About this file

This amendment provides clarification to an indefinite delivery indefinite quantity solicitation from the Department of the Navy Naval Facilities Engineering Command for small waterfront project architect and engineer services. The amendment removes landscape architects and interior designers from required key personnel, clarifies that only one CD is needed with proposals rather than four, and corrects an email address. The solicitation is for an IDIQ contract to provide A&E services primarily supporting ports, shipyards and naval stations in the Mid-Atlantic area, including Portsmouth Naval Shipyard, Naval Submarine Base New London, and Naval Station Newport. The proposal due date is December 4, 2023 at 2:00 PM EST via PIEE.

AMENDMENT 0004

The purpose of this amendment is to provide responses to Request for Information (RFI) questions. The proposal due date is 04 December 2023 at 2:00 PM EST (via PIEE).

1. On page 18 of 29, CRITERION 2 – Professional Qualifications/Technical Competence (SF 330, Part I, Sect E & G) the solicitation states: "Failure to provide a balanced workforce in the discipline required to satisfy the requirements of the scope listed above will result in the firm being considered not qualified.”

Please confirm how many resumes in each Key Personnel must be submitted. The Required Key Personnel listing uses plurals for some of the categories that would generate a minimum of 26 resumes that would need to be provided if NAVFAC's intent is more than one resume for those categories.

Response – The intent is for all categories of professions to be represented. The number of each professional is an Offeror’s decision.

2. On page 18 of 29, CRITERION 2 – Required Key Personnel. The solicitation lists 14 Required Key Personnel roles including Landscape Architects and Interior Designers.

The scope of AE services for waterfront work typically does not typically require Landscape Architects and Interior Designers. Please confirm these disciplines were intended to be included on the Key Personnel list.

Response – Please remove the Landscape Architects and Interior Designers from the “Required Key Personnel Table.”

3. PAGE 27 of 29, “A&E firms that meet the requirements described in this announcement are invited to submit…2) One hard copy marked “copy” including four (4) CDs.”

PAGE 28 of 29, under For U.S. Mail or Commercial couriers to MIDLANT Mail Room “One (1) hard copy SF330 package and one (1) CD-ROM.”

Please clarify if the Government would like one (1) CD or four (4) CD copies.

Response – The Government would like all Offerors to submit one (1) hard copy SF330 package and one (1) CD-ROM (via commercial mail) in addition to the Offeror’s electronic submission.

N40085-23-R-2638 – Amendment 0004

4. The email address listed for you in the published solicitation for this contract appears to have an error. Both instances of the email show as @navy.mil vs @us.navy.mil. The two text sections are:

Page 20, “If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Systems Command Mid- Atlantic, Code CON21, Georgia Scott, via email at geogia.a.scott.civ@navy.mil, prior to the response date.”

Page 29, “Inquiries concerning this procurement should include solicitation number and title and be forwarded via email to (georgia a.scott.civ@navy.mil).”

Response – The correct e-mail address is georgia.a.scott.civ@us.navy.mil.
