About this file
This document is an amendment to a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC) for Heating, Ventilation, and Air Conditioning (HVAC) and Mechanical Construction Projects in the Hampton Roads area of Virginia. The amendment provides responses to pre-proposal inquiries, extends the proposal due date to April 26, 2024, and specifies that hard copies are not required for this solicitation. It clarifies the use of the appropriate wage determination, confirms that a previously completed Past Performance Questionnaire can be submitted, and states that one person can fill the roles of Safety and Health Officer (SSHO) and Quality Control Manager (QCM) but not the Superintendent. The amendment also provides additional details on pricing, abatement, painting, and temporary services requirements for the seed project.

AMENDMENT 0003
This amendment is issued to incorporate the following:
1. Provides Pre-Proposal Inquiries (PPI) responses
2. Extends the proposal due date to 26 April 2024 at 2pm local time. LATE PROPOSALS WILL NOT BE
CONSIDERED.
1. PRE-PROPOSAL INQUIRIES (PPI) RESPONSES:
PPI # Question Response
1 There is nothing mentioned in the scope to remove the outdoor unit located on the roof directly above the mech room that served the chiller we are removing. Is that part of the scope of this project?
No. See note 26 on drawing MD401.
2 Can the new electrical piping from Building U-93 to the new chiller location be run on the mechanical pipe racks in lieu of underground?
No. Provide underground conduit per drawings.
3 EP-401 Note #5 indicates a non-fused safety switch with equipment rack at the chiller location per detail C3 on EP501, Drawing EP401 identifies the safety switch for the new chiller being mounted on the exterior wall of the electrical room of Building U-93.
Please clarify.
Provide the safety switch on the equipment rack at chiller location per note #5 on EP-401.
4 Wage Determination attached to solicitation is not complete for all trades related to this project and indicates Construction Type:
Heavy. Should wage decision VA20240167
- Construction Type: Building be more correctly applied to this contract?
Please use Wage Determination - VA20240160 02/23/2024 (will be attached).
5 Page 7 of the Solicitation indicates submitting one electronic copy via PIEE.
Page 18 indicates that the electronic proposals shall match the hard copy version.
Are hard copies also required to be submited and if so delivered where?
Hard copies are not required for this solicitation
6 Section, 00 21 00, Factor 4 Past Performance requires completion of a PPQ if a CPARS is not available. Is it acceptable for offerors to include a previously completed PPQ for a project if the previously completed PPQ is provided in full text in our response and not incorporated by reference?
Yes, this is acceptable
7 This project is currently solicited under the NAICS 238220 for small businesses with less than $19.0 million annual revenue, however, this contract requires a single project bonding limit of $15,000,000.
Additionally, this project includes multiple trades beyond just 238220 Plumbing, Heating, and Air Conditioning Contractors;
to include abatement, roofing, concrete, structural steel, joint sealants, painting, and electrical.
In order to ensure the Government receives bids from qualified contractors capable of handling a multi-trade project of this size, complexity and bonding capacity, will you allow a business that is considered small under 236220 Commercial and Institutional Building Construction?
No
8 Please confirm if on-site trailers will be required for the seed project
Yes
9 Structural steel Note 9 on sheet S-0001 states to coordinate with the Architectural Drawings for steel to be painted. There are mentions of to the Steel Supports and Door/Frame to be painted in the drawings, however the specs list an array of different locations that may require painting. Please advise of any additional areas that will require painting as there is no finish schedule provided.
Intent of drawings is to indicate anticipated limits of painting, and specs are intended to indicate painting for those areas as well as others that might be uncovered during construction. Intent of painting of metal surfaces is to prevent corrosion resulting from exposure to the elements (outside) or unconditioned air (inside).
10 Paragraph states field role overlap can only be for the QCM and SSHO. Please verify that the superintendent may also perform the duties of the SSHO/QCM for the Seed Project.
No. Refer to 6.9 ATTACHMENT I - U93_1665967_SPEC of this RFP. See response #20
11 Page 76 of the RFP includes CLIN 0001 and references contract line items 0001AA- 0001AG, but we do not see any additional schedule of prices sheets within the RFP.
Please advise if pricing is to be submitted as lump sum on one CLIN? If not, please provide an additional sheet for completion.
Please see Attachment E – Price Proposal Form (Seed Project)
12 There are bidding quanty amounts for asbestos/lead paint abatement included on the drawings. If additional CLIN pricing are required as listed in the RFP - for CLIN 0001AB - CLIN 0001AF, are these to be listed as unit (ie per SF/LF) pricing for quantities outside of the bidding quanties listed?
Yes, pricing for CLIN items is intended to be unit cost per the listed unit/quantity, and the quantities shown on the bid schedule are intended to be in addition to (above and beyond) those listed in the drawings.
13 Note A1 on sheet EP501 includes concrete paved areas with asphalt overlays. We cannot locate where this detail is listed on any of the prior drawing sheets. Please confirm where this would be applicable?
There is no paved area that the conduit would be installed. Disregard detail A1.
14 Given that the Small Business size standard is $19 Million would consideration be given to lower the single award bonding capacity of $15 Million? This requirement would present issues for capable small businesses at the $19M size standard from being able to provide services to NAVFAC.
See response # 15.
15 It appears many of the firms making an offer are larger Prime contractors and not just HVAC contractors. It has been demonstrated in the past that Prime contractors have priced seed projects unrealistically low just to be placed on the MACCs. With the target of this MACC being smaller HVAC contractors that can't afford to bid a project at a loss, can the Government evaluate the price proposals on the basis of being balanced and within a certain range of the IGCE and not just on being low?
Refer to the RFP. 3. Basis for Award "The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror."
16 What are the requirements for the proposal such as font size and font type?
There is no requitement for font size size and type.
17 Please confirm the projects listed for Past Performance shall be the same projects listed in Factor 1 Corporate Experience.
Yes, this is correct
18 What is the time of completion for the seed project?
Please see Section 01 00 00 - General Requirements "Time for Completion"
19 Will temporary services such as Electrical and HVAC be required while work is being performed for the seed project?
No.
20 How many persons are required to fill the hats of Superintendent. SSHO and QCM?
With the project being small, can one person fill all three positions if qualified?
Refer to 6.9 ATTACHMENT I - U93_1665967_SPEC of this RFP. The SSHO may also serve as the Quality Control Manager. The SSHO may not serve as the Superintendent.
21 The solicitation shows page limits for some categories but not for the total package.
What is the page limit for the total proposal?
There are limitations within Factors, however there is not a total package page limit.
22 Factor 2 Technical Approach - Appears to address the overarching MACC and not require any address of the Seed Project.
Typically for NAVFAC solictitations of this type, there is Proposal Network Analysis Schedule (NAS) and Technical Approach requirement for the Seed Project. Please confirm that a Proposal Schedule (NAS) and Technical Approach specically addressing the Seed Project is not required.
Yes. It's required. Refer to 6.9 ATTACHMENT I - U93_1665967_SPEC of this RFP.
