,755 sq ft consolidated depot-level facility for advanced composites and rotor blade repair, constructed with structural steel roof framing, metal insulated roof system, and CMU walls with brick veneer. The facility includes specialized areas for composite repair, manufacturing, rotor blade repair, and shared spaces for painting, parts washing, and support functions.

GROUND RULES

This meeting is informational and for planning purposes only.

This is not a Request For Proposal (RFP). Discussions today will not be evaluated in response to any future requests for proposals.

Do not provide the Government with proprietary information, trade secrets, or any other information deemed source selection sensitive, or information that you do not want disseminated to the public.

Effort that any contractor/entity expends on this effort is at its own time, risk, and expense.

Hold all questions until the end of the presentation.

Everything you see today is a DRAFT and is subject to change.

INDUSTRY DAY GOALS

Notify the Industry of the upcoming solicitation for the P993/P995 – F-35 Aircraft Sustainment Center and Composite Repair Facility, Marine Corps Air Station, Cherry Point, North Carolina.

Inform Industry of the scope, timeline, and possible construction challenges for the project.

Solicit private sector input to help shape the project procurement.

PROCUREMENT STRATEGY

Project Budget DFARS 236.204 Magnitude of Construction: Between $250M and $500M

Acquisition Strategy Design-Bid-Build with Early Contractor Involvement Full and open competition Two segments to the procurement process Segment I – ECI Best value tradeoff process Up to 3 contractors will be selected for the ECI efforts.

Segment II – Construction Best value tradeoff process The contractors selected for Segment I will be prequalified to propose on the construction. Only the contractors who participated on the ECI segment will be prequalified.

Project Labor Agreement will be required.

EARLY CONTRACTOR INVOLVEMENT

ECI will focus on P993 but will also consider coordination and schedule with P995.

Projects will be at 65% design.

Contractors will work collaboratively with DOR and the Government team to improve the overall project delivery.

Preconstruction services will generally include:

Reviewing and evaluating the design documents at specified stages to identify potential constructability challenges and risks Provide value engineering-style recommendations and alternative ideas to improve the final product considering cost and schedule Advising on efficient construction means and methods Providing construction cost information Identifying construction cost and schedule risks and mitigation recommendations DOR maintains responsibility for the quality and engineering compliance for design Ensure design does not inhibit use of efficient construction means and methods, and to develop design solutions that avoid constructability challenges and minimize cost and schedule risks Careful consideration to avoid revealing any confidential business and proprietary information

PROCUREMENT TIMELINE

Segment I - ECI RFP: 9 January 2025 Proposals Due: 10 February 2025 Award: 14 March 2025 65% On-Board Review Meetings: Within 2 weeks of award

Segment II - Construction RFP: September 2025 Proposals Due: November 2025 Award: February 2026 Construction Duration: 1,274 days

SELECTION FACTORS

Segment I - ECI Best value tradeoff process Non-price significantly more important than price Non-price Corporate Experience (preconstruction services and construction), Preconstruction Services Approach, Safety, Past Performance Price for Preconstruction Services

Segment II - Construction Best value tradeoff process with prequalified offerors Non-price approximately equal to price Non-price Schedule and Small Business Utilization and Participation Price for Construction
