Reference Question Government Responses
Page Section Paragraph
The solicitation requires contract completion within 270 days of task award.
I have concerns about this timing since it includes design (with 4 submissions, 35%, Pre-final, Interim Final and Final and the Government gets 21 days to review), (2) Design Review meetings (35% and Pre-final), product submittal review (the 400Hz converters require Government review) and procurement of equipment and then construction all in 9 months. Could we request a, additional 6 months to complete the project, or a government review of the time offered for completion?
No, 270 days is considered adequate time for this design-build project.
The project scope includes removal of (1) 125kVA 400 Hz converter and installation of (13) 90kW 400 Hz converters. Has the government verified there is adequate capacity in the electrical distribution system to support this?
No but with diversity there isn't great concern. Regardless, DOR will have to determine/verify the 60Hz system loading.
Is there a demand factor that the Government is utilizing for the 400 Hz load? How many of the (13) 400 Hz converters are expected to run at the same time and what is the anticipated load for each?
Demand factor data will be provided after consultation with the Activity. This will be post-award.
Will the DB Team be required to meter the existing building service, for 30 days, to confirm adequate capacity?
No metering is required.
Will the contractor be allowed to de-energize equipment prior to removing or installing? Is there any equipment that needs to remain operational which will require the contractor to work on energized equipment to complete the scope of work?
No energized work will be authorized.
N40085-24-R-2761
(End of Summary of Changes)
Is there a basis of design 90kW 400 Hz converter that the government has in mind? If so, what is it?
No, the requirements of the equipment are provided in UFC 3-555-01 and UFGS-26
35 43.
Confirm that the electrical calculations shall only be required for new equipment provided under this scope and existing upstream devices required to complete the calculations for the new equipment.
Electrical calculations will be required for the entire 60Hz infrastructure in Hangar
111.
Will any other equipment besides the existing 400 Hz Converter need to be turned over to the government? Who is responsible for removing the converter from the building? Will the contractor be required to deliver it off-site? If so, where?
The existing 400Hz converter is the only equipment to be turned over to the
Government and it won't be required to be moved from its current location.
RFP calls for removal of the 125kVA 400Hz system and installation of
13x90kW=1170 kW (10x the capacity current system). The RFP also requires the design to utilize the existing 480Y/277V infrastructure to supply the new 400Hz system. Does the existing 60Hz system have adequate capacity to operate the new system? Are we to assume it does for the pricing purposes?
Yes, the existing 60Hz system is considered adequate to support the addition of the new 400Hz infrastructure.
Also, refer to the responses to PPI's 3 and
4.
RFP states: "Provide a complete updated one-line power diagram for Hangar 111."
Please confirm whether or not we are supposed to survey the entire facility and verify all existing electrical service and distribution equipment?
Yes, however, the existing one-line is considered fairly accurate so a complete one-line will not have to be created from scratch. It will have to be field verified, checked for accuracy and updated based on the new design.
RFP states: "Provide design analysis and calculations as per UFC 3-501-01, Electrical Engineering, paragraph 3-2.2.2 items a, b, c, d and e." Is the intent to perform Load Analysis, SC Analysis, Coordination study, and AF analysis for the entire facility or only the parts of the existing system that are associated with the new 400Hz system?
The analyses need to be performed for the entire facility due to significant alterations to the existing electrical infrastructure.
13 Are CAD files available?
Yes, but they are not considered complete and will require field verification for accuracy especially due to the variability in existing conditions where the new
400Hz converters will be installed. Files will be made available post-award.
