THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns.

The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.

The proposed contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, incidental engineering, and other items necessary to provide demolition of two (2) facilities at Marine Corps Base Camp Lejeune (MCBCL), North Carolina. Capable of providing transportation to and from the facilities location and dispose of hazardous materials at the MCBCL landfill. The proposed contractor certified with the proper federal, state, and local Environmental Protection Agency credential to remove and transport hazardous materials. It shall be the responsibility of the contractor to provide certification requirements to the Government at the pre-ward conference prior to the start of the work.

A brief description of the work is as follows, and details of the specifications to perform the requirement will be posted in the actual solicitation.

Performing Details Requires:

-Demolish the remains of each building. Building TC761 is still intact and Building 1042 is mostly a pile of debris from the original structure.

-Demolish all utilities and supporting infrastructure called out to be remove in the specifications

-Properly abate and dispose of hazardous materials at the Camp Landfill.

-Contractor is responsible for all locates. Any damage to the existing utilities noted to remain shall be repaired at the contractor’s expense.

Special Scheduling and Access:

Demolition and site stabilized must occur within 90 days following the award. Coordinate scheduling and access with the ROICC at Camp Lejeune.

Special Conditions:

The building and remains of a building contain lead and asbestos. Properly abate and disposal per all applicable federal, state, and local guidelines required.

The Procurement Method is FAR Parts 14.

The Government intends to award a Firm-Fixed Price type contract. The resultant contract will include a base period of ninety (90) days, and any extension will solely be at the discretion of the Government.

The North American Industry Classification System (NAICS) Code for this solicitation is 238910, Site Preparation Contractors with a size standard of $19.0 million.

All Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this market analysis until the pre-solicitation notice is posted. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement.

The Government encourages all Small Businesses, or other Small Business concerns interested to respond, indicating interest in the acquisition by providing to the Contracting Office a capability statement and a positive statement of eligibility as a Small Business. The capability statement shall include the following:

Ability to meet all technical requirements outlined in this notice, Active in the System for Award Management Registration (SAM) with:

o Unique Entity ID number (UEI) o CAGE code

Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 238910 Be registered to use Wide Area Workflow (WAWF) for Electronic Invoicing

If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice.

It is in the best interest of the offerors to prepare and submit their best technical capability statement to include their past technical experience for the stated type of work. Award prices will be final once awarded. A careful review of the solicitation will be the sole responsibility of the offeror. The actual solicitation will state what will be required when posted.

Notifications of interest must be submitted in writing via email please; phone calls will NOT be accepted. Notifications that do not address all the required information will not be considered.

Interested parties should respond no later than 15 February 2024, by 2:00 PM.
