THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: Water Analysis

Naval Facilities Engineering Command Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.

The proposed contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, incidental engineering, and other items necessary to provide analysis of water samples collected by the Environmental Management Division (EMD) at Marine Corps Base Camp Lejeune (MCBCL), North Carolina. Capable of providing transportation to and from MCBCL on a weekly basis to retrieve the samples that are collected by EMD for analysis and return results as required. The proposed contractor/Environmental Laboratory must be certified by the state of North Carolina (NC) for analysis and shall comply with all applicable licenses, certifications and permits required by Federal, State, and Local Regulations. It shall be the responsibility of the contractor to provide certification requirements to the Government upon review of proposals.

Performing the following types of analysis such as: (Contractor required to pick up samples)

-Analyzing samples collected by EMD weekly from Camp Lejeune Waste Water Treatment Plant for Total Nitrogen

-Analyzing samples collected by EMD twice per month from Camp Lejeune Waste Water Treatment Plant for oil and grease

-Analyzing samples collected by EMD twice per month from 9 (nine) sites at Camp Lejeune New River for Chlorophyll-a

-Analyzing samples collected by EMD from three (3) drinking water systems and annual analysis of one (1) drinking water system for Total Trihalomethanes and Haloacetic Acids.

-Analyzing samples collected by EMD monthly from five (5) drinking waters systems for Explosives + PETN, Nitroglycerin, and Perchlorate

-Analyzing samples collected by EMD monthly from five (5) drinking water systems for Volatile Organic Chemicals (VOC’s) and Synthetic Organic Chemicals (SOC’s)

-Analyzing samples collected by EMD quarterly analysis of wastewater Chronic Toxicity

Analysis must be performed at a North Carolina certified Environmental Protection Agency using Method Number EPA 821-R-02-014, and with EPA Method 331 or 332, as stated in the statement of work of the solicitation to follow. These services shall be performed throughout the year on a weekly, monthly, quarterly basis, and the scheduling shall be coordinated by the EMD Government appointed representative.

The Procurement Method is FAR Part 15.

The Government intends to award a Firm Fixed Price type contract with a base period of one year plus four (4) one-year options. The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised.

The North American Industry Classification System (NAICS) Code for this procurement is 541380 and the annual size standard is $19,000,000. This contract will replace a five-year contract for similar services awarded in 2019 for $431,550.00.

The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). The Government encourages all Small Businesses, or other Small Business concerns interested to respond, indicating interest in the acquisition by providing to the Contracting Office a one (1) page capability statement and a positive statement of eligibility as a Small Business type. The capability statement shall include the following:

Ability to meet all technical requirements outlined in this notice Active in the System for Award Management Registration (SAM) with:

o Unique Entity ID number o CAGE code Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 541380

If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice.

Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but no later than close of business 15 December 2023.
