About this file
This document is a Request for Information (RFI) from the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic regarding the potential use of a Project Labor Agreement (PLA) for a construction project at the Philadelphia Navy Yard Annex in Pennsylvania.
The project involves the renovation and modernization of Building 77H B670 Annex to provide a load bank platform in support of a DDG(X) Land Based Test Site (LBTS). The construction work may include roof replacement and installation of a metal platform with stair access and lighting. The anticipated project cost is between $5,000,000 and $10,000,000 with a performance period of approximately 330 calendar days. NAVFAC is soliciting comments from the public, including government entities, unions, contractors, and small businesses, on the potential use of a PLA for this project. The questionnaire asks respondents about their understanding of labor availability, interest in participating, potential cost impacts, and experience with PLAs on similar projects. Responses to the questionnaire should be submitted via email by July 17, 2024.
