About this file

This document is an Amendment (Number 0002) to a federal solicitation for Design-Bid-Build (DBB) improvements at the Naval Undersea Warfare Center in Newport, Rhode Island. The amendment extends the proposal due date from August 6, 2025 to August 19, 2025, and includes several key updates: additional attachments to the Request for Proposal (including Special Instruction Schedules, Borings, and Roof Warranty documents), responses to pre-proposal inquiries, and an updated Wage Determination.

The amendment addresses specific technical and logistical questions from potential contractors, including clarifications about utility provisions, roof warranties, fire alarm system modifications, lightning protection testing, and work area access. Notable details include the government providing reasonable utility amounts (such as a 20 amp 110V circuit), confirming existing roof warranty status, specifying requirements for fire alarm and electrical system modifications, and outlining work hour and staging expectations. The solicitation remains restricted to Multiple Award Construction Contract (MACC) holders for facilities in the north area of responsibility.

PPI# Page Section Paragraph Question Government Response

1 01 50 00 3.2.2.d Please confirm the government will furnish all necessary utilities needed to perform this project.

The government will provide reasonable amounts of utilities for this project only. For electricity, a 20 amp circuit of 110V will be available at the closest receptacle.

Unusual amounts (like powering a welding machine) will be the responsibility of the contractor.

2 07 53 23 Please confirm an existing roof warranty exists with the manufacturer or entity that carries the warranty for the roof. Provide a copy of the existing warranty.

The existing roof warranty for the main roof will have expired at the time of construction (See

Attachment Q- Main Roofing

System Description). The

Mezzanine Roof warranty is enforced until 11/25/33 (See

Attachment P- Mezzanine Roof

Warranty).

3 28 31 70 Please confirm the existing fire alarm system manufacturer. Please also confirm there is sufficient capacity in the existing system to add the devices this project is calling for. Please also confirm if we are to test the entire system or just our added devices.

Refer to FA001 diagram A3.

Existing fire alarm system is conventional Simplex 2001-8001

(serial no. T11046TD). New addressable FACU will be required for the equipment added in this project, and new fire alarm signal transmitter will be required for the signal transmission from the new panel. Connection between the existing fire alarm system and new fire alarm system will be for initiation of notification appliances throughout the building upon activation of either panel and for configuration of panel interface such that the system reset function of either panel can be accomplished without reactivation from the system that remains in alarm. A simultaneous reset of both systems is not acceptable. Contractor is responsible for system components in order to provide these functions. If a spare circuit is required on the existing fire alarm system, two of the existing initiating device circuits can be combined. Testing is required in order to ensure acceptance of the new system and functionality and re-acceptance testing for the existing system components in accordance with NFPA 72.

4 26 41 00 Please confirm if we are to test the entire lighting protection system or just our extension of the existing system.

Test the entire lightning protection system after extension to building addition.

5 The plans call for both an acoustic ceiling and a cable tray in the new control room.

Please confirm this and if the cable tray is to be above or below the ceiling.

See keyed note 1 on E-103. Cable tray is to be installed below the raised floor and extend down at the cable access panel locations.

Cable tray will continue to

Ground Level near Lab Space 1-

GFCI. Please provide a list of the FFE the contractor is to install.

Response will be provided on a forthcoming amendment

7 A102/ A601 Please confirm if the stairwell is to receive an acoustic drop ceiling or gypsum drywall ceiling at the

2nd floor.

The stairwell ceiling is gypsum wallboard, see A-102 and A2/A-

501.

8 S202/ S203 Welding/steel work is shown on the backside of the steel up against the exterior metal panel system. Is it anticipated that some of the exterior metal panel system will require removal to properly access the backside of the building steel?

Panels and some CFS soffit framing will likely need to be removed above the flask room for welding work related to the beam reinforcing. See notes on SD-101

& AD-101. Panel removal is not anticipated to be needed for vertical bracing upgrades.

9 01 50 00 Will access be made to the contractors to bring steel through the building and hoist up to the mezzanine?

Contractor will be allowed to hoist. After the stair tower is constructed, it will be the preferred route for bringing material up to the mezzanine.

10 Will the large roof hatch above the multi-story open space be made available to the contractor for hoisting steel members into the building?

Government will open and close the hatch upon request. This will happen on a limited basis and scheduled at least a week in advance.

11 Will the existing overhead crane in the high bay area be made available to the contractor for hoisting efforts?

No.

12 Is there a schedule for the work of the government in the high bay area or will the government not work below when the contractors are working overhead on the mezzanine(s)?

Depending on what the government needs to do in this area, there may be short periods of time when the contractor will not be able to work. This will be scheduled well in advance so the contractor’s efforts can be coordinated.

13 Can the government provide loading criteria of the roof and mezzanine for the contractor to utilize in determining means and methods of bringing steel into the building and for

Mezzanine live load capacity is at least 50 PSF. Roof traffic will be for personnel only with material transport limited to what one person can carry (~50 pounds).

hoisting and erecting the steel?

14 8 01 11 00 1.3 "Before work is started, arrange with the Contracting

Officer a sequence of procedures, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways." Who is responsible for moving the materials and equipment?

Does the contractor need to provide storage for the materials and equipment?

Contractors will have an area to be used to support their work.

Contractors will be responsible for the safety and security of their materials during the project.

15 9 01 11 00 1.7 Can the government provide a list of salvaged items to remain the property of the government?

Salvaged items are indicated on the drawings (AD101) and includes freestanding guardrail system and soffit panels under the mezzanine. Coordinate items designated by the Contracting

Officer to be salvaged in accordance with 1.7 of

Specification Section 01 11 00.

16 11 01 14 00 1.2 The adjacent occupied spaces contain testing environments that require low-ambient noise to perform their operations. Will off-hour work be required for the majority of the construction activities?

Tests are scheduled well in advance and will be provided to the contractor. Testing does not occur 24/7 so most of the time, construction noise will not be a factor.

17 15 01 14 00 1.5 Are there any "FAD" badge restrictions? Can a contractor that has the "FAD" badge be able to escort a certain number of subcontractors?

Response will be provided on a forthcoming amendment

18 Can you please provide the sign in sheet from the site walk?

This Site Visit sheet was included in Amendment 1 on 7/2/24.

19 Photos were not allowed during the site walk. Can the government please provide photos of the existing building and ground area for the site work?

Response will be provided on a forthcoming amendment

20 Can the government please provide the boring test results of the soil conditions?

Boring results from previous project are provided for reference in Attachment N- B 1246 P-056

VPT Addition- Borings.

21 Can the Government provide photos of the work Area?

Response will be provided on a forthcoming amendment

22 01 50 00 Will contractors be allowed to place a 40’ Storage box on site for light fixtures that need to be removed and stored? Or will a storage area be assigned within B1246 for storing light fixtures?

Storage area will be available during construction, refer to G-

101 for approximate area which will be confirmed at the preconstruction meeting.

23 01 14 00 Please confirm the work hours for this project.

Refer to 01 14 00 para 1.3.2 for the work hours.

24 E-102 Note 14 &

Please provide more information about the existing lighting control switches at Mezzanine 300.

Keyed notes 14 and 15 on drawing E-102 refer to connecting new lights to the existing switches.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.

Union Rate Identifiers

A four-letter identifier beginning with characters other than

""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.

Union Average Rate Identifiers

The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:

UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.

A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.

Survey Rate Identifiers

The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007

6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.

?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).

State Adopted Rate Identifiers

The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007

01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.

WAGE DETERMINATION APPEALS PROCESS

1) Has there been an initial decision in the matter? This can be:

a) a survey underlying a wage determination

b) an existing published wage determination

c) an initial WHD letter setting forth a position on a wage determination matter

d) an initial conformance (additional classification and rate) determination

On survey related matters, initial contact, including requests for summaries of surveys, should be directed to the WHD Branch of Wage Surveys. Requests can be submitted via email to davisbaconinfo@dol.gov or by mail to:

Branch of Wage Surveys

Wage and Hour Division

U.S. Department of Labor

200 Constitution Avenue, N.W.

Washington, DC 20210

Regarding any other wage determination matter such as conformance decisions, requests for initial decisions should be directed to the WHD Branch of Construction Wage Determinations.

Requests can be submitted via email to BCWD-Office@dol.gov or by mail to:

Branch of Construction Wage Determinations

Wage and Hour Division

2) If an initial decision has been issued, then any interested party (those affected by the action) that disagrees with the decision can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7).

Requests for review and reconsideration can be submitted via email to dba.reconsideration@dol.gov or by mail to:

Wage and Hour Administrator

The request should be accompanied by a full statement of the interested party's position and any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative

Review Board (formerly the Wage Appeals Board). Write to:
