About this file
This document is a Presolicitation Questions and Answers (PPI) response for a Navy contract opportunity to replace conduit and wiring for street lights at Dam Neck Annex, Solicitation Number N4008525R0044. The document contains 35 detailed questions and corresponding government responses addressing critical project specifications, including conduit installation, wire specifications, wildlife-compliant lighting requirements, environmental compliance, and project logistics. Key technical requirements include using new direct bore conduit, installing amber-colored LED fixtures with U0 bug rating to comply with wildlife regulations, reusing existing foundations where possible, and disposing of all materials in coordination with NAVFAC environmental managers. The government confirmed splicing is acceptable, no submittals for lighting levels are required, and the contract completion time was extended from 120 to 180 days. Only contractors in MACC Group ID: ML-C00075 are eligible to bid on this project, which involves replacing 16 street lights and approximately 2000 linear feet of electrical wiring at Dam Neck, Building 372.

2 Please confirm if existing conduit paths may be reused for any portion of the run or if all conduit must be new.
NO, MUST BE ALL NEW/DIRECT BORE AND SHALL COMPLY WITH
NAVFAC EV REQUIREMENTS
3 Is grounding or bonding of each pole required to be connected back to the panel? If so, what type of ground electrode system is specified? KTR SHALL FOLLOW CURRENT NEC CODE.
4 Will the government provide as-built drawings of existing conduit routes, or is this entirely field-verified by the contractor?
NO AS-BUILT DRAWINGS AVAILABLE, WILL BE FIELD VERIFIED BY
CONTRACTOR.
5 What is the exact wire specification (e.g., THWN-2, XHHW-2, copper vs.
aluminum)?
KTR SHALL FOLLOW CURRENT NEC CODE, AND DETERMINE
WHICH WIRE SPECIFICATION IS APPROPRIATE.
6 Should wire be installed in a single continuous run, or is splicing in pull boxes acceptable (if waterproofed)? SPLICING IS ACCEPTABLE
7 Please confirm circuit voltage, number of conductors, and number of circuits feeding the 16 light poles.
KTR WILL HAVE TO DETERMINE/VERIFY THIS ON SITE, UNABLE TO
OBTAIN AS BUILTS.
8 Are specific light pole and fixture models (including height, material, and finish) to be provided by the contractor, or will government specify/provide? KTR WILL PROVIDE AND MATCH EXISTING ON SITE
9 If contractor is to provide fixtures, are photometric layouts or lighting levels required for submittal approval? NO SUBMITTALS WILL BE REQUIRED FOR LIGHTING LEVELS.
Does the government require amber-colored LED fixtures as noted in the environmental section for wildlife compliance? If yes:
a.Are the poles to be full cutoff (U0 rating)?
b.Should fixtures comply with UFC 3-530-01 requirements?
YES TO U0 BUG RATING. YES ALL INFO FROM CHECKLIST IS

11 Is concrete base demolition included in the removal of old poles, or are existing foundations to be reused?
EXISTING FOUNDATIONS ARE TO BE REUSED, UNLESS NECESSARY
TO REPLACE
12 Is there a designated on-base disposal location, or must all demolished materials be disposed of offsite by the contractor?
ALL MATERIALS TO BE DISPOSED OF OFFSITE AND COORDINATED
WITH NAVFAC ENVIRONMENTAL WASTE MEDIA MANAGERS
13 What specific tests are required after installation? (e.g., insulation resistance, voltage drop, continuity)
ALL LIGHTS WILL BE REQURED TO WORK FULLY AND AS INTENDED
TO DO SO. REFER TO SOW SECTION 7.10
14 Will a government witness be required during energization and testing of new streetlights? YES
15 Is a commissioning report or as-built documentation required upon completion? NO
16 What is the required turnaround time for government review/approval of submittals (e.g., poles, fixtures, wiring)?
