3. Description of Supplies/Services.
The intent of solicitation is for the construction of secure server room in Building 4 at the Philadelphia Naval Business Center in Philadelphia, PA. This project involves the conversion of a 700 SF office space into a secure server room, in accordance with DoDM 5200.01 Volume 3, applicable UFCs and other government adapted standards. The space will be certified after construction to meet these requirements.
This project involves the demolition of existing rooms. New construction includes walls, doors, hard ceilings, new electric, new HVAC, and modification of fire protection features. The construction of the secure space includes RF shielding materials to eliminate the chance of electronic eavesdropping. The doors to the spaces will be secured with electronic monitoring, as well as specialty locking mechanisms.
4. Statutory Authority Permitting Other Than Full and Open Competition.
The components listed in Paragraph 2 are integral, critical and necessary for ensuring that the newly constructed secure spaces meet or exceed the requirements OPNAVINST 5530.14E, Navy Security & Law Enforcement, NAVSEA M-5510.2D NAVSEA Access Control and Movement Control Manual, NTTP 3-07.2.3 Law Enforcement and Physical Security, SECNAV M-5510.36B Department of Navy Information Security Program. Meeting these standards is imperative to having a complete and usable facility at the end of construction. These particular components have been approved by local security forces as meeting the aforementioned requirements. These components are used in all other secure spaces at PNYA and the electronic components are to be connected to the existing site wide security system. In particular, the existing electronic monitoring system for building and secure space entry for PNYA is a LENEL system. All components connected to that system must be LENEL specific. The X-10 door locks are required as part of the DOD 5200.01 Vol 3, as well as the Federal Specification FF-L-2740B and the DOD lock program. The Covertech Ultra NT foil is the only available RF shielding material that has been found to meet the requirements of the TEMPEST program. The remaining components have been selected to form an integrated solution to the physical security and information security for these secure spaces.
The listed components require routine preventative maintenance to ensure proper function. Preventative maintenance often includes replacing parts and required routine testing. A uniform, compatible, installation-wide security system based on the sam system readiness by allowing the customer to reduce their service contracts to one company and to stock replaceable parts and develop skills and expertise in the work involved in maintenance of the system. Not only would multiple maintenance contracts for different security system be costly, it would be infeasible security systems produces unique assemblies of various components and devices. These devices are not cross compatible from manufacturer to manufacturer and contractors authorized to service one nother brand, resulting in a situation where the Government has to maintain multiple service contracts for specific security system panel brands or costly sub-contracts for general maintenance and service.
Authority to name the above listed security system components as required is necessary because the operational effectiveness and are the only security system components installed at this base/location.
8. Actions to Remove Barriers to Future Competition.
For reasons set forth in Paragraph 5, NAVFAC Mid-Atlantic has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVFAC Mid-Atlantic will assess whether competition for future requirements is feasible.
