1. My understanding is that APMMs have not been used/developed for a number of years. My firm, first developed them and do not believe they are being used anymore. Can you clarify that indicated requirement?
Response: APMMs are not required for this IDIQ planning contract.
1. Same question applies to the Activity Overview Plans (AOPs)?
Response: AOPs are not required for this IDIQ planning contract.

Response: ML may be involved in GSIPs in the future.
1. The forms that were included seem to apply to design (architect or engineer led) contracts. Planning contracts (and planning firms) do not typically require bonding. Can you clarify?
Response: Bonding is not required for this planning IDIQ contract.
1. Will there be Design-Build requirements on this contract as alluded to in the included contractor forms?
Response: Design-Build requirements will not be required for this planning IDIQ contract.

Response: Under C) Characteristics, 1) – “Designer of Record (DOR) and Prime Design Contractor” is implied to be the prime contract holder and planning lead.
1. Under “Special Notes”, statement #1 seems like this statement is for a design contract. How does this statement relate to planning studies?
Response: The intent of statement #1 is for the prime contract holder to prepare the documentation package for planning work.
1. The Project Matrix Form includes a lot of spaces for design/construction documentation that is irrelevant to plan work, is there a different form or should we leave these items blank?
Response: Use the Project Matrix Form to document plan work. Leave blank the columns that do not apply.
1. The title suggests that this contract will be more than just planning studies. Is it anticipated that this contract will be used for design, preparation of RFPs, etc.?
Response: The intent of this potential IDIQ contract is for planning work. There may be an occasional instance for design and preparation of RFPs.
