About this file
This document is a final contract award for the NH-16 Replace Air-Cooled Chiller project at Naval Support Activity (NSA) in Norfolk, Virginia. The contract was awarded to DAVCON INC for $198,400.00 on May 8, 2025, with a 180-calendar day performance period. The project involves replacing the existing air-cooled chiller in the courtyard of Building NH-16, which requires installing a new chilled water supply and return tie-ins, new butterfly valves, and connecting a temporary chiller located on the sidewalk near NH-39.
The contract includes provisions for crane operations, chiller removal and installation, and system modifications. The contractor must perform work in accordance with standard industry practices, applicable local, state, and federal codes, and Unified Facilities Criteria. Key requirements include removing existing isolation valves, installing temporary cooling connections, and ensuring proper chiller controls using the existing Automated Logic system. The project is funded through the Department of the Navy's Naval Facilities Engineering Command (NAVFAC) and has specific wage determination requirements under Davis-Bacon Act guidelines.

Amendment 0002 dated 25 March 2025:
The purpose of this amendment is to Provide Additional Drawings and Schedule in Reference to PPI #39 and Extend the Proposal Due Date to 31 March 2025.
Pre-Proposal Inquiry (PPIs) #1-54:
PPI # QUESTION RESPONSE
1 Due to the ordering and manufacturing timeline (40 weeks) of the new 60-Ton Chiller, a 180-day duration for this contract will not be sufficient. We would recommend at least a 300 day duration, will this be acceptable?
Excessive material lead times will be justification for a no cost time extension.
2 When will the temporary Chiller need to be installed?
(Within 30-60 days of award? Once New Chiller is placed on order? etc?) We need to know this in order to calculate rental costs of Temporary Chiller.
At the same time that the existing chiller is taken down.
3 Will the Superintendent be allowed to perform the roles of QCM and SSHO?
Project can be triple hat. Superintendent can perform QC and SSHO roles but must be qualified for each.
4 Will the crane lift(s) have to be performed after hours or on a weekend, since a parking lot (just south of the Chiller) will most likely need to be cleared out for the crane to maneuver?
Yes, the crane lift will need to be performed after hours or on a weekend.
5 Will compaction testing of the soil for the concrete slab extension be required?
Yes
6 Will concrete testing be required for the concrete placement?
Yes
7 Will TAB be required for Temp Chiller, for New Chiller? TAB should be conducted to verify proper equipment function.
8 Will the contractor be required to provide any new Control work required? If so, who is the current Controls Contractor the base utilizes?
Contractor responsible for chiller controls.
Controlled by Automated Logic.
9 Does the existing Chiller's refrigerant become property of the contractor or is the recovered refrigerant turned over
Recovered refrigerant is property of the contractor and must be handled and disposed of to the government? following all applicable regulations.
10 Can Mechanical drawings be provided showing what the existing Chiller is feeding?
Yes, they can be sent as .pdf's. See attachments “15060m7.pdf”, “15060m8.pdf”, “15060m9.pdf”
11 At the site visit it was mentioned about other possible locations for the Temporary Chiller. Since the current contract documents specify the location (walkway near NH-39), will any other optional locations be promulgated to all bidders so we're all bidding the same situation?
At the Pre-Bid meeting, it was discussed that if a different temporary chiller location works better, please specify and bid accordingly.
12 Can this project be supervised with a "Triple Hat", (combined SSHO/QC/Superintendent) due to its simplicity and short duration?
Project can be triple hat. Superintendent can perform QC and SSHO roles but must be qualified for each.
13 The BOD Trane chiller utilizes traditional copper tube / aluminum fin construction for the condenser coils. Are micro-channel condenser coils an acceptable alternative to the BOD copper tube / aluminum fin construction?
Yes, micro-channel is acceptable
14 General Requirements state the Time for completion to be 180 days from the award of the task order. The BOD chiller is 26 weeks + holidays + 1 week for delivery. Can the CCD be extended to 240 days from award to allow for approval and release of chiller to include lead time for delivery? Or will this be addressed as a NTCE after award once the timeframes are established?
Excessive material lead times will be justification for a no cost time extension.
15 Demolition requires the removal of the existing isolation valves and replaced with new to allow for installation of temporary connections. This will require an extended outage and draining down the system anyway. If the replacement of the chiller can be accomplished from a Friday to Sunday to include start-up can the requirements for temporary cooling be deleted?
Yes
16 BOD chiller requires an independent 115V, 20 amp circuit for the heaters. Please advise if there is an available circuit spare and its location since the existing chiller does not have this provision.
Circuit is existing
17 Work tasks require the system to be drained down to accomplish the work. Has the water been tested to allow for discharge down the nearest HRSD location? Or will the water need to be captured and disposed of/or re-introduced into the system?
Discharge will need to be captured and disposed of properly.
18 Please advise which DDC system is incumbent to the chiller under the CJ&A for controls for this building.
Must be field verified.
19 A crane will be utilized to set both the temp chiller and the new chiller. The crane plan will require FAA approval with actual dates the work will be done.
Recently that has taken up to two months to receive. Will a NCTE be issued should that approval delay affect the
CCD?
Due to equipment lead time this should not impact the project schedule. Contractor to submit the crane plan for approval while awaiting equipment fabrication and delivery.
20 Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
Project can be triple hat. Superintendent can perform QC and SSHO roles but must be qualified for each.
21 If the building remains occupied, how many people will be in the building?
Bid as shown
22 Can the period of performance be extended after award once the material/equipment lead times are confirmed
See PPI #1 due to current market conditions for the equipment for this project?
23 If any underground piping is required to be replaced, are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Bid as shown
24 Please advise if third-party commissioning is required? If this is a requirement, please advise who is responsible for hiring the commissioning agent.
Contractor is responsible for any third-party commissioning.
25 Please provide the contact information for the building controls contractor.
Automated Logic Controls are currently.
26 Please advise if the controls need to be upgraded or if the changeout is as simple as a disconnect / reconnect of existing controls.
New chiller should tie-in to existing controls.
27 Please provide the contact information for the building fire alarm company.
Bid as shown
28 Please provide the site visit attendee sign-in sheet. See Attachment “Site Visit Log 022625” 29 Please provide photos of the job site and existing conditions.
Bid as shown
30 Are as-built drawings available for review? Yes, see attachments “15060m7.pdf”, “15060m8.pdf”, “15060m9.pdf”
31 How can the temporary chiller be set? Should it remain on a trailer or is the intent it is set on the sidewalk? Will the sidewalk be able to handle the weight of the temporary chiller? If no, will the contractor be responsible for any damage due to the temporary unit?
Contractor to determine weight of temporary chiller and determine if it should remain on trailer or placed on sidewalk. Sidewalk is not to be damaged.
32 Please confirm the current measurement, including thickness, of the existing chiller pad.
Match the existing concrete pad thickness;
Minimum 6" thick.; Drill and epoxy grout # 6 @ 24" o.c to existing pad. ; 8" embedment depth + 2'6 typ. Length for dowel bar; continous3/4" chamfer typ. at slab top edges
33 Please confirm the best path for the crane to enter to set up for the installation of the temporary chiller. If temp.
chiller is to remain on a trailer, this request is not applicable.
See PPI #31
34 Please confirm the best path for the crane to enter to set up for the removal of the existing chiller and installation of the new chiller.
Crane will need to enter the base through Gate A.
35 Please confirm a temporary chiller is required as it was mentioned on the site visit the changeout for the new chiller could be accomplished without the temporary unit.
Temporary chiller is contingent on lead time for new chiller. Temp or New chiller to be in place before outdoor temperatures lead to overtemp inside building.
36 Is Trane the only approved equipment manufacturer for both the temporary and new chiller or will approved equals be allowed? If yes, please provide a list of approved manufacturers.

** Workers in this classification may be entitled to a higher minimum wage under Executive Order 14026 ($17.75) or 13658 ($13.30). Please see the Note at the top of the wage determination for more information. Please also note that the minimum wage requirements of Executive Order 14026 are not currently being enforced as to any contract or subcontract to which the states of Texas, Louisiana, or Mississippi, including their agencies, are a party.
Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers
A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers
The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.
The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.
A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.
Survey Rate Identifiers
The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.
?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).
State Adopted Rate Identifiers
The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.
