The purpose of this amendment is to provide the Site Visit Log outlining the location, date, time, and attendees of the site visit.
The purpose of this amendment is to provide responses to Pre-Proposal Inquiries (PPIs) #1 - 22 and provide Enclosure 1 for PPI #3.
During the site visit, it was mentioned that normal Division 1 General Requirements for Naval Station Norfolk would apply for this project, and that there were no special QC requirements needed.
That being said, will the government allow 1 person to triple hat the site superintendent, QC manager, and SSHO roles?
The construction office agrees that having one site superintendent being triple hatted is acceptable. However, refer to Sheet CS103, Note 3 which requires the contractor to provide commissioning services. This service/start-up/ calibration must be provided by the manufacturer/supplier or approved 3rd party entity.
JB Jones: The drawing notes indicated that no soil can be reused on the site. That is incorrect.
The intent will be to reuse as much of the soil on site as possible.
Can we have a list of the types of soil testing that need to be performed on any excavated soil prior to hauling off base?
Excavated soil from the site can be used as backfill at the same location in which it was excavated provided that the soil is not saturated with petroleum (e.g. oil drips out when soil is squeezed). If any excavated soil can no longer be used as backfill, the sampling frequency will be one (1) sample for every 250 cubic yards (CY) of soil. The test parameters are as follows:
Ignitability, Corrosivity, TCLP Metals, TCLP Extraction, TCLP Mercury, TCLP Herbicides, TCLP Volatiles, TCLP ZHE Extraction, TCLP Pesticides, TCLP Semivolatiles, TCLP PCBs, TPH DRO, TPH GRO, BTEX. The contractor proposal should add CLIN's to perform testing and disposal for 50 CY of unsuitable material in case it is necessary.
Does the new fueling skid require safety lights?
JB Jones: The local manufacturer and the WBDG standards allow for the addition of two mounted lights. The model initially selected did not have the additional lights, as there were already lights in the parking area. However, the customer has requested lights. A sample design standard sheet ES507 (Enclosure 1) is attached to explain the layout. In this option, there will be two 150-watt HPS lights, each one to be mounted on one opposite end of the skid. Lights shall be approximately 12 feet above finished floor elevation. I have reached out to the local supplier to determine whether the lights feed through the single control cabinet or through an independent switch. Regardless, all Class 1, Division1, Group D requirements still apply.
What is the total dynamic head for the pump that we are to install?
JB Jones: Note 4 on Sheet CS102 states the pump is to be rated 600 gpm at 100 ft TDH.
However, I neglected to clean up the material list on that same sheet. Item 2 called it out as 96 ft TDH. Both would have worked, but the correct figure is
Could the government please specify the coating requirements for the new fuel pipe being installed?
JB Jones: Refer to Note 6, Sheet CS102 for paint specifications. These paint requirements were intended for the pump skid and piping.
Does the inside of the new fuel pipes need to be coated?
JB Jones: No internal coatings required.
Could the government please specify the coating requirements for the proposed steel supports for the proposed new fuel pipes?
JB Jones: Refer to Note 6, Sheet CS102 for paint specifications.
options for ingress/egress to the area serving the road that is to be demolished and re-paved?
JB Jones: There can be two separate one day road closures for each individual road crossing.
The road closures cannot be simultaneous. After backfilling the excavation with 21A stone, provide steel plates over the entire unpaved surfaces until the asphalt surface course work is completed.
Does a temporary road or alternate detoured access need to be installed for the time the road will be closed for utility work and pavement patches?
JB Jones: No alternate road or detour is required based on previous response (see above).
and provide more detail for the proposed drainage grates located alongside the proposed fuel skid?
Where does the proposed drainage grates tie into?
JB Jones: There is no proposed drainage work in this project.
Is stainless Steel an acceptable alternative for the additional fuel pipe?
JB Jones: There is no existing stainless steel conveyance piping on this installation. Keep piping as Schedule 40 steel pipe to match the existing.
The permits required to tie into the existing fuel system are unclear.
Could the government specify what that process entails.
JB Jones: The only permit for tying into the system is the "hot work" permit. The fuel terminal operators, LB&B, will operate all valves to support the work and set isolation.
They will also vac out the lines to remove the fuel. After the bulk of the fuel is removed, the construction contractor will be responsible to capture any residual fuel when the pipe is cut.
The contractor will be responsible for disposing of that fuel. The residual fuel should be a very minor amount. The hot work permit is the responsibility of the contractor to allow for cutting and welding on pipe (spark producing activities).
Additional Point of Clarification for the Testing and Acceptance of the New Pump Skid & Piping: The government will supply the JP-5 fuel to test/ accept the new pump skid and piping. The fuel farm operator (LB&B) will operate the fuel offloading truck and other valves within the compound. The government will collect the "used" JP-5 fuel at a downstream location on the fuel farm. The fuel will then be considered "off spec" and be reclassified as F- 76 fuel. This supply and collection operation is not part of the contractor's set of responsibilities. It is delineated here as an explanation of the acceptance of the new equipment.
How long does it take to acquire a permit to tie into the existing fuel system?
JB Jones: There is no actual permit to tie into the fuel system. As stated in a previous response, there is a "hot work" permit required. The construction office can better answer this, but this is a daily activity conducted by the Fire Department.
Normally, a 24-hour notice is sufficient.
What agency on base processes the permits for tying into the existing fuel system? Could the Government provide a contact?
JB Jones: Hot work permits are issued from the Base Fire Department. This is a standard procedure.
Could the government provide some up close pictures of the existing fueling skid's and equipment or their placards?
JB Jones: There is a material list of components and complete schematic of the pump skid on Sheet CS102.
Does the staging area need to be fenced in? If so, could the government provide details of the temporary fence requirements.
JB Jones: No fencing requirements. Refer to Sheet CD102 for inlet protection measurements in that area.
Is temporary water and electric available for onsite for construction activities?
JB Jones: No
Please share a Sign In Sheet. The The site visit sign in sheet was posted on sam.gov on 11/26/24 under Amendment 0001 of the solicitation.
Is US Citizen required in Job site?
US citizenship is not a requirement for this project. The requirement is personnel must be either a US Citizen or US personnel that can obtain a DBIDS badge and gain access to the base.
US citizenship is not a requirement for this project. The requirement is personnel must be either a US Citizen or US personnel that can obtain a DBIDS badge and gain access to the base.
Is email submission is accepted or only PIEE for Proposal Submission?
Proposals shall be submitted via PIEE.
The existing circuits feeding the water/low htr control panels were 40A/3P, however the new panel shows them as 20A/3P circuits. Was this the intention and will these circuits be able to power the control panel as necessary?
Dave Burnette: The actual value should be 3P-40A. This was an error on the drawing. ED701 and EP71 show incorrect values. These are existing circuits.
There is a spare 100A breaker in the existing panel. Is there existing cabling feeding this breaker, and if so, where do those cables feed to?
Dave Burnette: It is unknown whether the Spare 100A breaker in the panel has wires attached.
The panel cover was not removed to verify this. The assumption is that since it is marked as a Spare that there would not be anything connected.
The purpose of this amendment is to provide response to Pre-Proposal Inquiry (PPI) #23 and provide a revised Price Proposal Form.
Will there be a new price proposal form issued to include the additional CLIN for testing and disposal of 50 CY of unsuitable soil, as mentioned in PPI response #2?
Price Proposal Form has been revised to add an additional CLIN item for soil testing and disposal.
The purpose of this amendment is to provide responses to Pre-Proposal Inquiries (PPIs) #24 - 25 and provide another revised Price Proposal Form.
On the revised price proposal form, the description for CLIN 0001AB asks for pricing on 50 cubic yards of unsatisfactory soil, however the unit column says tons. Should the unit be CY for that column, or are we to price out 50 tons of unsuitable soil?
The unit is tons. The price proposal form has been revised.
Drawing CS101 and CS102 show a 6" double block and bleed valve at the end of the offloading skid. Drawing CS101 also shows a separate 8" double block and bleed valve approximately 30 ft away from the skid. Having 2 valves on the same line would create an area where thermal expansion could be a problem if both valves were closed at the same time. Is the governments intent to have both of these valves or is 1 valve acceptable?
JB Jones: The 8-inch valve is intended as an auxiliary emergency valve.
Both valves are requested.
The purpose of this amendment is to request best and final offers extending the proposal due to date to 23 April 2025 at 1400 EDT, and to provide an updated Wage Determination; Number VA20250160 dated 28 February 2025.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers
A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers
The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.
The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.
A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.
Survey Rate Identifiers
The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.
?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).
State Adopted Rate Identifiers
The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.
