The type of Services expected to be performed under this contract are Total Building Commissioning Services in accordance with ASHRAE. Standard 90.1, ASHRAE Standard 189.1 and International Green Construction Code (IgCC). It also includes commissioning services in accordance with NAVFAC Instruction 3960.1 and requirements of sustainability TPC (Third Party Certification). All task orders procured under this IDIQ will utilize NAVFAC MIDLANT's specification SECTION 01 91 00.15 22 TOTAL BUILDING COMMISSIONING as an attachment to the SAES to define the bulk of the Commissioning scope of work. It should be noted that the UFGS master starting in May 2023 replaced SECTION 07 05 23 PRESSURE TESTING AN AIR BARRIER SYSTEM FOR AIR TIGHTNESS with a new section, moving the testing requirements into the 01 series and incorporated them in a new spec – 01 91 19 BUILDING ENCLOSURE COMMISSIONING along with definitions and other elements.
NAVFAC MIDLANT's specification SECTION 01 91 00.15 22 TOTAL BUILDING COMMISSIONING incorporates SECTION 01 91 19 in reference to pressure testing, thermography and other inspections. (In order to coordinate across contracts, NAVFAC provides the coordinated edited specification SECTION 01 91 00.15 22 to the DOR for incorporation into the construction documents, and attaches the section to both the Commissioning contract and the DOR's contract.)
Selection Criteria
From:
Relative order of selection criteria is in descending order of importance and the Criteria 7 - Volume of work shall serve as a tiebreaker.)
To:
Relative order of selection criteria is Evaluation Criteria (1) through (4) are considered most important and equal among themselves; Criteria (5) through (6) are slightly less important and are equal among themselves; and Criteria (7) is of the least importance and will be used as a tiebreaker among technically equal firms.
Criteria 1 – Specialized Experience (SF330, Part I, Section F)
From:
If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner but, not to exceed a total of seven (7) projects. The proposing Firms may submit projects that include subcontracted commissioning services only if the sub-contracted portion of the work is for a single Systems Category such as CxE (electrical) or CxB (building envelope) and the rest of the commissioning services are performed by the Proposing Firm.
To:
If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner but, not to exceed a total of seven (7) projects.
The intent of the Government is to hire a Firm that performs all or the bulk of the Commissioning Services, but may or may not enter a joint venture with another company or subcontract for a portion of the work.
The structure of the Commissioning work to be contracted is divided specifically into activities assigned to Commissioning roles, including the Lead Commissioning Specialist (CxC), and the Technical Commissioning Specialists (one for each Systems Category). A typical contract will have 5 roles defined by Systems Categories corresponding to 5 persons. Technical Commissioning Specialists must be qualified and experienced so that they perform independently in the field whether they are subcontractors or an employee of the Prime’s firm.
The proposing Firms may submit projects that include subcontracted commissioning services for not more than 2 of the Technical Commissioning Specialists and their respective Systems Categories such as CxE (Electrical) or CxB (Building Envelope) and provided that not more than 50% of the systems categories represented in the commissioning scope of work are performed under subcontract to the prime firm.
The projects provided will be evaluated as more favorable if the work performed by subcontractor(s) is performed by proposed team members. If the prime and subcontractors have not performed work together that meets the project value requirements of the solicitation, each company may submit projects performed independently, however the total number of projects cannot exceed the maximum number indicated in the solicitation. The offeror is encouraged to carefully consider the composition of projects submitted to best reflect the qualities of all proposed team members and their ability to work together.

Page Section Paragraph
1 3 of 9 Criterion 1 10 Bottom of page 3 of 9 - NOTE:
If the firm is a joint venture, projects performed by the joint venture should be submitted;
however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner but, not to exceed a total of seven (7) projects. Projects on which these services were performed by subcontractors, or projects performed by proposed subcontractors and submitted under this Criterion as experience will not be considered. Would NAVAFC reconsider allowing subconsultant projects to be submitted as part of the team's qualifications in Section F?
We have an SBE/SDB/WBE/ Hub Zone firm with whom we’d like to team, but not Joint Venture, and their projects would reflect well and highlight the team’s overall capabilities. Perhaps allow no more than two of the seven max projects could be from subconsultant firms?
Appreciate your consideration.
Please see conformed synopsis (rev 2) with added information herein.
2 8 thru 9 SF-330 Submission Requirements
9 on pg 9 The AE documents indicate a due date of April 18, 2024, at 2:00 PM local time; however, the SAM add shows a due date of May 3, 2024, at 2:00 PM EDT. Please confirm the correct due date.
The correct due date is 03 May 2024 at 2pm
3 3 Selection Criteria / Criterion 1
8 The Commissioning Synopsis states, “Projects on which these services were performed by subcontractors, or projects performed by proposed subcontractors and submitted under this Criterion as experience will not be considered.” We respectfully request equal consideration of project experience performed by both Prime and Subcontractors which is representative of
Please see conformed synopsis (rev 2) with added information herein.
comprehensive team capabilities.
4 7 SF-330 Submission Requirements
1 A draft subcontracting plan is referenced in the items excluded from the page limit but is not referenced anywhere else in the solicitation. While a small business subcontracting plan is a typical requirement for unrestricted procurement, we have not typically seen this required of small businesses.
We respectfully request clarification and/or removal of this requirement.
Because this a small business requirement, the draft subcontracting plan has been removed from the synopsis.
5 3 of 9 Criterion 1 10 I want to confirm that NAVFAC will not consider two small businesses that both have DOD commissioning experience, and their separate projects, as a prime and a subcontractor (not a joint venture) for this opportunity?
Please see conformed synopsis (rev 2) with added information herein.
6 2, 3, and 4
Criterion 1 "Submission Requirements"
Please clarify if there is a page limit for the SF330 Section F, Project Page and as a page limit is not mentioned.
Please see Synopsis section "SF-330
SUBMISSION
REQUIREMENTS" -
Part I shall not exceed 75 single-sided 8.5 by 11 inch pages (the page limit does not include ISRs, certificates, PPQs, licenses, nor does the page limit include cover sheets, dividers, or other requested documentation (e.g., joint venture agreement, proof of AE firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm). Part I pages shall be numbered sequentially. The organizational chart may be one page single sided 11 by 17 foldout, using 11-point font or larger (font limitations do not apply to graphics, captions or tables).
7 4 Criterion 2 "Certifications of Key Personnel"
Can one Commissioning Specialist serve dual roles? For example, can the "Lead Commissioning Specialist" also serve as the "Mechanical Commissioning Specialist"?
One commissioning specialist may serve dual roles as long as the Cx meets the qualifications and experience requirements for all performed roles. The work performed for each role will be compensated at the negotiated corresponding rate.
8 4 and 5 Criterion 2 "Certifications of Key Personnel"
Except for the "Lead Commissioning Specialist," each of the "Key Personnnel" listed on these pages is plural.
For example, "Mechanical Commissioning Specialists" and "Medical Gas Commissioning Specialists."
We are concerned with exceeding the Part I maximum page count requirement (75), if we include too many resumes.
Is it acceptable to identify a single person for each of the 6 "Key Personnnel," (6 people total) while addressing capacity under, "Criterion 5 - Program Management and Capacity (SF330, Part I, Section H)"?
Provide resumes of all key personnel of the proposed team.
Additional qualified personnel may be listed in the proposed team. The key personnel of the team must include at least one qualified Cx specialist for each system category.
9 5 Criterion 2 "Submission Requirements"
Please claify that "resumes" are limited to three (3) pages.
Yes this is correct
10 10 SF-330 SUBMISSION
REQUIREMENTS:
3 The Synopsis states: "In accordance with the FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. • Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). • If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. • If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction). Failure to submit the required proof could result in a firm’s elimination from consideration."
Since this is a Cx Scope of Work, please confirm that the AABC Commissioning Group certification is acceptable to meet the FAR 36.601-4(b) submission requirements.
No, AABC commissioning group certification does not satisfy FAR 36.601 requirements.
11 1 Amendment 1 2 Updated language for Criteria 1
- Specialized Experience, issued via Amendment 1 dated April 3, 2024, does not appear to clarify if projects performed by firm[s] listed as sub-consultant[s] to the Proposing Firm [Prime] for this solicitation can be submitted in Section F and considered as part of the government’s evaluation. Given the magnitude of this small business set aside contract, and anticipated task order volume, sub-consultant involvement will be critical to the execution of work, and therefore, we believe their project experience should be taken into consideration when evaluating proposed team qualifications/capabilities.
Please confirm that relevant commissioning projects performed by team members other than the Prime Proposing Firm can be submitted in Section F, and that those projects will be considered
Please see conformed synopsis (rev 2) with added information here in.
when evaluating Criteria 1 – Specialized Experience.
12 3 Criterion 1 Submission requirements
The solicitation synopsis states requires submission of sample completed FPT for different system. To properly format the proposal under what sections these are to be included in our submission.
FPTs shall be submitted under Criterion 1 Submission (Section F)
13 7 SF-330 SUBMISSION
REQUIREMENTS:
1 When including proposed sub-contractor, listed under SF330 Part 1 section C, what other sections of SF330 from subcontractors should be included in the package. Are both the prime and Subs required to submit SF-330 Part
II?
Yes, All Firms listed as providers whether as a prime or subcontractors should be included in the package and submitted under SF330 Part II.
14 7 and 8 SF-330 SUBMISSION
REQUIREMENTS:
2 The solicitation synopsis states " **In accordance with the FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering." Our firm specializes in building commissioning services and our principals licensed professional engineers, registered in several states, however our firm is not registered as professional engineering firms, since we do not provide design services. Is the intent of this RFP to exclude small business like us and providing commissioning services only, from this IDIQ?
Please bid per RFP.
The Government believes an Architect/Engineering Firm would be most appropriate for this procurement.
15 5 Criterion 2: Professional Qualifications
2 The Commissioning Synopsis states that Medical Gas Commissioning Specialists (CxMG’s) - a required role for this contract - must be "certified in accordance with the Professional Qualification Standard for Medical Gas Systems Installers, Inspectors, and Verifiers with The American Society of Sanitary Engineers (ASSE)." In our experience, ASSE certifications are typically held by the Mechanical Contractors/Plumbing Contractors and/or Third-Party Certification Agency hired by the Contractor, not the Commissioning firms/agents.
With this understanding, we
The majority of task orders contracted under this IDIQ will not include Medical Gas. However, if the offeror does not have a qualified CxMG on staff, this work will be required to be subcontracted or a joint venture formed with another company that does have qualified staff.
respectfully request the removal of the ASSE certification requirement for this role.

If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Systems Command MIDLANT; Attn: Catharine Keeling via email at Catharine.a.keeling.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total.
Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.
Criterion 4 - Quality Control Program (SF330, Part I, Section H): Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract and means of ensuring quality services from their consultants/subcontractors.
Submission Requirements: Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall provide answers to the following:
1. How your organization views the quality of your commissioning services.
2. How your organization ensures customers' needs and desires are understood and accomplished.
3. Explain the relationship between quality of service and your company’s objectives.
4. Explain how your organization's vision and value statements address quality.
5. How strategic quality methods facilitate closing the gap between current services provided and the ideal service.
6. What assessment methods are used to understand the effectiveness of actions taken to improve quality and the organization’s commitment to using these methods.
7. Describe the framework or management system in place for quality tactical planning.
Criterion 5 - Program Management and Capacity (SF330, Part I, Section H): Firms will be evaluated on the firm’s ability to plan for and manage work under the contract and the capacity to execute at least multiple (20+) task orders of various size and complexities, and phases simultaneously at a given period.
Submission Requirements:
1. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.
2. Describe the firm’s present workload and the availability of the project commissioning team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably.
Criterion 6—Firm Location (SF330, Part I, Section H) Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located.
Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily in the MIDLANT AOR.
Submission Requirements:
1. Indicate location of the office(s) that will be performing the commissioning work, including main offices, branch offices, and offices of team members.
2. Provide a narrative describing the team’s knowledge of the prevailing climate of the geographic areas to be covered by this contract.

Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified firms providing commissioning services including small, disadvantaged business firms, and firms that have not had prior DOD contracts requiring Commissioning Services.
