PRE-PROPOSAL INQUIRIES
QUESTION GOVERNMENT RESPONSE
1. If available, please provide shop drawings for the original precast structure.
Shop drawings have not been found after extensively searching the digital and paper archives, and are presumed unavailable.
REF- SOW Drawings
2. Understand that we are to provide a Hazardous Material Survey in our proposal, but the RFP also states that we are to remove and dispose of hazardous material. We are unable to price unknown /unforseen hazardous material abatement in our proposal to the government. Please clarify if hazardous material abatement discovered from the survey or during construction will be handled as a change order.
Yes, discovered HAZMAT will be handled as a change order.
REF- SOW Part 12.F
3. Part 1.7.1.1.1 states "The SSHO may also serve as the Quality Control Manager. The SSHO may not serve as the Superintendent."
Part 1.7.1.2 states "The Contractor Quality Control Manager can be the SSHO on this project. The SSHO can be the Superintendent on this project. The Superintendent cannot be the QCM." Please clarify that the SSHO and QCM can be the same person, but the Superintendent cannot serve as the SSHO or the QCM.
Clarification: The SSHO and the QC Manager are permitted to be the same person. The SSHO and the Superintendent are permitted to be the same person. The QC Manager and the Superintendent cannot ever be the same person.
REF- SOW Section 01 35 26 Part 1.7.1
4. Part 1.4.5.1 calls for a Fire Protection QC Specialist. Since the work of this project has nothing to do with "proper construction and installation of life safety and fire protection features" please clarify if this requirement can be eliminated from the project requirements.
Concur; as long as the fire sprinkler system is not disturbed in any way, the Fire Protection QC Specialist is not required.
REF- SOW Section 01 45 00.05 20 Part 1.4.5.1
5. There is an expansion joint between double tee units along column line H on level 2 and 3 (see attached photo). Please clarify whether or not we are to include any work associated with these expansion joints.
This expansion joint is worn and deteriorated on the 3rd floor - roof level only. Include replacement only at this level.
REF- SOW
6. Please clarify if we are to include any floor/stair joint work in the stairwells, vestibules, elevator machine rooms and janitor rooms.
No work is to be included for these interior, enclosed spaces such as the stairwells, vestibules, elevator machine rooms, storage areas, electrical rooms, and janitor rooms.
REF- SOW
7. Please confirm contractors will be provided a staging location throughout the duration of the project.
One opportunity for a staging area that has been presented is on the first (ground) floor underneath the 1st to 2nd floor ramp. The tenant is willing to clear out approximately 1/2 of the space underneath the south ramp, which would yield about 1,500 - 2,000 sq. ft. This space is sheltered and would be available for the duration of the contract without a need for relocating or remobilization. Please confirm if this arrangement is adequate to meet staging location needs.
8. Will the staging location need to be relocated, and if so, how many times will we need to remobilize this staging area to different locations?
See PPI response # 7
9. Please confirm the work schedule is standard working hours Monday through Wendesday, with work prohibited on Thursday due to graduation, and a 12:00 PM start on Friday.
See PPI response # 10
10. What are the standard working hours allowed for the schedule described above?
Standard working hours are as listed in item #13 of the RFP: Monday through Wednesday, 0600 - 1700, which is 6:00 AM to 5:00 PM.
Friday, 1000 - 1700, which is from 10:00 AM to 5:00 PM.
11. May we work on Saturdays?
Any work on Saturdays must be pre-approved a minimum of two weeks beforehand. Regular Saturday work is discouraged.
12. May we work overtime Monday through Wendesday?
The contractor may work extended hours from 0600 - 1800 if requested and approved beforehand.
13. Please confirm that areas of work at all levels of the parking garage will be turned over to the contractor for the duration of that work scope.
The garage must be completely returned to full in-service conditions for parking usage during the entire day on Thursdays and extending into Friday morning up until 10:00 AM. Outside of Thursdays and Friday mornings, the garage will be turned over to the contractor for the duration of the work scope.
14. Can we leave protections, equipment, and temporary weatherproofing measures in place on Thursday and the first half of Fridays, or must we demobilize these for Thursday graduations and then remobilize?
No, see PPI response #13. These measures must be demobilized and completely removed for Thursdays and the first half of Fridays.
15. Can you provide a phasing plan indicating how large of an area we can take over before demobilizing and turning the garage back over to ownership for Thursday graduation?
See PPI response #13. The entire garage must be restored for full parking use on Thursdays and Friday mornings.
16. Please confirm the anticipated duration of the project is 365 calendar days from the date of award.
Concur, and this is assuming all CLINs are executed. Please include a proposed project duration with anticipated work schedule, whether standard days/hours or any overtime is planned.
17. What is the anticipated contract award date for the project? June 27, 2024.
18. The RFP states that the contractor shall begin performance within 1 calendar day after award. Given the need for submittals, preconstruction activities, and mobilization, can you provide a more realistic anticipated start date for the project that accounts for these necessary preparations?
Beginning performance may consist of preparing submittals, initiating design, etc. It is not intended that the contractor mobilize and begin physical construction the day after project award.
19. Can you advise on the daily mobilization process to the work site location and any additional security requirements that might affect our daily duration on-site?
Contractors must be screened through DBIDS, as is typical for work on NAVSTA Great Lakes. In addition, vehicles accessing RTC require authorization with the Visitor Center, B-6130, which typically requires proof of vehicle registration and insurance (check exact requirements with the Badge & Pass office).
20. Can you specifiy the structural flang-to-flange connection and anchor repair detail?
No, being design-build this is for the Designer Of Record to investigate, calculate, and prepare details.
REF- SOW
21. Please provide (2) unit prices for CLIN 002 Bid Option, as it states "repairs/replacement" and the costs will differ based on these work options.
Please see revised line items.
REF- SOW
22. Are the two winged expansion joints on the 2nd and 3rd levels being removed and replaced?
See response to PPI # 5.
23. If winged expansion joints are to be replaced, can you provide a specification for the material, as this can be expensive depending on product.
The government is not permitted to specify proprietary materials or vendors. Replacement should be like-in-kind, matching appearance and function.
24. Please provide a linear foot or square foot quantity per location for reinformcement repair, as it is difficult to determinee the extent of the repair required "per area."
The intent is to have a complete restoration of deteroriated rebar. It is understood the levels of repair effort will vary from area to area.
Pricing shall be based upon an average level of effort. The unit of measurement remains the same. NAVFAC will evaluate and provide concurrences on areas recommended by contractor.
REF- SOW
25. Please confirm that isolated concrete repairs (i.e. partial depth concrete repairs/patching) are not included in the base bid.
Concrete repairs that are adjacent, incidental, and necessary to the requested CLINs would be required, such as badly deteriorated edges next to caulk joints or flange connectors. Wholesale patching of all locations throughout the garage that show deterioration is not the intent of the project.
26. Can you provide specific allowances for unforeseen conditions that might arise during the project?
Contingencies are not allowed for unidentified scope.
27. Will temporary utilities be provided on -site, or should we include the provision of these in our bid?
There are a limited number of 120V receptacle outlets in the stairwells for electrical supply. The tenant has agreed to open the janitor's closets which has access to water supply. Other utilities are not available.
28. What are the requirements for waste disposal, and are there any specific protocols for handling and disposing of hazardous materials?
Waste disposal is to be in accordance with Section 12 of the RFP.
Hazardous materials are required to be handled and disposed of in accordance with the Specifications Section 01 57 19 Temporary Environmental Controls
29. We would like to request shop drawings. See response to PPI # 1.
30. Does the WABO expansion joint on Level 3 need to be replaced?
See response to PPI # 5.
31. Will the parking garage be empty during construction? See response to PPI # 13, 14, and 15.
32. Are we required to provide any stripping after the work is complete?
Presumably this question relates to striping lines of the parking stalls, and not stripping (removal) of paint or disrobing of garments. Where lines are affected by the work, striping would be required to restore conditions. Otherwise, complete restriping of all the parking stalls is not intended.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all…
