AMENDMENT 0005

SOLICITATION N40085-24-R-2624, BUILD MAINTENANCE OFFICE, BUILDING 3025 NAS OCEANA, VIRGINIA BEACH, VIRGINIA.

The purpose of this amendment is to answer Pre-Proposal Inquiries and issue an Amendment to the Statement of Work.

PRE-PROPOSAL INQUIRIES (PPI’s)

PPI#15

Question:

Page: 5; Section: Part 3; Paragraph: 5.0. Telecommunications work seems to fall under the definition of "Small Scale Projects" from UFC 3-580-01 paragraph 2-1.2. Can we assume the work is being accomplished under the technical authority of the government communications manager?

Response: The telecommunications work does fall under UFC 3-580-01 paragraph 2-1.2. The telecommunications work to be accomplished will not be under the technical authority of a government communications manager. Refer to Part 2, 01 33 00.05 20, for telecommunications construction submittal requirements.

PPI#16

Question:

Page: 4; Section: Part 3; Paragraph: 5.0. Mechanical Room Requirements state to "demolish the controls interlocking the wall louver to be demolished with the two respective exhaust fans." Typically the louver and the exhaust fans are to ventilate the hangar space. Should the louver and exhaust fans be relocated to maintain ventilation in the space or is the intent to demolish and patch the wall?

Response: Intent is to demolish the indicated wall louver and patch the wall. The exhaust fans shall remain.

PPI#17

Question: 300 Calendar days with 4 government reviews only leave 244 days for the design and construction of this project. Please confirm if the schedule can be modified to include additional time for any delays.

Response: The calendar days for a project of this scale are adequate. There are 3 reviews scheduled for this project; 35%, 100% PreFinal and Interim.

PPI#18

Question:

Page: 17 and 18; Section: Part 2; Paragraph: Deliverable. Please confirm the redline specifications with edits are due at 35% Submittal. This exceeds the requirements of UFC 1-300-09N 15-5.

Response: Only outline specifications are required at 35%.

PPI#19

Question:

Page: 17 and 18; Section: Part 2; Paragraph: Deliverable. Please confirm that SID and Physical Colorboards are required at each Submittal.

Response: Yes.

PPI #20

Question:

Page: 3; Section: Part 3; Paragraph: 4.0. Please provide ALL available CAD and PDF files of the existing building.

Response: CAD files are not available. PDF files have been sent to respond to previous PPI's.

PPI #21

Question:

Page: 4; Section: Part 3; Paragraph: 5.0 - Architectural. Please confirm the doors and hardware shall be prepped and compatible for a future card reader/ids.

Response: Yes.

PPI #22

Question:

Page: 4; Section: Part 3; Paragraph: 5.0 - Structural. Will there need to be any railings or markings on top of the new office to keep items from being stored on top of the office?

Response: Railings are not required. Provide signage to indicate design live load. See RFP Part 3 Paragraph 5.0 Room Requirements for additional information.

PPI #23

Question:

Page: 5; Section: Part 3; Paragraph: 5.0 – FF&E. Please confirm the DB team will NOT be preparing a full FF&E package, just coordinating with the GFGI furniture layout.

Response: Correct, the DB team is not designing a full FF&E package. The FF&E is only shown for concept.

PPI #24

Question:

Page: 9; Section: Part 3; Paragraph: B2030. Please confirm that exterior doors should be Level 3, typically exterior doors should be Level 4.

Response: Please provide Level 4.

PPI #25

Question:

Page: 9; Section: Part 3; Paragraph: B2030. Due to the limited number of doors on this project please confirm if a certified door hardware consultant is necessary or if the Architectural DOR can provide door hardware.

Response: Provide a certified door hardware consultant.

PPI #26

Question:

Page: 10; Section: Part 3; Paragraph: C1030. Markerboards are not mentioned in the Part 3 Room Requirements. Please confirm the size, quantities, and locations for these. Will these be funded as FF&E or Construction?

Response: The Markerboards will be provided by the Customer.

PPI #27

Question:

Page: 10; Section: Part 3; Paragraph: C1030. Will the government be inspecting the firestopping systems or is a 3rd party inspector required?

Response: The government will be inspecting the firestopping on a project that is this size. There is no need to specify a 3rd party inspector.

PPI #28

Question:

Page: 12; Section: Part 3; Paragraph: C3040. Please confirm painting of interior surfaces only applies to areas affected by this construction project and not the whole interior of the building.

Response: The only areas affected by this project will require painting.

PPI #29

Question:

Page: 17; Section: Part 3; Paragraph: E20. There are multiple references to A/V requirements. Please confirm there are no A/V requirements on this project.

Response: There are no A/V requirements for this project.

PPI #30

Question:

Page: 20; Section: Part 3; Paragraph: E202002. Please provide sizes of the anticipated workstations Response: The anticipated workstations are approx. 6' x 6' and 2' deep.

PPI #31

Question:

Page: 20; Section: Part 3; Paragraph: E202003. Please provide sizes of the anticipated file storage cabinets Response: The anticipated file storage cabinets are approx. 3' wide and 2' deep.

PPI #32

Question:

Page: 20; Section: Part 3; Paragraph: G10. Please confirm that a topographic survey of the full site is required and is not limited to just the area of the new stoop.

Response: Railings are not required. Provide signage to indicate design live load. See RFP Part 3 Paragraph 5.0 Room Requirements for additional information.

PPI #33

Question: It was observed that the existing door to the exterior from the hangar is not currently fire rated. The scope of work calls for a 1-hour fire rated exterior door in the new office space. Please confirm this is still required.

Response: Rated door is still needed because the office workers shall have a protected space. The new office will be 1 hour fire rated, with a rated fire door.

PPI #34

Question: It was observed that the existing wall construction appears to be metal panels and girt. Unless theses are fire rated metal panels, these walls would likely NOT carry a fire rating (will be able to tell from as-builts). Please confirm if this is still a requirement for this project.

Response: Agreed that the existing mechanical room appears to be metal panels and girt construction. The scope of new work is to stop the passage of air, by any means possible so that a fire in the hangar bay adjacent to the fire pump won't compromise the fire pump. The requirement is to stop the passage of air, you may choose to use firestop.

PPI #35

Question: It was observed that the existing piping at approximately 14'-0" that penetrates the hangar bay separation wall is not currently fire stopped. Per the RFP all new penetrations need to be fire-stopped. Please clarify if this deficiency needs to be corrected under this contract.

Response: Even though the existing pipe isn't firestopped, we have to properly firestop all of our new penetrations. The existing is good as it is. The new piping will be better.

PPI #36

Question: RFP Part 3, Structural, Page 4 (34 of pdf) states: “Provide 8 inch reinforced CMU walls with doweled into existing 8” thick concrete slab.” (REF: Part 3, page 4) Conflict: “Verify existing slab capacity, provide signed and sealed calculations. It is acceptable to use the existing slab to support new construction, if the existing slab is sufficient.” Prior statement/direction in RFP to dowel into existing slab means that government has already determined it is acceptable to bear on slab.

Response: Contractor/DOR shall be responsible to provide design analysis for the new construction that complies with all referenced code requirements and load combinations. It is acceptable to the Government to reutilize the existing slab on grade only after the Designer of Record provides the design analysis with calculations that validate that approach. See RFP Part 3 Paragraph A10 Foundations.

PPI #37

Question: RFP Part 3, B10 Superstructure Page 6 (36 of pdf). Criteria appears to not be consistent with scope of work.

Confirm stated parameters in RFP are accurate for interior construction. Work is interior and parameters stated appear to be for new construction or for exposed structures. Wind speed, exposure category, snow loads, roof exposure does not appear to apply.

Response: Structure shall be designed for all code required load combinations based on the location and function of the specific element under consideration.

PPI #38

Question: RFP Part 3, 1.0 Project Description, Page 1 (31 of pdf) states: “The office space will extend approximately 20 feet from the existing interior masonry block wall toward the northwest…” The concept floor plan in Part 6 of RFP shows the space constructed with 2 new masonry walls. Is the intent of the RFP for the ceiling joists/storage space above to attach/bear on the existing interior masonry block wall? We question if this is allowed. The existing interior masonry wall appears to be a fire/separation wall between hanger bay 1 and hanger bay 2.

Response: The intent of the concept design is to bear the roof framing for the new space on the existing masonry wall on one end and on the new CMU wall on the other.

PPI #39

Question: RFP Part 4, A10 Foundation, Page 3 (55 of pdf) states: “Geotechnical site date required in design drawings:

The contractor’s final design drawings must include: ……. b. Subsurface soil information, be it government provided or contractor obtained, that represents subsurface conditions existing on the project site (such as boring logs, test pits, laboratory test results and ground water observations) ….” Is this subsurface soil information investigation required?

If so, does the government have the necessary information that can be relayed to the contractor?

Response: Geotechnical information was provided earlier with the original design drawings for Building 3025.

PPI #40

Question: Please confirm that the existing fire alarm panel is capable of handling the additional notification devices.

Response: Existing fire alarm panel won't have any additional circuits. The local devices can be tapped off for this project.
