About this file

The file is a Pre-Proposal Inquiry (PPI) Form for Solicitation Number N4008524R2749, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Utility Infrastructure Projects Architect & Engineering (A&E) Services with the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic Area of Responsibility. The PPI document contains two key inquiries from potential bidders regarding the solicitation requirements.

The first inquiry sought clarification on key personnel qualifications, specifically whether alternative licenses/certifications could be accepted in place of a Certified Hazardous Material Manager. The government definitively responded that no alternative certifications would be considered due to the specific nature of the contract's work. The second inquiry requested an increase in the page limit for Criterion 5 Program Management, Capacity, and Firm Location section from five to six or seven pages. The government denied this request, maintaining that the current five-page limit is sufficient, with the organizational chart allowed to be included in a separate section of the SF330 form.

Potential alternatives may include a licensed Asbestor Inspector, Asbestos Management Planner, or Asbestos Project Designer and alternative certification may include Industrial Hygenist. No, because of the nature of the work that will be required under the contract, the government is not willing to consider other licenses/certifications in lieu of a Certified Hazardous Material Manager.

Page LimitWould the government increasing the five (5) page limit for Criterion 5 Program Management, Capacity, and Firm Location (SF 330 Part 1 Section H) to six (6) or seven (7) pages? This section requests addressing eight items with a response in the form of both charts and narratives. Due to the number of items, an increased page limit would allow a more comprehensive response. The overall page limit of 75 can be maintained to not increase the total effort required for review. The required organizational chart depicting the proposed design team is allowed to be incuded in Section D, Part I of the SF330, and referred to in Section H. Therefore, the five (5) page limit on submissions for Criterion 5 Program Management, Capacity, and Firm Location is sufficient and will not be changed.
