N40085-24-R-2544 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR

ARCHITECTENGINEER SERVICES FOR CIVIL AND GEOTECHNICAL DESIGN AND ENGINEERING

SERVICES IN SUPPORT OF PROJECTS PRIMARILY IN THE HAMPTON ROADS AREA, VIRGINIA AND

MARINE CORPS AREA OF RESPONSIBILITY (MC AOR).

Amendment 1 – 25 January 2024

This Amendment hereby:

1. Provides PPI responses

Question Government response

Please confirm that the NAVY is only looking for 5 projects in section F – not the typical 10 per the SF330

Confirmed

To properly answer and describe our team’s capabilities specifically in Section F (Projects) and Item H, can the proposal be extended from 50 pages to 100?

50-page limit will remain.

Given the large capacity, wide range of AE Services and geographic coverage required by the synopsis, please consider increasing the number of Section F projects from 5 to

8. For the last several years, MIDLANT Unrestricted AE IDIQs of this size have required SF330 submissions to demonstrate 7-10 section F projects.

The project count will remain at 5. The government does not expect to see full coverage of all services in the synopsis.

Can each Section F project be more than one page?

Each project description in Section F may be maximum of two pages.

Would a table of contents count towards the 50-page limit?

No, the table of contents will not count towards the 50-page limit.

If we are to submit on this RFP as a Joint Venture, can the proposal be uploaded via the managing partner’s PIEE account or do we need to create a PIEE account for the Joint Venture?

The solicitation may come from either partner of the JV or from an account for the JV.

Can we put a matrix we are creating onto an 11 x 17 page? Yes

On page 8, 5.2 Criterion 2-Professional Qualifications, you state “Specific disciplines that must be included in key personnel are Program and Project Managers, Quality Control Managers, Task Order Managers……” Will NAVFAC please clarify what the difference is between Project Managers and Task Order Managers.

There is no difference between the Project Manager and the Task Order Manager.

Please confirm resumes are not required for additional disciplines identified under 5.2.

Criterion 2.

Resumes are required for additional disciplines identified under 5.2 criterion 2.

Is it required to provide proof of professional license certifications for key personnel?

Yes, copy of certification/license should be provided and will not count against page limits.

Please confirm that Project Managers/Task Order Managers with PMP certifications from the Project Management Institute will meet the professional registration, certification, licensure and/or accreditation requirements of Project Managers/Task Order Managers (Key Personnel).

PMP is sufficient credential for the Project and Task Order Managers. Discipline leads must be PEs, RA, RLA, PG as appropriate for their discipline. The professional license has to be active in at least one state, and not necessarily the state where the project work will be performed.

In Criterion 2 it mentions these two disciplines in two locations—architect and structural engineer. Please confirm if they are a must to have a resume in the submittal or optional.

Yes for Architect. Structural Engineer does not require an SE, a PE in the civil structural discipline is required.

We recommend 25 more pages, for a total of 75, to accommodate projects and the number of resumed key personnel.

The page limit will remain at 50.

Criterion 2 Professional Qualifications requires a Program Manager, Project Manager, and Task Order Manager. Can a Project Manager also be a Task Order Manager?

Yes

Special Requirements 4.4 Communications notes a RCDD may be required. Should a RCDD resume be included with Key Personnel under Criterion 2 Professional Qualifications?

Yes

On page 8 of the RFP under “5.2 Criterion 2,” it lists five acceptable accreditations for laboratories/testing facilities. Our labs have certifications from NVLAP, AASHTO, A2LA and USACE, but not the ISO 9000 Quality Management Systems Standards.

Our lab has the ISO 17025 accreditation as this is more applicable to our industry and the ISO 9000 is typically geared towards manufacturing and service industries.

Would NAVFAC accept ISO 17025 certification? Also, does NAVFAC want our labs to have all five certifications or at least meet one of the accreditations. Please clarify.

ISO 17025 is acceptable. The lab must have at least one of the specified accreditations.

Are the SF330 Part IIs included in the page count?

Part II is not included in the page count

Can the Government please clarify expectations related to execution of scope as described in Paragraph 3.C. and D. and Paragraph 5.1 (C) each of which outline non engineering design related scope such as "civil site work to include clearing, demolition, site utilities, grading and drainage", " environmental services to include demolition or abatement of hazardous, contaminated, or environmental sensitive materials." Question: Is the intent that the consultant performs this

It is the intent for the consultant to prepare design documents which will be used by the construction contractor.

non-design work or designs the procedure for the execution of this work?

Reference: 4.11 Conflicts of Interest “The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.”

Question: Are there any additional specific provisions other than what is provided in the second paragraph of 4.11?

No other provisions outside of what is noted under 4.11.

Reference: A-E firms are advised that the selected firm, its subsidiaries or affiliates, and its sub-consultants, which design, prepare, or provide engineering services in support of construction contract documents cannot provide construction services for the same contract. This includes concept design, preparation of project programming documents (DD Form 1391), facility siting studies, environmental assessments, geotechnical services, engineering studies and services, design-build Request for Proposals (RFPs), or other activities that result in identification of project scope and cost. Question: Are there any specific projects or future opportunities that an awardee of this contract could be precluded from pursuing as a result of its performance under this contract? If so, can they be disclosed to the offerors?

None at this time.

The RFP did not contain a model contract.

Is this available? If so, can it be provided as an amendment?

A model contract will not be provided.

The solicitation states that services will be performed primarily in the Hampton Roads area, Virginia, and MC AOR, but may also include work worldwide. Question: Has the Government identified any OCONUS requirements may be ordered under this contract? If OCONUS requirements are ordered, please confirm that the Government will sponsor SOFA status for the contractor where applicable.

No OCONUS work with this IDIQ

Is the Environmental Engineer/Scientist required to hold a PE license, or can firms substitute with other licenses/credentials such as PG?

Yes, this is technically acceptable.

The PPQ form contains a field for a DUNs.

As DUNs has been replaced with UEIs, will the government issue revised PPQ forms requiring UEIs, or may the contractor modify the existing forms to include the UEI?

Include the UEI in the

The solicitation specifies that firms are required to have Program and Project Managers, Quality Control Managers, and Task Order Managers as well as other key staff. The way that consultants operate, we often have the same group of staff serving as both project and task order managers and often our program manager also serves in task and project management roles. To clarify the requirement, please confirm whether NAVFAC wants to see distinct and exclusive Project Managers and Task Order Managers? Similarly, please confirm as to whether the Program Manager can also be listed in a Project Management role?

Program manager can, at the AE option, also serve as Project Manager or Task Order Manager depending on the size of the task order. The DQCM, must be a licensed professional independent of the design team to provide oversight of the Design Quality Control program.

To date, the agency has not provided a response to previously submitted inquiries. With the inquiry cut-off date rapidly approaching and anticipating synopsis changes as a result of previously submitted inquiries regarding number of section F projects and overall Part I page count, please consider extending the due date by one week to Feb 13th?

The response date of 06 February 2024 will remain unchanged at this time.
